Brunswick County steps up for Hurricane Isaias response
Brunswick County Government Team
I commend the entire Brunswick County team for their efforts before, during, and after Hurricane
Isaias' arrival this August. We are also appreciative and recognize the exceptional work of our
community partners in response to the storm. Our teamwork and collaboration continues to
be an essential part of our success in preparing and protecting our communities from these
significant weather events.
While every hurricane or tropical storm presents its own unique challenges, this event was
particularly different in that it was the first time we enacted the County's new sheltering plan.
Not only did our staff work to prepare new shelter locations from previous years, but they also
worked diligently over several months before the first hurricane ever reached our shores to put
COVID-19 mitigation systems and procedures in place. This included pre-screening for each
shelther guest, spacing cots farther apart to allow for social distancing, and supplying face
coverings, hand sanitizer, and meal kits at the shelters. Through their efforts, we were able to
safely and efficiently open public shelters while minimizing the threat of the virus as well as
possible.
Hurricane season continues through November. We encourage you to make a plan, build an
emregency kit, and stay informed in the event of another hurricane this season in our region. You

7. Emergency Services
• Emergency Services prepared and responded to the impacts of Hurricane Isaias with local
and state partners, including area assessments following the storm to support applications
for emergency declarations at the federal level.
• Governor Roy Cooper visited Brunswick County Emergency Services in Bolivia Thursday,
Aug. 6 to meet with local and regional leaders and first responders following Hurricane
Isaias.
• In cooperation with Health Services, the Emergency Services team has been actively
responding to the COVID-19 pandemic. Efforts include: full activation of the Emergency
Operations Center; organizing donations of personal protective equipment (PPE) and
assisting local medical providers and congregate living settings obtain necessary PPE;
hosting routine conference calls with community partners to address questions and
provide health guidance.
Engineering
• After months of heavy demolition performed by Macsons Demolition and Environmental
Services, building started on the Brunswick County Courthouse renovation project. Grey
Interiors got to work framing and hanging new walls, bulkheads, and judge's platforms
throughout Phase 1. The new open office and records areas are taking shape. We will
continue framing and drywall with prime paint, casework, and ceiling modifications to
follow. Work is under way to expand the courthouse by roughly 17,000 square feet to add
a new courtroom on the first-floor, a large jury assembly room on the second-floor, and a
third-floor full of offices and space for grand jury deliberation and special proceedings.
Health & Human Services
Health Services
• Health Services officially published its 2019 Community Health Assessment following
approval from the Health and Human Services Advisory Board and the Brunswick County
Board of Commissioners. Community Health Assessments (CHAs) are required for state-
level accreditation and are conducted every four years to examine the health of the
community. The contents of this assessment help us to gain a deeper understanding
of residents’opinions and feelings about health, illness, and services. It also provides
county health professionals with key insights on important issues such as health risk
factors, quality of life, mortality, morbidity, community assets, forces of change, social
determinants of health, and essential services. Read the 2019 CHA at https://www.

• In cooperation with Emergency Services, the Health Services team has been actively
responding to the COVID-19 pandemic. Efforts include: contact tracing; operating a Public
Health call line and email for questions; routine conference calls with local hospitals,
medical providers, and long-term care facilities to provide health guidance and infection
control; provide screening for COVID-19 among individuals 17 years or younger; provide
information and guidance on local COVID-19 screening sites to the public.

Mosquito Control / Water Management Division
• Mosquito Control received 354 requests in August. Our current investigation process has
changed a bit with the introduction of COVID-19. When a resident makes a request to the
Mosquito Division, we follow up by phone initially, then conduct a site investigation on
the requestors premises independently. The technician then follows up with a phone call
to the resident describing any action taken. Currently, the mosquito program's emphasis is
applying larvicides to mosquito habitats. We also apply biological control measures when
appropriate.
Custodial Services
• Custodial Services is continuing disinfection protocols that allow for increased cleaning
of commonly touched items and areas. Hand wash stations or hand sanitizer stands are
located at county facilities.

15. Planning
• Planning is working on amendments to the 160D Unified Development Ordinance and
concerning food trucks. These are anticipated to be sent for review later this year.
• The Planning Dashboard that will allow electronic submittals for various planning services
is anticipated to be implemented soon. MIS is doing a great job working with Planning
Staff on this initiative.
• Brunswick County’s Planning and Parks and Recreation departments have teamed up for
a 12-month initiative called Blueprint Brunswick 2040 to craft new Comprehensive Land
Use and Parks and Recreation Master Plans. Together, these two new plans will guide
future growth, decisions and investments in infrastructure and serves withing the county.
Since July, staff have been busy gathering data and maps on the study areas, hosting
steering committee meetings, and holding a tour and visioning meetings with county
commissioners. Now the initiative is focusing on its next key component: community input

• Public Information continues to assist the Health Services and Emergency Services teams
in response to the COVID-19 pandemic and Hurricane Isaias.

Public Utilities
• Brunswick County Public Utilities requested bids for all of the major chemicals used in the
water treatment and wastewater treatment processes. Bids were received from 20 chemical
suppliers. Based upon the quantities bid and the prices received, the cost of chemicals
used in the various treatment processes will be lowered by more than $195,000 annually.
The county will issue purchase orders to the low bidders.
• The contractor for the Northwest Water Treatment Plant expansion and upgrades project
has submitted a high volume of material and equipment submittals that are currently
under review. The contractor’s initial mobilization to the site is complete and earthmoving
operations are underway. Existing utilities in conflict with the proposed work are being
relocated and auger-cast pile foundations are expected to start this week. The project is
currently projected at 6% complete.

17. Public Utilities (continued)
• Brunswick County Public Utilities has purchased a 9,000 gallon fuel tanker. During and post
hurricane Florence BCPU recognized the need for additional fuel storage needs at critical
facilities like the Northwest WTP. The tanker is capable of pumping fuel from its tanks to
another tank and can also receive fuel from another tank without the need for electricity.
The fuel tanker holds enough fuel to supply the water treatment plant generator for an
additional 7 days when filled to the top.

Risk Management
• Congratulations to Risk Management Technician Andrew Frantz who was recognized
with the 2020 North Carolina Association of County Commissioners (NCACC) Frank
Bonner Scholarship for his dedication to implementing risk management techniques in
the workplace. The 2020 award will cover the expenses to attend the PRIMA Institute,
the premier educational program for new risk managers, and seasoned risk professionals
seeking to learn more about emerging trends and best practices.
18. Solid Waste and Recycling
• Congratulations to Solid Waste and Recycling Coordinator and Keep Brunswick County Beautiful
chairperson Micki Bozeman who was recognized as an Earth Hero by The Sea Glass Company for
her work on the Brunswick County Ocean Friendly Establishment program and efforts to reduce
litter and educate on recycling.
• The regular 2020 Fall Clean-Up Week is Sept. 14-19.
• The Landfill has a large stockpile of mulch available to the public at no charge. Commercial
vehicles will be charged $3 per ton.
• The Landfill is open to all Brunswick County residents and contractors Monday through Friday
from 7:30 a.m. to 5 p.m. and Saturday from 7:30 a.m. to 3 p.m.
