Dylan William
Who is this Guy?
He is a Welsh educator who apparently studied the work of MICHAEL SCRIVEN who first used the term “Formative
Assessment” (and Summative Assessment as well) in connection with curriculum and teaching in 1967.
William is recognized worldwide as a Chief Proponent of FORMATIVE ASSESSMENTS.
The concept of Formative Assessments was birthed out of diagnostic Testing at King’s College in London in the
1970’s. It has since caught on as a movement in education that continues to today.

3. Teachers are not
responsible for raising Test scores…
but teachers are responsible for
improving their teaching practices.
Schools must provide or allow the
means AND the time for teachers to
improve their practice. As teachers
improve students will improve.
