• Led a highly chaotic and uncoordinated initial response, allowing terrorists to settle in their target locations
• Lacked modern equipment and training to confront terrorists (loaded with AK47s)

• Lacked ladders and equipment to rescue victims from higher floors
• Failed to share resources and info with NSG about hotel interior layout
National Security Guard Commandos
•Took 12 hours to reach Mumbai from the point attacks started
