B. Project Purpose, Goals, Objectives and Activities
In the period from 01.01.2014 to 30.09.2014 year, provided the minimum package of services for 90 users, which has contributed to the quality of life and social status of PLWHA being promoted as part of the "Do not judge misconceptions!" as a continuation of a unified program of the Centre AS to empower young people living with HIV and AIDS, Belgrade, is based on the principle of "positive prevention" in accordance with the National Strategy for HIV infection and AIDS, the Republic of Serbia (2011-2015) and as such is an integral part of the national response to HIV infection, through the program "Improving the prevention and care of people most at risk of HIV, which is financial supported by 19.922,00 euros, of the Ministry of Health and the Global Fund to Fight AIDS, tuberculosis and malaria (GFATM), Geneva.
Activities are conducted individually and collectively within the self-help groups and with the assistance of special educators and lawyers, whereby shared leaflets and free condoms were produced and distributed by the Ministry of Health of Serbia. Tasks were aimed to meet the requirements for achieving the goals set by contract and job description which implies that users will be provided with psychosocial support, administrative and technical support, medical assistance and information on access to services, rights and responsibilities as a patient in the health care system, the possibilities of their implementation in practice and on recognizing discrimination and response if the exhibit. Distributed condoms and educational materials to users and the wider community with the knowledge and training of social skills, re-socialization of PLWHA, reducing stigma and discrimination and facilitating sustainability AS Center.
5. Project Purpose: Improved quality of life and social status of people living with HIV
Project Goals: 1 Providing psychosocial support in everyday life, the organization and of self-help groups, psychological and peer counseling, group, peer to peer, legal assistance, guiding people to available services and specialists as needed and assess, home and hospital visits with the delivery of highly active antiretroviral therapy (HAART).
Project Goals: 2 Gaining knowledge through the organization of training courses for the skills necessary for employment and self-employment of persons with HIV infection or AIDS;
Project Goals: 3 Reintegration of persons with HIV and reducing stigma and discrimination, through organizing, parties, socializing, promoting cultural identity and creativity, organizing theater, art workshops and exhibitions, participation in public campaigns and street events that are related to HIV and AIDS to a media campaign to share information and educational materials and condoms;
Project Goals: 4 Sustainability and continuity of support for people with HIV through the provision of basic resources for the smooth and stable operation of strengthening cooperation with key stakeholders, creating opportunities for networking, participation in the design and implementation of anti-discrimination legal procedures and other national and international documents, with constant consultation with key stakeholders and participation in public performance.
Remark: Furtherance of support for PLHIV, AS Center has delivered directly services to 78 young and old people, who do not live with HIV, which is not in the project activities, and therefore this results are not presented in this report.

6. Objectives and description of the activities
Overview: Activities can be conducted individually and in groups through the provision of psychosocial support in everyday life for PLWHA, provided the facilitation of self-help and support, counseling and psychosocial support, information and services to users that are relevant to the prevention or mitigation/elimination of the risk of HIV infection, referral on medical consultations and social support, motivation and job going to the VCT, informing and sensitizing the community on the challenge faced by PLWHA, peer to peer, legal assistance, guiding people to available services and specialists as needed and assess, home and hospital visits with the delivery of highly active antiretroviral therapy (HAART). The minimum package of services for PLWHA include the provision of at least one of the services:

Activity 8 Public awareness raising campaigns consultation
8.1. Pilot model of the student internships in AS Center. Students successfully implemented a program of professional practice (12) This model implies the newspaper in relation to the current situation and is one of the alternatives that can contribute to better cooperation in the triangle OCD - college - student to organize the internships that are very useful for all sides. Internship program in collaboration with the Center for Career Development, Faculty of Philosophy, is a practical student work in real business environment in order to complete the theoretical knowledge and the establishment of relations with the practical skills and experience necessary to carry out future work.
8.2. ASovci Global Initiative, an innovative way of connecting all the people of the world, encourages us to express our solidarity with the people of the Balkans, to exchange information and provide necessary assistance and support. Action ASovci a humanitarian, educational, preventive, health, cultural, artistic, sporting, recreational and entertainment nature intended young, gathers citizens, students, youth, persons with HIV infection, members of the LGBT population and all people of goodwill. ASovci - Global initiative in cooperation with Association of Hestia have aim to collect the necessary assistance, to assure that the basic conditions for overcoming the challenges after the flood, to enable a dignified life in the flood-affected population and provide assistance in the rehabilitation of flooded areas.
8.3. SPAS project to Sustainability AS Centre in collaboration with the Municipal Public Prosecutor from Novi Sad.
Objective IV: Providing basic financial resources for the smooth and stable operation of AS Center, during and after project implementation
Activity 9 Association collected funds outside the project GFATM
9.1. AS Center has collected funds in the amount of 2.720.44 euros for six month and 2.480,97 euros during extension (the total 5.201,41) and licensed Microsoft software support program in the amount of $ 40,110.00. Established cooperation with Microsoft Corporation (USA) for project: allows the establishment of new modern internet communication technologies in the AS Center by ASovci provides an opportunity for the development of institutional development and the establishment of the modern Internet and communication technologies.
7. Next Steps: The project will continue through further collaboration with the participants so that next year expands the number of people, including members of other vulnerable groups, and now empowers the project organizers and participants themselves or direct beneficiaries of the program.
1. Working with PLWHA to improve the skills, knowledge and experiences of PLWHA to the future of their work, were competitive with the acquired knowledge.
2. Develop a broad base of partnerships that contribute to better sustainability: Continuing cooperation with organizations from reagion initiated within the network they belong to.
3. Creation of a network for monitoring the rights of PLWHA and thus ensures that you will work with PLWHA to be sustainable in the long run.
4. The establishment of a civil society forum in Functional HIV/AIDS (CSF) Serbia.

5. Support for Joint Action for HIV and reduce the harmful effects1 initiated by the European Commission and the Directorate General (DG2) of Public Health and Consumers of the European Union (SANCO3), in cooperation with the EU HIV/AIDS Think Tank forum, the EU Civil Society Forum on HIV, the European AIDS network4, network correlations, European Group for the treatment of AIDS,5 the European Network for harm Reduction, Eurasian harm Reduction network, The European Association of patients living with liver disease, the Association for harm Reduction, International Network of people who use drugs and the World hepatitis Alliance. UNAIDS welcomes the joint actions and expressed his interest to be published as a partner in this project and proposed concrete cooperation Regional Team for UNAIDS support to Country Offices and Member States to continue to explore the feasibility, relevance and possible resources. This will enable the participation of neighboring countries in the project, implementing guidelines UNODC and WHO.
6. Support and Call of EU ministers of health and directors of pharmaceutical companies in Abbvie, BMS, Gilead, Janssen and Merck / MSD of universal access to treatment, and treatment of hepatitis C in the EU and beyond. Support and Call the officials of the Ministry of Health of the EU and neighboring countries to express support for the restoration of political commitment to the fight against HIV/AIDS and to consider the review, continuation of the implementation of the Dublin Declaration the implementation of the Dublin Declaration in all segments.
8. Support to adoption and implementation of Resolution 1997 adopted in May 2014 by the Parliamentary Assembly of the Council of Europe entitled "Migrants and refugees and the fight against AIDS" which provide the programs and services for migrants with HIV to provide appropriate and sufficient level, in particular 9.1. in terms of legal measures: 9.2. in terms of access to testing, treatment and preventive measures: 9.3. in conjunction with policy measures.

Support for The third program of Health from 2014 to 2020 was carried out with two parallel EU program called Health for Growth (Health for Growth) and HORIZON 2020 and it is very important that Serbia and the Ministry of Health to take part in the program of financial assistance to member states in the EU which implements the program and candidates for EU membership.

Gender and Equal right during the Sustainability support, implementing partners will strive towards gender mainstreaming as one of the criteria for participants selection. Implementing partners will create all the preconditions so that equal rights will be fully respected - equal opportunities will be given to all potential participants to apply regardless of their gender, physical ability, nationality and religion, or any minority status. All the requirements of participants during the project implementation rising from their needs, religious believes and social attitudes will be fully respected and secured. We adopted 2010 year Policy for gender equality in the fight against HIV.
Management and administration in our work apply the provisions of the Law on Public Procurement7, Guide GFATM procurement8, the EU Directive on procurement9, and other rules and procedures for the efficient planning, management and reporting as well as the Code of Ethics of Civil Society, Business Ethics; Code of Ethics; The basic code management; Business correspondence; Archiving of electronic data; Recruitment and Employment of Consultants; Policy for Gender Equality; Job classification; Handbook for employees; Confidentiality; Statement of work in an environment free of tobacco abuse, Statement of work in an environment free of tobacco smoke10; Notice of the prohibition of harassment11; Financial - accounting operations; Procedures for reporting to management; Rules of Procedure on the basis of the work12; Regulations on procurement policy and guidance for business trips, Instructions for use of official telephones, conflict of interest policy, voluntary policies and other procurement.

Team project development work has an active role in the facilitation/moderation and preparation of education, training, conferences, held once a month motivational/educational meeting with activists/volunteers and regular reports submitted to the Programme Coordinator, regularly monitor progress of the project and worked on improving the knowledge and skills needed for project management, application of theoretical knowledge in a practical context; efficient in teamwork; take responsibility for their own learning and progress; timely respond to changes in the work environment; recognizes the business opportunities in the workplace and the wider social environment; implement safety and health measures in the work process; implement environmental protection measures in accordance with the concept of sustainable development;
In accordance with regulations, thus leading to the register of members, other registries and a national database of HIV, the Ministry of Health, in accordance with long-term work plans and project proposal, promoted a system for monitoring and supervision of persons engaged and their reporting within and outside the organization; procurement is conducted in accordance with the developed system and procedures for the release of the VAT in accordance with a defined budget and positive regulations.

Gathered relevant information and exchanged with users, representatives of the Ministry of Health PIU HIV (PR1 GF) for development programs in the field of improving the quality of life of PLWHA and their capacity building used information technology to collect, organize and use information in their work, a regular and timely information and motivation, fueled activism and visibility of people with HIV,

8. What is your assessment of the results of the project "so far”?
Short results of the association are:
- Improved working conditions for the AS Center and customer support;
- Better links with relevant NGOs and public institutions dealing with PLWHA;
- PLWHA are reinforced through self-help groups and support.
Medium-term results are:
- Established good cooperation with the local community as a means of sustainability of the Association;
- Coverage of the region on the knowledge of the existence of the Association of PLWHA;
- Increasing the capacity of members to carry out activities of the Association both qualitatively and quantitatively.
Long-term results are:
- Changes in the life of people living with HIV in a positive direction is reflected in a greater commitment to and the importance of taking HAART,
- Psychological strengthening of PLWHA and better legal and economic protection;
- PLWHA and the general population is sensitized of HIV;
- A large number of people tested for HIV in Serbia.
9. What has been the impact on both the target group and the target region?
Our participation is to contribute to improving the quality of life and social status of persons with HIV infection or AIDS, our families and friends, through our dedicated and responsible, active participation in the systematic process of creating, adopting, planning measures, implementation of activities, evaluation of the results and implementation of new programs and policies in all segments of the community and all levels of management. Political reforms set in the center of the current transition, reinforced the prospect of Euro-Atlantic integration and the accession of the Republic of Serbia in the EU,
Political situation provides momentum for influence, lobbying and advocacy for the development and implementation of relevant laws and procedures on the rights of us, people with HIV. This context creates a real opportunity and the chance to stand up for change disturbing the position, taking into account the real needs of people with HIV in Serbia and the region for social policy reforms and decentralization of social services.
Effectiveness of operations is reflected in the fact that AS Center in 2014 became a member of national and international networks and Council: National Convention on the EU to Serbia (NKEU) for the monitoring of the accession negotiations with the EU on Consumer Protection and Public Health, President of Board directors and legal representative of Union of PLWHA CSO of Serbia USOP, EU HIV/AIDS Civil Society Forum (CSF), EU Correlation Network Social Inclusion & Health, Eurasian Harm Reduction Network (EHRN), EU Network for harm Reduction, European C:E:T: Platform for Western Balkan youth mobility, the EU network for digital inclusion and empowerment (Unite IT e-inclusion Network) and Serbian Youth Umbrella Organization KOMS.

AS Centar will involve other CSO and HIV/AIDS organisations in the Serbia:
Initiating the creation of a common institutional framework for inter-agency co-operation and participation in the process of establishing and maintaining institutional cross-sectoral dialogue13 between the public, private and CSO14 sector,
The establishment of modern Internet technologies in business, improve communication and better cooperation among PLWHA, civil society organizations and the community at large;
Organizing various activities such as panel discussions, roundtables, workshops, debates, conferences, seminars, festivals, exhibitions, concerts, Summit, tours, theme nights, study visits and exchanges, in order to affirm the civil society, inter-sectoral cooperation and participation people living with HIV in society;
Media promotion of inter-sectoral cooperation and transparent implementation of other activities that contribute to achieving the objectives of GIPA Principle;
Lobbying, advocacy, advocacy rights of people with HIV and initiating the establishment of a national day dedicated to people living with HIV infection and AIDS, which contributes to increasing the visibility of people with HIV.
Above mentioned activities should result in:
- Real time improvement of the approach to the prevention, treatment, care and support for PLWHA which will lead to the elevation of life standard of PLWHA.
- Up to date and evidence based policy making with clear priorities, followed with quality and deliverable strategies and action plans with allocated budgets and in scope of EU best practices and policies.
- Strong networking with EU think tenk organisations in field of HIV/AIDS, institutions
- And finally developed and sustainable one stop shop services for PLWHA.
