Kenya held its first ever National Adaptation Planning meeting for the Agriculture sector on the 16 and 17 September.
The meeting aimed at building consensus on the priority actions for agriculture proposed in the 2013 – 2017 National Climate Change Action Plan (NCCAP). These activities would then be fast-tracked for piloting.
The meeting was jointly organized by the Ministry of Environment, Water and Natural Resources (MEWNR); Ministry of Agriculture, Livestock and Fisheries (MALF), and the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) East Africa Program.
This is a summary of key resolutions by all stakeholders involved.
2. CSA Practices and Technologies
Climate Smart Agriculture Definition:
Agriculture that sustainably increases
productivity, resilience (adaptation),
reduces/removes GHGs (mitigation),
and enhances achievement of national
food security and development goals.
3. 3 Priority Actions for CSA Implementation
in the period 2013-2017
• Building resilience to effects of climate
change through water harvesting, storage
and efficient use for increased agricultural
production.
• Agroforestry and sustainable land
management.
• Adoption of improved livestock and
fisheries measures
4. Different Financing mechanisms to
support CSA priority actions
• MoALF to prioritize the CSA activities in the
Agriculture Sector Working Group (SWG) in the
ongoing annual budgeting process.
• Improvement of absorption capacity of funds
• Initiating & scaling up existing PPPs
• Encourage Innovative investments mechanisms
• Tapping into county resources via the County
Integrated Development Plans (CIDPs) and other
local level development funds
5. Knowledge and Capacity development to
support CSA priority actions
• Develop and strengthen capacity to support
CSA technologies and practices in sustainable
land and water management, agro-forestry,
livestock and fisheries.
• Generate and disseminate knowledge and
information to support CSA in sustainable land
and water management, agro-forestry, livestock
and fisheries
6. Policy and Legal Frameworks to
support CSA priority actions
• Review and harmonize existing policies and contributing to
new policies
• Contribute to development of a chapter on CSA in the
climate change policy, water bill
• Advocacy and awareness creation to develop and
implement CSA relevant policies for stake holders at all
levels (2015)
• Devolution of CCU to Counties (by 2015)
• Generate climate risk and CSA information to facilitate
finalization of evidence- based Agricultural Insurance Policy
(2015)
7. Policy and Legal Frameworks to
support CSA priority actions
• Advocate for the development of a National
Economic Instrument Act (2017)
• Contribute to the development of policies on value
chains focusing on agricultural product distribution
(traceability and labelling), market structure and
information systems (2015)
• Contribute to development of a policy on climate
data and information sharing by the year 2015.
9. CSA technologies and practices
• Most of the CSA actions are in line with jubilee
manifesto hence already have the political good will in
taking these forward. There is however need to lobby
the departmental committee on agriculture for
financing the implementation.
• There is need to bring on board county governments
into the process taking into account that
implementation of agriculture action has been
devolved to the counties
• There is a need to incorporate climate resilient crop
types, crop management systems, and conservation
agriculture.
10. CSA technologies and practices
• Proposed actions should cover the entire crop,
Fisheries and livestock value chain
• Restocking of livestock and fisheries should be
informed by current climatic conditions and future
projections
• Need to look at soil and water management systems
including ground water resources.
• Building codes should incorporate water harvesting
11. Capacity building
• Identify information needs of stakeholders (eg
parliamentarians, small holder farmers, youth), develop
appropriate and targeted communication products and use
appropriate communication channels including feedback
mechanisms
• Provide timely and accurate information for decision
making
12. Finance and Investments.
• The root cause of low absorption capacity needs to be
addressed. The jubilee government has recognized the
need to reform government procurement systems and
procedures.
• Frame CSA technologies and practices to tap into the
existing and emerging funding mechanisms
13. Policies .
• Prioritize the enactment of climate change bill and policy
• Harmonization of sectoral policies for ease implementation
and synergies
• Cross cutting: Mainstream in to all the priority actions
14. Way Forward
• Come up with a consortium to generate
specific activities in targeted areas,
timelines and budgets, based on the
priority actions presented in this forum.
• The actions should be categorized as
short, medium or long term.
