In the Public Interest it is incumbent that your Committees inquire and investigate
the events, particularly and specifcally, the development of plans for the “routine
internal test” from which the false missile alert was issued.
The following questions was shared with Senator Kim,
1. Who developed the in-house, internal training program/procedures that was
utilized for the missile alert?
2. Who was consulted during the development, i.e., DOD, PACCOM, etc.
3. Was the program stafed? Who were involved in at approval process? Were
there any comments? What were the comments? Was there any person/ofce
that disagreed with the use of the program/procedures?
4. Who scheduled the date/time of the training exercise?
5. Who were in the control room when the button was pushed?
6. BG Logan contacted PACCOM to verify whether there was a missile launch.
Where was BG Logan when he contacted PACCOM?
7. Was BG Logan at anytime involved in the development of the training
program/exercise?

9. Was Director Vern Miyagi at anytime involved in the development of the
training program/exercise?
10. Did Director Miyagi approve the training program/exercise?
11. Who frst contacted Governor Ige about the alert from the Hawaii
Emergency Management Agency?
12. On what date and what time was Governor Ige contacted?
13. Was Governor Ige at anytime involved in the development of the training
program/exercise?
14. Did Governor Ige approve the training program and exercise?
This line of questions is based on the chronology of events published by the
Emergency Management Agency. Specifcally,
The following is a synopsis of what occurred:
Approx. 8:05 a.m. – A routine internal test during a shift change was initiated.
This was a test that involved the Emergency Alert System, the Wireless
Emergency Alert, but no warning sirens.
8:07 a.m. – A warning test was triggered statewide by the State Warning Point,
HI-EMA.
8:10 a.m. – State Adjutant Maj. Gen. Joe Logan, validated with the U.S. Pacifc
Command that there was no missile launch.

Governor David Ige spoke with Maui Now in an exclusive phone interview on
Wednesday, Jan. 17, regarding the false missile alert that took place on
Saturday, Jan. 13, at 8:07 a.m.
Gov. Ige spoke with us about the efects on tourism, what would actually
happen across all levels of communication had the alert been real, if he has
spoken with President Trump about the situation and how an attack on
Honolulu would efect neighbor islands, such as Maui.
While Gov. Ige assured that the event will not happen again, he talked to us
about what was learned from Saturday’s scare, his plans for improvement, and
what changes need to be made.
Background:
At 8:07 a.m. on Saturday, Jan. 13, 2018, an emergency text alert was sent to
mobile phones in Hawaii stating, “Ballistic Missile Threat Inbound to Hawaii.
Seek Immediate Shelter. This is Not a Test.”
TV stations also were showing the Emergency Notifcation on certain channels.
The red TV alert stated, “The US Pacifc Command has detected a missile
threat to Hawaii. A missile may impact on land or sea within minutes. This is
not a drill. THIS IS NOT A DRILL.
If you are indoors, stay indoors. If you are outdoors, seek immediate shelter in
a building. Remain indoors well away from windows. If you are driving, pull
safely to the side of the road and seek shelter in a building or lay on the foor.
We will announce when the threat has ended. Take immediate action
measures. THIS IS NOT A DRILL. Take immediate action.”
5. The foregoing is but another example of information that has been hashed,
rehashed countless number of times and released for public consumption.
An area that has not been addressed or covered by the news media is the impact
of the false alert on stocks issued by major Hawaii companies, e.g., Matson
(MATX), Alexander & Baldwin (ALEX), Hawaii Airlines (HA). The fallout from the
false missile alert and the aftermath impacted these stocks. Your attention is directed
