Hawaii judges are enjoined to avoid even the appearance of impropriety.
In fact, Hawaii courts tend to take very seriously the admonition that a
judge should disqualify herself in any proceeding in which her
impartiality might reasonably be questioned.

28 U.S. Code § 455 - Disqualifcation of justice, judge, or magistrate judge
(a) Any justice, judge, or magistrate judge of the United States shall disqualify
himself in any proceeding in which his impartiality might reasonably be
questioned.
(b) He shall also disqualify himself in the following circumstances:
(1) Where he has a personal bias or prejudice concerning a party, or
personal knowledge of disputed evidentiary facts concerning the proceeding;
(2) Where in private practice he served as lawyer in the matter in
controversy, or a lawyer with whom he previously practiced law served during
such association as a lawyer concerning the matter, or the judge or such
lawyer has been a material witness concerning it;
(3) Where he has served in governmental employment and in such capacity
participated as counsel, adviser or material witness concerning the proceeding or
expressed an opinion concerning the merits of the particular case in controversy

Honolulu police chief Louis Kealoha and his prosecutor wife, Katherine, to be
booted from a case involving 20 felony counts of conspiracy, bank fraud and
obstruction.”
“It’s mind-boggling how many diferent forms of conficts there are here,”
said Kenneth Lawson, a co-director of the Hawaii Innocence Project and a
criminal law instructor at the University of Hawaii Manoa. “It’s a quagmire.”

An assistant U.S. attorney who prosecuted several high-profle
white-collar criminal cases here is on his way to becoming Hawaii's
fourth full-time federal judge.
J. Michael Seabright, “has prosecuted government corruption
cases, including former state Sen. Milton Holt, former state House
Speaker Daniel Kihano, former City Councilman Andy Mirikitani
and investigators at the Honolulu Liquor Commission”.
“Seabright has served on the Hawaii Supreme Court's disciplinary
board since 1995 and is chairman of its Rules Committee, which is
responsible for drafting proposed rules for the Hawaii Rules of
Professional Conduct.”
“He was also a member of the Hawaii State Board of Bar Examiners
and has been an adjunct professor at the University of Hawaii's
William S. Richardson School of Law.”

Will Weinstein has taught Ethics courses at UH, is presently
teaching at San Francisco State University and has given seminars
on the subject at prominent universities in Australia, the University
of New Mexico, and at the Executive MBA program at Golden Gate
University.
He has also been active in the fnancial services business for over
forty years.
He was Governor of the American Stock Exchange for fve years
and currently serves as a Financial and Investment Advisor and
Money Manager to individuals and corporations active in the equity
markets.
