Research from Klein & Partners and The DRG This year’s Omnibus is a bit different from past years. We focus the entire survey on consumer reactions to the Coronavirus and we will conduct three waves of this survey to track how these reactions change as we get past the ‘peak’ and move into our ‘new’ normal. This presentation summarizes findings from the first wave conducted in early April. Wave II will field in late April/early May after the peak and the third wave will field sometime in late May/early June as we emerge in our new normal. Understanding the vocabulary of health insurance helps in selecting and using coverage effectively. eHealthInsurance commissioned a national study to determine public awareness of select health insurance terminology and the specifics of health insurance coverage. Americans admit to a health insurance vocabulary deficit. Only a fourth (23%) feel they are very sure of what the terminology used in their health insurance policy actually means. A third are somewhat sure of what the terminology actually means (32%). One-fourth are not very sure (13%) or have no idea (10%) what the terminology used in their health insurance policy means. One-fifth report they don’t have health insurance (21%). The public demonstrates its lack of familiarity with health insurance terminology by not knowing what some of the key abbreviations stand for. Only one-third of Americans (36%) can volunteer that HMO stands for health maintenance organization. Only one-fifth (20%) recall that PPO stands for Preferred Provider Organization. Only one out of nine (11%) recalls that HSA stands for Health Savings Account. When asked how sure they were with some of the specifics of their health insurance policy, most people said they were very sure of the amount of their co-payment (61%), but half or fewer were very sure they knew the amounts of other basic elements of their coverage: Half said they were very sure of what they paid for their health insurance premiums (50%). 45% were very sure of their annual deductible. 41% were very sure of the level of their plan’s co-insurance. 35% were very sure of their maximum annual out-of-pocket costs. For each of these items, one-fifth indicated that the questions were not relevant since they did not have health insurance (21%).

Handling a high-risk HIPAA Breach Published April 2017 Part of scenarios for patient privacy crisis management Every hospital encounters patients, who for the reason of their social circumstances, dependent status, personal characteristics, or the nature of their condition, are more vulnerable than the general population. While compliance with HIPAA is indeed important, because of the potential to inflict significant liability on the hospital resulting from compliance failure, it should not be the only consideration when caring for vulnerable patients. Mere compliance with the minimum requirements of HIPAA does not guarantee the safety of vulnerable patients. In the case study scenario, the hospital emergency department in a small town admitted a 15-year-old female with emergency labor. After delivery in the emergency room, the mother and the baby were moved to Obstetrics and Neonate. Despite appropriate care, the infant presented with multiple medical problems, which may or may not be resolved in the future. A nurse, who took care of the young mother, accidentally disclosed the patient’s identity and condition to her young daughter, who spread the news in all high schools in the area by the following day. The 15-year-old managed to hide her pregnancy from her family. To complicate matters, the young mother’s mother and aunt work in the same hospital.

Poster presentation at the 2018 National Immunization Conference on willingness of survey participants to share child immunization records. The survey, The Childhood Immunization Mobile Panel Survey II (ChIMPS II), was a methodology study to assess mode, introduction, and content variations for the National Immunization Survey (NIS). This study used a smart phone panel because it offered easier administration, lower cost, and respondent convenience. One content variation focused on assessing the willingness of a respondent to provide permission for the Centers for Disease Control and Prevention (CDC) to access their children’s medical vaccine records. The objective of the poster analyses was to describes the willingness of respondents to share vaccine records with CDC as part of smartphone survey, and the reasons respondents gave for being unwilling or unsure about sharing their child’s medical records with CDC.
