3. Summary Introduction – Background and context of Homophobia in Brazil Examples of Good Practices – Homophobia and Education Barriers to Implementing Good Practices Conclusion and References
5. The role of <<translation>> in the Contemporary political agendas Researchers/activists as “cultural translators” => make possible some intelligibility between the discourses of many social actors evolved in the contemporary political agendas that address the themes of sexuality and violence. http://www.msmgf.org/beheard/
6. Who ShouldAttend as stated in the Pre-Conference website MSM and Transgender Activists/Advocates; MSM and Transgender Allies; Prevention/Care Program Managers and Staff; Researchers; Artists; Educators; Medical Professionals; Writers/Journalists; Capacity Building Specialists; Legal Professionals; Members of the Media; Government Officers and Employees; Donors/Funders; Legislators; Volunteers; Multilateral/Intergovernmental Agency Representatives; For-Profit Business Professionals Example of the complexity of our field; should be taken serious when addressing homophobia.
7. Ourcontemporarytask in addressinghomophobia Making the agenda a more fluid discourse that could run more freely among actors with different perspectives, knowledge, trajectories, contexts, among others.
8. Homophobia is taken in a social perspective Genealogy of the concept Emerged in the 1960s in North-American common sense During the 1970s was incorporated in the field of Psychology to describe some kind of “violent personality” Major shifts happened during the 1980s and 1990s for homophobia to became a category of policy
9. HOMOPHOBIA AS A POLICY CATEGORY A shared body of values that produces “sexual hierarchies” among different societies Explain specific social phenomena if discussed along with other particular values and worldviews Homophobia can’t be universalized neither used in singular (always HOMOPHOBIAS) Have to be comparable for analytical and political purposes.
10. HOMOPHOBIA IN DIFFERENT CONTEXTS: Homophobia assessments Lethal violence Symbolic violence Inequalities and discrimination in labor, schools, among others http://www.gay.com.br/files/2009/07/sarita.jpg
12. HOMOSEXUALITIES: WHAT ARE WE TALKING ABOUT? Brazilian homosexualities have particularities and resemblances to other sexualities. North-America=> “community-based homosexuality” Brazil => homosexuality in a diluted perspective As homophobia is not a “nature of things” has different effects in different contexts.
13. North-americanhomosexualities In the United States the LGBT communities are “moral regions” but also “geographical communities” United States: positive incorporation of concept of ghetto from an concept originally associated to Judaic communities destroyed by Nazism. http://rinkfoto.com/assets/shows/2007-06_sfatr/images/1984_friends.jpg The North-American ghetto is part of the LGBT imaginary about the urban space.
14. BRAZILIAN HOMOSEXUALITIES Brazilian homosexualities are lived in mixed neighborhoods according to specific models of class differences Brazilian ghetto => “moral region” in which the subjects of homosexuality circulate, “cruise”, but do not live. Homosexuality according to class differences: hierarchical and egalitarian modes. Popular classes and upper classes live homosexuality differentially.

16. The brazilianlgbt movement It is well structured and active Nowadays has been focusing in the anti-homophobia agenda as its main priority
17. Background - brazilianlgbt movement For 21 years Brazil lived under a military dictatorship (1964-1985) Coalitions with new social movements => marked by libertarian ideologies http://f.i.uol.com.br/guia/exposicoes/images/08122151.jpg http://3fingerspliz.files.wordpress.com/2009/10/dzi-croquettes.jpg
18. The aids struggle in brazil 1980s => harsh period. Aids pandemic hit Brazil Destabilization of organizations that were struggling for civil rights. Organization of collective responses to aids Medical and moral “foolishness”
19. The aids struggle in brazil [2] Final 1980s-beginning 1990s => strategy of incorporating to medical scholarship the local knowledge of civil society http://www.ioc.fiocruz.br/aids20anos/linhadotempo.html
20. HOMOPHOBIA AS A POLIcy CATEGORY 1990s-2000s => homosexuality not only addressed by the Health Ministry After Durban Conference the “ discrimination based on sexual orientation” became central to the area of Public Safety Reports on murderers of homosexuals (Grupo Gay da Bahia) Every other two days a homosexual is murdered in Brazil exclusively because of one’s sexual orientation
21. The election of the worker’s party (2002) Fundamental shifts in addressing homophobia in Brazil Social movements participated in the discussions of National Budget The release of federal program “ Brazil Without Homophobia”
22. 1 – Examples of good practices Homophobia and Education
23. “ brazil without homophobia” In the field of education V – The Right to Education: Promoting Values of Respect for Peace and Non- Discrimination on the grounds of Sexual Orientation · To encourage and provide support for initial and ongoing training courses for teachers in the field of sexuality; · To assemble multidisciplinary teams for assessing didactic bibliographical material, in order to eliminate discriminatory aspects, with the overall purpose of suppressing homophobia; · To encourage the production of educational material (films, videos and publications) about sexual orientation and the need to overcome homophobia; · To support and encourage the production and dissemination of specific materials for teacher training; · To give ample publicity to scientific information about human sexuality; · To encourage research and the dissemination of knowledge that can contribute to combating violence and discrimination against GLTB; · To set up a Subcommittee on Education in Human Rights within the Education Ministry with the participation of the homosexual movement, ensuring that it is in a position to track and evaluate the guidelines suggested.
24. Conditions of possibility Anti-homophobia policies Release of federal program “Brazil Without Homophobia” Release of UNESCO’s report “Youth and Sexuality” Creation of the agency known as SECAD
25. Four basic categories of anti-homophobia Policies in the ministry of education Teacher training The organization of seminars and events The creation of contests and awards The publication of didactic materials
27. The organization of seminars and events Give visibility to questions that should be included in the public education system (such as homophobia) Establish guidelines and goals for educational policy www.ufmg.br/online/arquivos/004708.shtml
28. The creation of contests and awards Stimulate debates in ways that can reach a broader population Promote research and increase the production of knowledge on human rights, gender and sexuality http://200.130.7.5/informativo2/informativo2/informativo7.asp?Edicao=65
29. The publication of didactic materials Designed to extent the principles being embraced by federal government inside the classroom The government has produced text books, maps, calendars, videos, websites and teaching manuals.
31. Actors involved Officials working at the Secretary => long-term planning and day-to-day management. “ Experts” => those who occupy positions in universities or NGOs Partnerships => a range of actors from top governmental officials to celebrities who are not involved directly in the planning and implementation of policy but who play a central role in legitimizing these policies and disseminating information about the governmental actions
32. Productive tensions Institutional rivalries Involve competition over access and resources Conceptual differences Reflect the different worldviews that guide the actions of activists, officials and scholars who each propose actions which they consider most effective based on their presuppositions.
34. It is “ impossible” to think homophobia as something “global and universal” without reflecting on values of society and the evolved worldviews. The anti-homophobia agenda at the Ministry of Education began in 2004 with the release of federal program Brazil Without Homophobia and the UNESCO report Youth and Sexuality but also with the creation of SECAD The roles played by social actors matters
35. We are still not able to measure the impact of the actions in the transformation of social reality. The transformation is the main goal of the federal program Brazil Without Homophobia in its several themes. I could point the tensions produced in the history of policymaking at the Education Ministry and the ways in which these policies were possible. In this sense, policies are being implemented and executed and homophobia is, in fact, part of the agenda of educational policies in Brazil.
