    Programme (CLIP)
     Safe Zone Flag Concept
What is SZF
• It is aimed at announcing to the rest of the
  world that the community is practicing basic
  hygiene and sanitation.
• It is to make sanitation practice competitive
  among the communities and such competition
  will become permanent.
• SFZ is a status symbol which other
  communities will want to emulate
How does it work?
• Competition is between communities (maximum
  10).
• A monitoring and scoring team is constituted
  with representatives from each of the
  communities who are trained in hygiene and
  sanitation monitoring and scoring.
• Community-Based hygiene and sanitation
  volunteers are formed in the various
  communities.
• Staff of the District EHU and committee set up
  modalities for scoring.
How does it work? Cont’d
• monitoring and scoring is done over the first
  three months.
• The winning community is giving a flag to host
  in their community.
• Follow-up monitoring is done monthly and if
  the winning community is not able to
  maintain or improve standard, the flag is taken
  away from them and given to the winning
  community.
Outcome
• Hosing the flag has become a status symbol in the
  communities.
• It has taken sanitation beyond CLTS.
• Five communities have been declared ODF status
  by the Northern Regional EHU in the Karaga
  district.
• Expecting that more communities will be
  declared ODF status in the other districts
• Communities who are not part of the
  competition are replicating.
