This year has been eventful. It is a year of struggle and hope due to the pandemic, yet, it is also a
year of transformation towards a stronger government entity. The winds of change have pervaded
every aspect of CDA’s operations, from our programs, projects, and activities to our people. From the
quality perspective, the present health situation has paved the way to change our business to a digital
setup.
As we move forward, we hope to continue our activities to transform cooperatives into more
sustainable organizations as catalysts of economic development; and strengthen relations with
cooperative development councils through collaborations and active participation in the implementation
of the Cooperative Development Plan. We will also be pursuing efforts to uphold our mandate as a quality-
driven government agency. As such, we cannot rest on our laurels, but we need to keep delivering on
our services and commitment, particularly in light of the avowed CDA Quality Policy.
I extend my heartfelt appreciation to Regional Director Josefina B. Bitonio for her leadership and
dedicated service; and to all staff of CDA RO1 for their unwavering support and commitment to serve the
cooperatives, stakeholders, and the public. May you continue to light the torch of wisdom that will guide and
lead cooperatives to achieve sustainable growth.

As we are confronted with unprecedented challenges, CDA finds and explores a
way to persevere and strive for even greater excellence. Throughout the year 2020, due
to the COVID-19 pandemic, we have redefined so dramatically the way we live and work.
We have adopted a remoteservice delivery while some employees are on work-from-home
arrangements and others are on skeleton force.
This year's annual report embodies many examples of how CDA-RO1 makes a
difference. Aparticular highlight is the CDA RO 1’s Koop Balitaan, Tulong Balita Online under
the management and supervision of Regional Director Josefina B. Bitonio has provided
important webinars, trainings and workshop to capacitate and empower cooperative leaders
and members, and to impart basic knowledge of cooperatives and cooperativism in all regions
of the Philippines.
I take pride in CDA-RO I’s response to the onset of the pandemic and the
corresponding actions when the world went into lockdown. Indeed, this is breaking barriers
thru giving service across boundaries and extending CDA programs and activities beyond
limitation to the cooperatives, clientele, and stakeholders.
On behalf of the entire Board of Directors, I thank Regional Director Bitonio for her
outstanding leadership and all employees for carrying forth the CDA’s outstanding legacy
and enduring commitment to serving the public.

The year 2020 is considered a challenging year for the Cooperative sector due to the
onset of the COVID-19 Pandemic. This brought the sector a lot of challenges as well
as uncertainties. A lot of cooperatives had to make adjustments in their operation to
cope up with the crisis. However, because of the strong collaboration between the
Coop Sector and Cooperative Development Authority, slowly, cooperatives are now
overcoming the effect of the pandemic and at the same time embracing the
opportunities of the new normal.
The coop education and training continue with the constant effort of the CDA to
conduct webinars thru Koop Balitaan Forums, and other learning activities. We
discovered that even those old and seasoned coop leaders could grasp the
complexity of modern technology by attending said online activities. Moreover, there
was a strong manifestation of the principle of cooperation among cooperatives due
to the outpouring support given to the frontliners, LGUs, members, and the whole
community, to help protect each and every one against this COVID-19 Virus.
I commend the leadership of CDA Region 1, through our dynamic Regional Director,
Dr. Josefina Bitonio, for helping us focus on what is positive during this period. On
behalf of the Regional Cooperative Development Council and the Nueva Segovia
Consortium of Cooperatives, we laud your outstanding accomplishments for the year
2020 that gave ease and hope for cooperatives to continue the service even during
this tough time. With a thankful heart and deep appreciation for all the works you do,
we say Kudos, CDA Region 1! Our pillar and our strength in the coop movement.

My cooperative greetings to the Cooperative Development Authority (CDA)- Region 1.
In behalf of the Ilocos Consolidated Cooperative Bank (ICCB) and my primary
cooperative, the Sta. Cruz Savings and Development Cooperative (SACDECO), we
would like to congratulate CDA- Region 1 for a job well done in Year 2020 despite
the onslaught of COVID 19.
2020 was a difficult yet modest year for all of us. The COVID 19 pandemic tested our
resiliency and sturdiness as cooperatives. CDA’s guidance, assistance and
partnership were important to help us go through the challenges of the pandemic.
The accomplishments of CDA- Region 1 for Year 2020 are the indicators of such
partnership and endeavors.
I see 2021 as another rewarding year for CDA. I therefore enjoin everyone to
continue trustingCDA and let’s continue to build and nurture a better cooperative
future for all of us.

CDA ROI 2020 HIGHLIGHTS OF ACCOMPLISHMENTS
The CDA Regional Office I continues to grow and evolve
with 38 personnel complimented by two service contracts
(COS). The dedicated employees are all working within the
bounds of the mandate of the CDA. From the report of 803
cooperatives, Region 1 has a total assets of
Php 29,821,996,354.70, with a Paid Up Capital of
Php 6,166,609,153.98. The cooperatives realized a Net
Surplus of Php 707,006,811.35, Total deposits of Php
11,808.328,363.49, with a volume of business of
Php 112,054,304,955.43, with employment generated of
7879 and membership of 652,517. Truly, the data manifest
the contribution of the cooperatives in the economy.
With the State of Public Health Emergency declaration sometime in March 2020, the
country was placed under community quarantine, resulting in limited movement and temporary
business and works suspension. Thus, the year 2020 was a very challenging and crucial time
for everyone to meet the goals and objectives of the Authority because of the unexpected
health crisis.
The year 2020 was entirely different as we experienced changes in the delivery of
services because of the COVID 19 pandemic. Nonetheless, the direction of the CDA RO1 was
aligned with the Organizational Outcome of “Growth and Viability of Co-op Enterprise
Improved”. Initially, 2020- WFP was approved March 16, 2020; then, the plan was revised and
approved on August 25, 2020. We submitted our Rehabilitation & Resiliency Plan Addressing
the Impact of Covid19 to NEDA on April 24, 2020, the Comprehensive Action Plan Against
Covid 19 on May 22-July 2020. The Mid Term Assessment on the Philippine Cooperative
Development Plan on Oct 21, 2020. Conversely, despite the limitations and restrictions, the
CDA Regional Office continuously provided services to the cooperative sector, partner
agencies, and other stakeholders through technology and various social media platforms such
as emails, messenger, Facebook account, zoom, google meet, SMS, and phone calls to
deliver the basic services and reach our clientele. For the management part, the quality policy
and objectives policy were followed and integrated into the QMS processes in the Agency's
attainment of its strategic goals and its intended results
With the continuous mentoring, coaching, provision of technical assistance, and various
webinar conducted by this Extension Office, some 33 cooperatives transitioned from micro to
small (22), from micro to medium (1), from Small to medium (9) from medium to large (1).
Three hundred forty-one (341) cooperatives received Koop Bayanihan Award for their
assistance to fight the effects of COVID19. The number of cooperatives and the total amount
contributed are as follows: Pangasinan 118 cooperatives with Php 30,876,284.60; La union
69 cooperatives with Php 17,520,812.95; Ilocos Sur with 67 cooperatives with Php
30,071,140.60; and Ilocos Norte 76 cooperatives with Php 35,809,479.00. The total

assistance from the cooperatives amounted to Php 114,277,717.35. Additionally, partner
cooperatives and partner agencies, and LGUs were also recognized by CDA RO1 during the
Cooperative Month Celebration for their full support of the CDA programs.
We likewise participated in various conferences/meetings in hybrid convergences such
as RDC Full Council Meeting, Joint RDC-RPOC NTF/RTF ELCAC meetings, PRLEC Meeting,
Joint Meeting of SUCBEM, ELCIP and LGE, BFAR Fishery Industry Forum, Virtual Multi-
Sectoral Forum, Balik Probinsya Bagong Pag-Asa Meeting, EDSeCom Meeting, and Dev Ad
SeCom Meetings.
The highlight of the CDA ROI accomplishments was the following: the conduct of 11
Webinars on the following: Management Approaches of Cooperatives, Risk Disaster
Management, NGA Programs, and Assistance to Cooperatives, Orientation on the Mandatory
Reports, Assistance to Transport Cooperatives, Business continuity Planning, Legal
Orientation for Cooperatives, Mentoring and Coaching for Cooperatives and the Filipino
Values and Culture serving 4,723 participants. The CDA RO1 conducted the “Kooperatiba
para sa Kabataan: Programa, Oportunidad Pangkabuhayan” (K-POP) for the youth sector to
instill and create awareness to the various programs and services of the National Government
Agencies that they could avail. The KPOP forum was a mini booth fair manned by the different
partner agencies, namely TESDA, ACPC, DTI, CDA, and DOLE.
The Extension Office has consistently been steadfast in accomplishing all its programs,
even extending beneficial activities beyond its mandate, all for the welfare of the cooperatives
in the region. The CDA Regional Office 1 has always been motivated to improve continually.
The satisfaction from our stakeholders drives us to be faster, more reliable, passionate, and
innovative in our role; thus, during the period 2020, it performed “Very Satisfactory as reflected
by the OPCR overall rating of 4.44.

The CDA RO1 also received a Certificate of Recognition from partner agencies such as
the Regional Competitiveness Committee by DTI, Bureau of Fisheries and Aquatic Resources,
and Philippine Institute of Public Accountants – Pangasinan. This is in line with the active
participation of the Agency in its program.

A. Project Development Assistance (CPDAS)
The year 2020 was entirely different as we experienced changes in the delivery of
services because of the COVID 19 pandemic. With the State of Public Health Emergency de
claration because of the COVID 19 pandemic in March 2020, the different parts of the country
were placed under community quarantine, which resulted in the limited movement of people
and temporary business and works suspension. However, despite the lockdown imposed and
other limitations, we could continue our public services using various channels such as email,
messenger, Facebook, phone calls, and SMS to reach out and provide services to our
cooperatives, partners, and other stakeholders.
Based on our 2020 Work and Financial Plan, Comprehensive Action Plan, and the
Recalibrated Work and Financial Plan, the CPDAS humbly reports the following
accomplishment, namely:
Strengthening Partnership with National Government Agencies (NGAs), Local
Government Units (LGUs), Academe and Foreign Organizations
1. For the CDA – DA Partnership – these are the activities undertaken, to wit:
 Coordination with DA Regional Office about the Sagip Saka program;
 Orientation on the Sagip Saka Program held at the Department of Agriculture
Regional Office Conference Room, San Fernando City, La Union on February 21,
2020, and participated by the Farmers, fisherfolks, cooperatives/associations,
Provincial, City & Municipal Agriculture Office, various National Government
Agencies such as BFAR, ATI-FTC, and CDA;
 During the Regional Cooperative Development Council – I meeting on June 24,
2020, thru virtual mode, the Department of Agriculture Regional Office
representative presented the various programs and services to the officers and
members of the council for the farmers, fisherfolks, or organizations to avail.

Still, on the CDA – DA partnership, cooperatives participated in the KADIWA program
to market their products such as vegetables, rice, dried fish, buffalo milk, onions, and
polvoron
Various coordination was conducted on the KADIWA ni Ani at Kita Inclusive Food
Supply Chain Financial Grant Assistance Program. Technical assistance was also
rendered by our field CDS IIs for the completion of the application requirements. There
were six cooperatives applied under the program:
1) Nueva Segovia Consortium of Cooperatives (NSCC);
2) Bacarra Zanjera Irrigators Multi Purpose Cooperative;
3) Bagnos Multipurpose Cooperative;
4) Conconig East Farmers Multi Purpose Cooperative; and
5) Green Valley United Cooperatives;
6) Pasuquin Tuna Fishermen Cooperative.
The Unit also prepared the endorsement letter of Nueva Segovia Consortium of
Cooperatives for the management of Rice Processing Center located in Sta. Barbara,
Pangasinan.
 CDA – DTI Partnership – the Provincial Director of DTI La Union, discussed the
different programs and services they offer to MSMEs. The activity was undertaken
during the Regional Cooperative Development Council – I meeting on June 24, 2020,
and was attended by the representatives from the National Government Agencies,
Local Government Units, and Cooperatives. Likewise, coordination was made with the
DTI Regional office regarding the P3 Program and other services offered in the
Negosyo Center.
 LGUs/NGOs – cooperatives could connect and market their products with the local
government units and non-government organizations. Additionally, the Unit monitored
the National Government Agencies (NGAs) and Government Financing Institutions
(GFIs) assistance to cooperatives such as Social Amelioration Program of DSWD,
Small Business Wage Subsidy by SSS, loan assistance from DA – ACPC, LBP loan.
 Koop Kapatid Program – The CPDAS, along with the PCDS and CDS II assigned in
Ilocos Norte had conducted an orientation last March 13, 2020, on the program's
mechanics to the identified small brother cooperative in Ilocos Norte. Likewise, the City
Cooperative Development Office of Alaminos City, Pangasinan launched the said
program.

One (1) Memorandum of Agreement was forged in Ilocos Sur's province. The identified
Partner Cooperative was San Juan Teachers and Employees MPC, and the beneficiary was
Asilang Tribal Agriculture Cooperative. After the MOA signing, PCDS Raymund Pilorin
assisted in identifying the needs, particularly training needs, and prepared a plan of activities
that will be implemented. The mandatory trainings, namely Fundamentals of Cooperative and
Cooperative Management and Governance, were conducted last October 2020 to all the
Asilang Tribal Agriculture Cooperative officers as the initial activity under this Koop Kapatid
Program.
A total of 10 cooperatives were given the Certificate of Recognition as an expression of
gratitude for supporting the CDA program and standing as the Big Brother Cooperatives to
our identified micro/small cooperatives to become also efficient and effective in managing their
business operations and likewise adopt the best practices of the big brother cooperatives. One
was given by the CDA Regional Office 1 to San Juan Teachers and Employees MPC as the
new Partner Cooperative for 2020, and the nine cooperatives that the CDA Central Office
recognized were partner cooperatives from 2018-2019, namely:

3. Fatima (Vigan) MPC

The CDA ROI also conducted the Koop Kapatid program assessment to
determine the issues and concerns and address them accordingly. The assessment
was conducted virtually on December 7, 2020, and all their issues and concerns were
consolidated and came up with recommendations/solutions to improve the program's
implementation.
Partnership/Linkaging with Institutions (NGOs, LGUs, GFIs, Public and Private
(Local/International). The CDA Region I conducted an activity intended for the youth
sector entitled “Kooperatiba Para Sa Kabataan: Programa, Oportunidad

Pangkabuhayan” (KPOP), on March 5, 2020 at Galimuyod, Ilocos Sur in partnership
with the following:
1. Local Government Unit of Galimuyod, Ilocos Sur;
2. Sacred Heart Savings Cooperative, Galimuyod, Ilocos Sur
3. Sta. Cruz Savings and Development Cooperative, Sta. Cruz, Ilocos Sur
4. Calasiao Plant and Related Companies Employees MPC, Calasiao,
Pangasinan
In line with KPOP activity, the Memorandum of Agreement was forged with
Sacred Heart Savings Cooperative and Sta. Cruz Savings and Development
Cooperative. Also coordinated and had a meeting with the big cooperatives in Ilocos
Sur concerning the conduct of forums on the different clusters.
Strengthening of cooperatives as business enterprise
Under this, we have assisted and enrolled 15 cooperatives (P=2; IN = 13) in the
Cooperative Business Matching Information System (CBMIS) to market their products
and services. We have also consolidated a total of 58 cooperatives engaged in
microfinance based on the reports submitted broken down into: P=22; LU=16; IS=13;
IN=7.
 Advocacy and Initiative Program
The CDA Region I launched the Kooperatiba Para Sa Kabataan: Programa,
Oportunidad Pangkabuhayan (K-POP), a new program of the Cooperative
Development Authority basically to create awareness on the different programs of the
NGAs that the youth sector could avail. The activity was conducted on March 5, 2020
in coordination with the LGU of Galimuyod, Ilocos Sur, and Sacred Heart Savings
Cooperative, Sta. Cruz Savings & Development Cooperative both from Ilocos Sur and
Calasiao Plant and Related Companies Employees MPC of Pangasinan. The venue
was at the Sapphire Event Center, Galimuyod, Ilocos Sur. Partner agencies, namely:
DTI, TESDA, DOLE, and DA, presented their various programs. A mini booth fair was
also part of the activity and managed by partner agencies
 In support of Executive Order No. 70, the CDA participates in the following clusters,
namely the Poverty Reduction and Livelihood Employment cluster (PRLEC), Sectoral
Unification, Capacity Building, Empowerment, and Mobilization (SUCBEM), and
Enhanced Comprehensive Local Integration Program (ECLIP). The CPDAS
personnel are in charge of the PRLEC, while CRITS and Registration Section take
charge of SUCBEM and ECLIP, respectively.

 The CPDAS submit reports (weekly, monthly & quarterly) to TESDA Regional
Office I as the head for PRLEC. Technical assistance on Pre- Registration
Seminar, registration documents, and mandatory reports was also provided to
cooperatives and prospective cooperatives in the identified areas, particularly in
Ilocos Sur. Six (6) meetings were attended such as:
 June 3, 2020 - SUCBEM meeting (virtual)
 June 18, 2020 – PRLEC meeting (virtual)
 July 8, 2020 – RDC/RPOC Joint meeting (virtual)
 July 30, 2020 – Joint SUCBEM, ECLIP & LGE meeting (virtual)
 August 28, 2020 – Launching of Integrated Farming Organic System by
TESDA in Mabini, Pangasinan
 November 17, 2020 – Virtual Multi Sectoral Forum (virtual)
Under the Comprehensive Action Plan Against COVID 19: To Fight, Mitigate the
Effects and Transition to the New Normal. The following programs and activities were
accomplished.
1. Balik Probinsya Bagong Pag-Asa (BP2) Program. We have identified the 32 medium
and large cooperatives as possible conduits in implementing the said program. As of
year-end, two (2) cooperatives were considered as partners in the BP2 program. Other
identified cooperatives are still subject for coordination on their willingness to
participate in the said program. The CPDAS personnel attended the Balik Probinsya
Bagong Pag-Asa Program meeting spearheaded by NEDA.
2. Cooperative Supply and Value Chain. The CPDAS maintained an updated
roster of cooperatives with complete business and product details.
3. For the linkage of cooperatives in the KADIWA Centers, Government
Supervised markets & Other LGU Consumer-based retail outlets – we have
monitored 16 cooperatives participating in this project.
4. New Coop-Sustainable Enterprise Development (COOP-SEED) Program – we
have established 19 partnerships with the different National Government
Agencies (NGAs), namely DA, DTI, LBP, DBP, SBC, DOT, DOLE, OTC,
LTFRB, SSS, DSWD, ACPC, TESDA, & BFAR for technical/financial assistance,
participation to webinars/Koop balitaan, and accreditation program. There were 18
cooperatives referred for financial assistance & trainings) while 291 cooperatives were
given technical assistance such as preparation of project proposals, online submission
of reports, requirements for the Certificate of Tax Exemption, requirements for the
business permit, amendment of documents, advisories on programs and services of
NGAs, and the Agency’s regulatory issuances.

6. Advocacy Programs and Initiatives – Modernization Program of Transport
Cooperatives Services. A total of 64 transport cooperatives attended various
consultation forums such as LBP/DBP/LTFRB Meeting with transport coops hosted by
Cong. Sabiniano Canama; PUV modernization program; Koop balitaan for transport
coops.
SUPPORT TO OPERATIONS:
The CPDAS regularly submits its monthly accomplishment report to the Planning Unit,
including the Key Performance Indicators (KPIs) and the Submission of data/list needed by
the Central Office. The Other activities and accomplishments were:
 Asset Recovery Program - Three (3) CDF/CI beneficiaries were monitored, to wit: 1.
Atlas Mabuna MPC; 2. Sudipen MPC and 3. PARCOM. Out of these three
beneficiaries, one cooperative was referred to Legal Section; one (1) was requested
to the Commission on Audit for the authority to write off.

B. Cooperative Research, Information and Training Section (CRITS)
The year 2020 has seen its fair share of
major historical events in the Philippines and
worldwide. The most significant events in the
Philippines can be summed up in seven words:
Eruption, Pandemic, Lockdown, Recession,
Economy, Typhoons, and Heal. They make a
powerful combination of adversaries our country
has difficulty imagining. Notwithstanding these
unimaginable occurrences, we were able to
muddle through. Immediate and robust
government action to ameliorate the plight of the
job and business losers was called for. PRRD
administration proposed, and Congress
approved legislation two (2) Bayanihan to Heal
as One Measure. Our agency, the Cooperative
Development Authority, immediately issued
various Memoranda to help the cooperative
sector cope with the existing situation. Hence,
we managed to deliver our plans, programs, and
activities intended for our stakeholders.
COOPERATIVE DEVELOPMENT PROGRAM For the Handholding Program for Micro &
Small Cooperatives: There were eight hundred sixty-five (865) micro and small cooperatives
provided with handholding services within the prescribed period while one hundred twenty-
two (123) medium and large cooperatives were also catered with and one hundred fifty-eight
(158) other clients provided with our Technical Assistance Services. Capability Building
Program for Cooperatives Orientation on Reportorial Requirements for Cooperatives’
Compliance: During the first quarter of the year 2020, we were able to conduct eleven (11)
series of orientations wherein three hundred thirty-five cooperatives (335) comprising of five
hundred ninety-two (592) cooperatives officers attended and participated coming from the four
provinces of Region 1. Mandatory Training for Cooperative Officers FUNDAMENTALS OF
COOPERATIVE (FOC) During the Pre-Pandemic period, the CDA RO1 was able to conduct
one (1) FoC training thru physical attendance which was organized by the Provincial
Government of La Union in coordination with CDA La Union Provincial Office which was
attended by ten (10) cooperatives in the City of San Fernando, La Union comprising of twenty-
eight (28) cooperative officers. Amidst the Pandemic, there were four (4) trainings on FoC
conducted thru the virtual platform during the Cooperative Month Celebration. On October 3
and 9, 2020, the first webinar on FoC was conducted via Tulong Balita Online, a social media
platform. A total of one hundred eighty-two (182) cooperative officers representing one
hundred eleven (111) cooperatives tuned in and virtually participated in the webinar. On
October 6, 2020, another FoC training was conducted as requested by the LGU-Alaminos City
through its City Cooperative Development Office to celebrate their City Cooperative Month
Celebration wherein twenty-four (24) cooperative officers from six (6) cooperatives in the City
attended the webinar. The third batch of the FoC virtual training was participated by
cooperative officers from the Province of La Union. The activity was undertaken in close
coordination with Provincial Cooperative Development Specialist Ms. Gemma Macusi. The
said webinar was conducted on October 22 and 23, 2020, on the occasion of the Provincial
Cooperative Month Celebration spearheaded by Governor Ortega thru the Committee on
Cooperatives chaired by Col. Ramon F. Laudencia.

COOPERATIVE MANAGEMENT & GOVERNANCE (CMG) As part of the basic seminars
provided by the agency for micro and newly-registered cooperatives in the region, we were
able to conduct two (2) CMG seminars attended by 200 cooperative officers representing 119
cooperatives. The participants were taught on the Governance Principles/Practices and
Operation and Management of a cooperative, which are the building blocks essential to their
survival and sustainability.
BUSINESS CONTINUITY MANAGEMENT (BCM) FOR COOPERATIVES Carrying-out the
agreement of the agency with the Humanitarian Leadership Academy (HLA) Philippines
Centre (now the Center for Humanitarian Learning and Innovation) to teach cooperatives as
a business enterprise how to be better prepared and more resilient to disruptions brought
about by natural and human induced hazards by coming up with a Business Continuity Plan
(BCP), and incorporating their existing emergency plans thereto, the regional office conducted
the said seminar/workshop via zoom platform with 212 participants thereby generating BCPs
from 8 cooperatives.

ADVOCACY AND CAMPAIGN ACTIVITIES Promoting the agency as an instrument of the
government in poverty reduction and social empowerment, the regional office has conducted
eight (8) e-forums with the end view of bringing the services of NGAs and partners closer to
all stakeholders. Capitalizing on the power of the quad media in bringing about such a goal,
seven (7) news articles were posted and published. Including 25 infographics materials
developed, and five radio guests were engaged. The agency has such a program in place for
technical/professional services to cooperatives, thereby assuring their safety and integrity. As
one of its aspects, we have monitored 4 EAs and 2 TPs whose accreditation was bound to
expire during the year. Also, we have processed six applications for accreditation of external
auditors.
ACCREDITATION PROGRAM FOR COOPERATIVE TRAINING PROVIDERS (TP) AND
EXTERNAL AUDITORS (EA) To secure adherence to standards of those providing to which
cooperatives in the country heeded the call of the President to provide and give assistance to
the needy thru their Community Development Fund (CDF) that have been disbursed and spent
to help their communities since the declaration of the Enhanced normal but a better normal.”

Community Development Fund (CDF) of cooperatives has been the instrument

For the Calendar year 2020, there were 1,887 total registered cooperatives. A newly
registered of 81. There were 35 cooperatives that amended the Articles of cooperation and
Bylaws. An establishment of branch Office that was issued with Certificate of Authority is 4.
For Satellite Office issued with Letter of Authority is 10. And (1) One laboratory cooperative
issued with Certificate of Recognition under the Guardianship of Suyo Multi-purpose
Cooperative, Uso, Suyo, Ilocos Sur.
The target for one year was met despite of the pandemic that made the CDA stop
operation for a couple of almost two months and a skeletal workforce up to the end of the year.

On March 18, 2020 a Memorandum was issued with an Extension of Name
Reservation of applications for registration of cooperatives. On the name reservation
that expired or will expire on or before April 12, 2020, still be accepted even after the
said date. There are 12 name reserved was served with the regulatory relief issuance.
The CDA acted on the Republic Act 11032 Ease of Doing Business and Efficient
Government Service Delivery Act of 2018. On the cda.gov.ph a landbank
Link.biz.portal was established to make the cooperatives and client pay the CDA
online. This made our processes much easier especially on this time of crisis.
COVID-19 Thru the

regional office advocated that cooperatives
adopt the Health and Safety Protocols set by
the IATF in conducting their activities. Thus,

Another memorandum circular number 2020-11 Guidelines Supplementing CDA
Memorandum Circular (MC) No. 2015-01, MC No. 2015-11, and MC No. 2016-05 on the
conduct of Validation of Application for Registration of Cooperatives, Amendment to the
Articles of Cooperation and Bylaws, and Establishment of Branches and Satellite Offices of
Cooperatives. This Guideline issued with the following objectives:
2.1. To supplement the afore-cited CDA Memorandum Circulars by prescribing the procedure
on the conduct of onsite or off-site validation. To ensure that the application for registration of
cooperatives, amendments to the Articles of Cooperation and Bylaws or establishment of
branches and satellite offices of cooperatives has met the minimum requirements of the law
and adheres to the cooperative principles, values and concept.
2.2. To include off-site validation as an alternative mode of validation/verification considering
the declaration of a State of Public Health Emergency throughout the Philippines due to the
outbreak of COVID-19 by President Rodrigo R. Duterte through Proclamation No. 922 on
March 08, 2020.
Section 3. Scope. These Guidelines shall cover all applications for registration of all types and
categories of cooperatives, amendments to the Articles of Cooperation and Bylaws, and
establishment of cooperative branches and satellite offices.
Even with a pandemic, we will not sacrifice our mandate to serve our clients. 41% was
validated through virtual platform from the total validation of 116. Then to further serve the
client a Memorandum Circular No. 2020-20 issued with the Subject Guidelines Governing, the
Registration of Cooperatives through the Electronic Cooperative Registration Information
Registration System (E-CoopRIS) issued. On September 28, 2020 Rancheros De Balon
Bayambang Agriculture Cooperative, Bayambang, Pangasinan awarded a Certificate of
Registration being the first cooperative registered in an online registration. Thirty (30)
registered cooperative in an Online Registration, which is the E-CoopRIS.
A Memorandum Circular Number 2020-28 Guidelines Governing the organization
and recognition on a National Alliance of Cooperatives (NAC), Sectoral Apex organizations
(SAOs) and Regional Cluster Organizations (RCOs). A Cluster of Cooperatives shall
refer to a group of duly registered cooperatives with products and services under the following
groupings:
Cluster I (Credit, Financial Services, Credit Surety Fund, Cooperative banks and
Insurance) 262;

B. Regulation and Examination Service
To ensure the safe and sound operation of
cooperatives and to monitor their compliance on
regulatory requirements imposed by the
cooperative laws, rules and regulations, related
laws and other administrative issuances, an
inspection is being conducted to all cooperatives
categorized to assets size as micro, small,
medium and large cooperatives. Special Order to
conduct inspection is based on the submitted
individual inspection plan of CDS IIs. This activity
is conducted to be able to determine the proper
technical assistance or intervention that could be
extended on cooperatives. Out of Eight Hundred
Seventy One (871) due for inspection only Five
Hundred Seventy Three (573) cooperatives were
accomplished which is equivalent to Sixty Five
(65%) Percent of the target.
Fifty Five (55) cooperatives inspected on the 1st
Semester were conducted face to face while the
Five Hundred Eighteen (518) on the Second
semester were conducted on a virtual follow-up
on the status of findings for the year 2018 and
2019.
All types of cooperatives inspected with reports submitted are for evaluation so that the
findings would be analyzed per category. Fifty Hundred Seventy-Three (573) have been
received from the inspectors and the percentage of accomplishment on the inspection report
evaluated is One Hundred Percent (100%) of the received reports.

Cooperatives issued with show cause status for the year 2019 and 2020 which have
already complied with the mandatory requirements have been recommended and endorsed
to Legal Section for lifting of the Show Cause Order (SCO). The cooperatives endorsed for
the lifting of SCO is One Hundred Thirty-Four cooperatives. The number of cooperatives
endorsed to legal Section for Issuance of SCO is Three Hundred Six (306). The
accomplishment rate is Two Hundred Percent (200%).
The cooperatives which have complied in the submission of mandatory reports with
complete attachments is Seven Hundred Fourteen (714) and the newly registered
cooperatives issued with the Certificate of Compliance is totaled to Eighty-One (81). All issued
COC for the year Seven Hundred Ninety-Five (795). The percentage of accomplishment is
Ninety-Percent (90%) of the target for the year.

The regulation section participated as resource speakers on a seminar on Advisories and
Update on Cooperative Regulation, Project Development Assistance & Legal on June 25,
2020 conducted by CDA via google hangout and Facebook livestream.

The Activity was conducted last December 16, 2020 via Zoom to re-orient again the
cooperatives on the proper and correct way of filling out of the regulatory report forms to
facilitate the issuance of Certificate of Compliance without delay. It was participated by
cooperatives with internet access wherein it was attended by more or less 90 participants all
over Region 1.
In partnership with University of Pangasinan (UPANG), a seminar on accounting on
cooperatives was conducted on March 10, 2020 at UPANG, Dagupan, Pangasinan with
almost 70 BS Accountancy students as participants.
In partnership with Provincial Cooperative Union of La Union (PCU-LU), an audit on
cooperatives seminar was conducted on February 27, 2020 at PCU, San Fernando, La Union
with almost 40 participants coming from different cooperatives in Pangasinan and La Union.
In partnership with LGU of Dingras, Ilocos Norte, a PRS was done to members of Sarusar
Federated, Inc. on January 28, 2020. The members wish to convert their association into a
cooperative
In coordination with the Provincial Cooperative Union of La Union, the analysis of
inspection results conducted for the year 2019 were relayed to the member-cooperatives of
PCU La Union. It was conducted for the awareness of cooperative officers on the usual
findings in the inspection and for them to know the actions they have to undertake to close the
findings and become compliant to all the regulatory requirements from the Authority and other
Regulatory Agencies.
The Regulatory Relief Program for all cooperatives can be best disseminated to the
cooperatives during this time of pandemic by using the social media platforms and electronic
mails.
The onslaught of the COVID-19 pandemic resulted to the prohibitions in the conduct of
the General Assembly (GA) Meetings of the cooperatives wherein many was taken by surprise
when the sudden outbreak came in time of the supposed conduct of face to face GA meeting
of numerous co-ops in the Region.

Many cooperatives have no back-up plans and the conduct of virtual meetings was not
even stipulated in their bylaws.To address the issue in the conduct of meeting, the CDA Board
of Directors issued the MC No. 2020-03 Re: Regulatory Relief for Cooperatives in which they
could
The regulatory relief target is only two (2) since most of the cooperatives have already
availed during the first semester of the year 2020 and the accomplishment is Sixteen (16)
which is more than hundred percent of the target.
Restrictions in the movement of people resulted to the delay in the submission of the
required reports of the co-ops. With this, as a mitigating measure the MC No. 2020-04 Re:
Amendment to MC 2020-03, Sec. 5 “Extending the deadline of Submission of the Required
Reports to June 15, 2020” dated March 23, 2020 was issued.
The accomplishment is Two Hundred Sixty Four Percent (264%) out of One Hundred
Cooperatives targeted or Three Hundred Seventy-Eight (378) co-ops with active e-mail
address were informed online on the deadline in the submission of reports.
The cooperatives with credit/lending operations were informed and reminded about the
loan payment grace period as provided in the memorandum.
The accomplishment is One Hundred Forty-Two Percent (142%) or Three Hundred
Seventy-Eight co-ops were reminded and informed through their active email addresses and
facebook messenger accounts.
The target is only Three but the accomplishment is Ten or Three Hundred Thirty. Three
Percent (333%) or 10 Memoranda and Advisories were issued and communicated to
cooperatives in relation to fight against COVID-19

The Calendar Year 2020 started as the best of times but soon became the worst of
times. We had great plans for Legal Section, but the pandemic came and disrupted everything.
But as you probably know, we did not just sit out the extended lockdown. The Legal Section
Went online as the new normal to meet the required output based on our Work and Financial
Plan and other intervening activities. While the pandemic is far from over, we need to continue
to do the tasks of bringing our services to the cooperatives. We always listen and communicate
to the sector to help them navigate the challenges of uncertain times.

SUPPORT SERVICES
Management Information System Unit
Integrated as part of the FY 2020 National Expenditure Program was a budget amounting
to Eight Hundred Forty-Five Thousand Twenty-Eight Pesos (P 845,028.00) which we can
break down as follows:
1) Anti-Virus Subscription
Thirty Thousand Ninety Hundred Forty-Four Pesos and 20/100. (P30,944.20) the
budget was spent for anti-virus subscriptions with a given Twenty-Four Thousand
Pesos (P24,000.00) budget.

2) ICT Office Supplies
The budget allotted was Sixty Thousand Pesos (P60,000.00). Of that amount, Twenty-
Six Thousand One Hundred Pesos (P26,100.00) was spent to cover payment for the
purchase of ICT Office Supplies, and Thirty-Five Thousand Seventy-Seven Pesos
(P35,077.00) was spent for ICT Semi-Expendable Equipment such as printers. This
amount exceeded the Sixty Thousand Pesos (P60,000.00) allotment from the MITHI
Fund.
3) DSL Internet Upgrade Fund
For 2020, the total amount utilized was One Hundred Twenty-four Thousand Four
Hundred Ninety-Two Pesos and 26/100 (P124,492.26). The allotment given was One
Hundred Twenty Thousand Pesos (P120,000.00). The spending was attributable to
the subscription made to PLDT and Converged.
4) ICT Repairs of Equipment
With a total allotment of Twenty Five Thousand Pesos (P25,000.00), the agency spent
Thirty-Eight Thousand Five Hundred Four Pesos and 82/100 (P38,504.82) for repairs
made various ICT Equipment, were repairs made mainly from printers.
5) Contract of Service (COS) Salary
One MIS COS Staff was hired and deployed during the year 2020. A total of Two
Hundred Twenty-Six Hundred Twenty-Eight Pesos (P226,628.00) budgetary allocation
was received to cover the COS Staff’s monthly compensation payment. For 2020, Two
Hundred Twenty Four Thousand One Hundred Ninety-Three and 47/100
(P224,193.47) was utilized, representing the annual salary paid to the COS Staff.
6) Prepaid Data
The agency was given a total allotment of Three Hundred Eighty-Nine Thousand Four
Hundred Pesos (P389,400.00) of which the agency’s total spending was Five Hundred
Sixty-Eight Thousand One Hundred Pesos (P568,100.00). The disbursement was
attributable to the prepaid data allowances granted to all CDA field personnel.
However, beginning July 2020, all CDA employees were granted prepaid data
allowance ranging from different amounts to aid the agency’s employees on the work-
from-home set-up, given the ongoing pandemic.

Human Resource
The Human Resource (HR) Section and the management implemented the Values
Restoration Program (VRP) pursuant to the Civil Service Announcement No. 40 series of
2017. The CDA Regional Office I designated Ms. Joy B. Mayion as Value Restoration Officer
(VRO) and underwent 1-week training last 2020 conducted by the Council for Restoration of
Filipino Values (CRFV), a Civil Service Commission- accredited Learning and Development
Institution. The Designated VRO discusses common value every Monday Convocation using
the Council for the Restoration of Filipino Values (CRFV)-authored book transforming the
Nation through Values. This weekly value focus follows the Patriotism, Integrity, Excellent, and
Spirituality (PIES) schedule provided by the Civil Service Institute. Listed below are the values

Considering the substance of values being shared every week and the values and ethics
incorporated, this can help or lead to the employees' values restoration and moral recovery.

In this regard, all the CDA employees are encouraged to support the program to inculcate the

Head Office the appointment papers for placement, including other attachments (PDS, PDF,
Oath of Office, Certificate of Assumption, etc.) of the Thirty- Nine (39) employees in
compliance with the first phase of the CDA Reorganization Plan.

Planning
The Area supervisors supervised the conduct of regional distribution of targets, and they
were also religiously assessing their team's performance on a quarterly, semi-annual and
annual basis.
Employees in the CDA Region 1 Extension Office had the following performance rating.
In accordance with the CDA Strategic Performance Management System, the year 2020: CDA
R1 Extension Office performed “Very Satisfactory as reflected by the OPCR overall rating of
4.44.

In tandem with CRITS, the Planning Unit conducted the Mid Term Review of the PCDP
(2018-2020) with Executive Director Ray R. Elevazo as the Keynote Speaker with the theme
“ Towards a Globally Competitive and Resilient Cooperative industry for a Progressive Nation”.
It was attended by various stakeholders who also reported their accomplishments for the
period specified. Other reports were also regularly submitted to NEDA, DTI, TESDA and CDA
Head ffice. In coordination with HR and GAS, The CDA1 conducted SPMS, Webinar in Filipino
Values Culture in Time of the Pandeminc, Disaster Risk Reduction Management, 5S, IQA,
GAD Computerized Assessment Tool and Sports and other related HR activities
onducted/coordinated.
Coordinataed the weekly conduct of virtual convocations. Conduct of Rexecoms, staff
meetings and assessmenet sessions.
Internal Quality Audit
This Quality Management System Manual defines the Cooperative Development
Authority’s (CDA) quality management system (QMS) that affects the quality of its services.
The adoption of ISO 900:2015 is a strategic decision of top management. The various
interested parties influence the structure and implementation of its quality management
system (particularly cooperatives, government agencies, and other stakeholders of
cooperative development), its mandate, the services it provides, the processes it employs,
and the size and structure units.

In designing and implementing its quality management system, management considers
the quality management principles, namely:1. Customer focus;2. Leadership;3. Engagement
of people;4. Process approach;5. Improvement;6. Evidence-based decision making; and
7. Relationship management. This year IQA was conducted by Sherwin Arcipe Lead Auditor
with members: Filipina H. Porio and Noel C. Royupa.
Per TUV Audit, the CDA1 Initiative of using Google Storage effective March 2020 as
part of continuous implementation of management system amidst new normal is noteworthy.
Provision of two heavy-duty printers to accommodate printing of annual reports in lieu of
sending these documents to an external provider for printing. Several cooperatives have
leveled up / moved to a higher category/increased to Higher Status. A total of 22 Cooperatives
from Micro to Small, nine Cooperatives from Small to Medium, and 1 Cooperative from
Medium to Large is commendable.
Customer-focused is evident with this following commendation received. · Certificate of
Appreciation given by Regional Competitiveness Committee Ilocos Region dated Dec 11,
2019, during the conduct 2019 Cities and Municipalities Competitiveness Index (CMCI)
Survey · Certificate of Appreciation from Bureau of Fisheries and Aquatic Resources Regional
Fisheries Office No,1 dated July 1, 2020, for active participation to the 45th Industry Forum for
Fishery Stakeholders. · Certificate of Appreciation from Philippine Institute of Certified Public
Accountants Pangasinan Chapter dated Aug 19, 202
The registration Unit initiated Logbook Registration Incoming List dated Sep 2020 for
accurate monitoring of online application CoopRIS. Notably, No nonconformance for CDA R1
but a handful of Opportunities for Improvement (OFIs)
General Administrative and Support
Budget
The monthly, quarterly, semi-annual, and annual reports were submitted religiously for
the budget preparation and execution program. Likewise, the tax withheld from employees
was prepared and remitted online. Facilitated the preparation of the 2021 Financial Plan for
CDA R1 and assisted in reconciling remittance to GSIS, Philhealth, and Pagibig.
Gen Service
Monitored the Motor Vehicle Preventive Maintenance Schedule (MVPMS) and
the Building and Equipment Maintenance Program (BEMP), a physical count of
inventory (property and equipment) conducted, 5S/maintenance activities
conducted, Records room maintained and documents/records stored, labelled and
arranged and properly classified for retention and/or disposal.

Narrative Report of CDA Pangasinan
The Province of Pangasinan conducted a total of nine (9) Orientation of Reportorial
Requirements Seminar for the updates on the submission of Mandatory Reports,
Annual Tax Incentives Report and other issuances for the six (6) districts of
Pangasinan.
Pre-Registration Seminar
A total of forty-four (44) Pre-Registration Seminar (PRS) for the proposed primary
cooperatives. Due to the coronavirus pandemic, various PRS were conducted by
CRITS thru virtual zoom and webinars.

Capability Building for Cooperatives
Orientation on preparing financial statements, mandatory reports, TIMTA, and
bookkeeping to various cooperatives in Bayambang, Pangasinan on Feb.13, 18-19,
2020. The Municipal Cooperative Development Office of Bayambang, Pangasinan in
partnership with CDA represented by Ms. Sheryl Lou Fabia, CDS II, District 3, Pang.
and Ms. Caselyn Generalao, CDS II oriented and assisted four (8) newly registered
cooperatives in preparing mandatory reports and financial statements.

A total of forty-three (43) proposed cooperatives were registered in the province of
Pangasinan. 19 coops were registered in the Agriculture sector, eight consumer
cooperatives, three credit coops, one dairy coop, one producer coop, and 11 transport
cooperatives.

Cooperative Bayanihan to Heal as One
The Coronavirus pandemic has brought out the Bayanihan spirit innate to the Filipinos.
During the lockdown and Enhanced Community Quarantine, the cooperative sector
endeavored the Cooperative Bayanihan by giving relief food packs, free facemasks,
free transportation, food, snacks, and cash to their members, the frontliners of the
community.
One hundred twenty-four (124) cooperatives from the province of Pangasinan
extended their help by utilizing their Community Development Fund and personal
donations from the officers.
The Enhanced Community Quarantine imposed by the National Inter-Agency Task
Force did not stop the cooperatives from extending their services to their members.
The Credit, Consumers, and Marketing Cooperatives partially opened their offices to
provide much-needed assistance to their members.In these times of pandemic,
cooperatives with credit and lending services provided a grace period of two months
for loan payments without penalties.
Cooperatives Observes Precautionary Measures, Safety and Health
Protocols to avoid Covid 19
The cooperatives observe disinfection and decontamination activities, conduct
health check status among employees and clients, modify workplace layout for
physical distancing, and wear masks and face shields to protect the employees and
members from the Coronavirus.

Cooperative Month Celebration
On the 16th of December 2020, President Rodrigo R. Duterte approved the law
declaring the month of October of every year as the “National Cooperative Month”.
Republic Act 11502 calls for the conduct of activities and programs that promote the
principles and values of cooperatives and encourage cooperative movement by the
CDA in consultation with the cooperative sector. The theme for this year’s Cooperative
Month Celebration. In line with the celebration of the Cooperative Month Celebration,
CDA Regional Office I, in partnership with Tulong Balita Online conducted mandatory
trainings and capability-building seminars for the cooperatives.

CDA Gawad Parangal 2020, A Recognition of
Koop Bayanihan Effort During Covid 19
Pandemic, a system to recognize
cooperatives who volunteered
/extended/rendered various valuable
services to members, front-liners,
communities and LGUs during the Covid 19
pandemic.
Level-Up Awards were also given to cooperatives who leveled from micro to small
category cooperatives and small to medium category cooperatives.
National Task Force to end Local Communist Armed Conflict NTF – ELCAC
Activities
The Cooperative Development Authority (CDA) launched the project: Integrated
Organic Farming System Program (IOFSP) For Food Sustainability and Security that

TESDA spearheaded the said project in response to its mandate as the chair of the
Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the National Task
Force to End Local Communist Armed Conflict (NTF-ELCAC), which is to provide
responsive measures to address poverty alleviation among marginalized communities
through the Whole-of-Nation approach.
The project IOFSP as well as the scholarship programs given by TESDA with 100
beneficiaries. These beneficiaries are coming from the Indigenous People, residents
of the CTG-affected areas, Former Rebels, and ARB beneficiaries of Brgy. Barlo,
Mabini, Pangasinan.

Promotion of Laboratory Cooperative
The Cooperative Development Office of Alaminos City facilitated the launching of
Laboratory Cooperative to encourage primary cooperatives to be a Guardian
Cooperative to a Laboratory Cooperative.
A cooperative may assist in organizing a laboratory cooperative of fifteen (15) or more
individuals who are minors, which may be students or out school minors, Filipino
Citizens, and are studying or residing within the nearest area of operation of the
intended guardian cooperative.
A Laboratory Cooperative shall be organized for any or all of the following purposes:
1) To serve as a training ground for its members to prepare them for membership in
regular cooperatives. 2) To teach the values of thrift and saving mobilization among
its members. 3) To instill cooperative values, principles, financial discipline, business
skills, and leadership skills among its members .4) To promote and advocate Filipino
social and cultural values, financial education, ecological awareness, and sustainable
development.
Koop Kapatid Program
As part of the month-long celebration of the Cooperative Month this October, the CDA
awarded special recognition to medium and large cooperatives in Region I, which partnered
with CDA as “Big Brother” to “Small Brother” cooperatives in extending technical and financial
assistance. The virtual program, dubbed as “Araw Ng Pagkilala Sa Mga Kaagapay Na
Kooperatiba Sa Programang Koop Kapatid” was held on October 30, 2020 and was beamed
live via CDA Philippines’ Facebook page. It was the first recognition program conducted for
Koop Kapatid partners since the program’s inception in 2018.

Capability building for CDA Personnel
A webinar on Business Continuity Management for Cooperatives for CDA Technical
Personnel was conducted last December 2020, with topics Understanding the ‘new
normal’ and How can CDA technical staff continue to deliver and perform their roles
under the ‘new normal’ through capacity building, technical support, monitoring, data
gathering and others.
As part of the Cooperative Development Authority’s digital transformation and ease of
doing business, the agency has developed an improved registration system to help
bring about faster transactions. Application for new registration shall be filed using the
Electronic Cooperative Registration Information System (E-CoopRIS), which can be
accessed through the Cooperative Registration Tab in the CDA Website.
GAD Computerized Assessment Tool
The computerized GAD Assessment Tool was developed by GERC Inc. (from the
Cooperative Development Authority CDA's Memorandum Circular No. 2017-
04, known as "Tool for Assessing Progress of Gender Equality in Primary
Cooperatives as Supplemental to Memorandum Circular No. 2013-22.
GERC Inc. enjoins all co-ops to work together to flex even more the economic and
social strength of co-ops through GAD mainstreaming.

CDA - La Union Provincial Office
For the year 2020, Cooperative Development Authority, La Union Provincial Office has
accounted the following accomplishments:
 A one (1) day orientation seminar on the Reportorial Requirements, Cooperative
Updates, and Tax Incentives Management and Transparency Act (TIMPTA) Law were
conducted on February 24, 2020, at the People’s Hall, San Fernando City, La Union.
This seminar was conducted in coordination with the City Government of San
Fernando and other Big Cooperatives in the Province. A total of 105 participants
attended the said orientation seminar. This seminar aims to guide the cooperatives to
fill up the reporting forms properly, discuss updates on the latest MEMO Circulars of
CDA, and information on the data to be submitted to BIR under the TIMTA Law.
A total of 36 Pre-Registration Seminar were
 conducted from January to December 2020 broken down as follows :
a. Prior to the declaration of Enhanced Community Quarantine (ECQ) on March
16, 2020 by Pres. Duterte , CDA-La Union was able to conduct a total of 19
Pre Registration Seminar (PRS) with a total number 570 participants.
b. addition, 17 PRS were also conducted via virtual and face to face engagement
from July to December 2020.
 Despite the restrict movements and the observance of strict health protocols brought
about by this pandemic, CDA-La Union Provincial Office has still facilitated the
following
a. Registration of 10 new cooperatives and amendments of 2 cooperatives for
2020.
b. Two Satellite offices were registered in the province: The La Union Multi-
Purpose Cooperative(LUMPC) and Tubao Multi-Purpose Cooperative (TMPC).
The LUMPC has opened its satellite office in Sto. Tomas, La Union, while
TMPC has opened in Bacnotan, La Union.

c. Eight (8) validations with a combination of Virtual for those with internet access
and Face to Face for those without internet access, were conducted to the
proposed cooperatives.
d. Migration of Cooperative’s Article of Cooperation and By-laws, the Province
was able to encode Seventy Nine (79) Coops .
 109 Inspections to cooperative were conducted: twenty-Five (25) inspections were
made prior to the national lockdown and additional eighty four (84) were made thru
online inspection.
 Four (4) meetings were conducted by the City Cooperative Development Council
(CCDC) of San Fernando City, La Union. Two (2) covered the months of January and
February before the pandemic outbreak, and two (2) were conducted in November and
December. Some of the agenda that were tackled includes the organization of City
Cooperative Union, the establishment of a Cooperative Office, creation of a position of
Cooperative Officer to head the proposed coop office in the City. The election of the
coop. Officers were also conducted on November 27, 2020, to comply with the
Memorandum Circular.
The office has coordinated and facilitated the conduct of Fundamentals of Cooperative
Seminar and Cooperative Management and Governance Seminar for the Province of La Union
and the City of San Fernando, as follows :
a) For the Province of La Union, this was conducted thru Webinar with the CDA as
Resource Speaker. A total of 155 participants for the Fundamentals of Cooperative
Seminar and 158 participants for the Cooperative Management and Governance
Seminar. The City of San Fernando conducted the same seminar via face to face with
VICTO International as the Resource Speaker. This was participated in
b) On the Bayanihan Heal as One, CDA- La Union Team monitored Sixty Nine
(69) cooperatives that extended assistance to its members and community
during the pandemic. These assistances were either in the form of interest on
Share Capital and Patronage Refund distribution, food packs, provision of
hygiene equipment to front liners, and donations in the form of cash to an
organization coming from their Community Development Fund other sources.
c) Other activities before the Pandemic (Jan. – March, 2020) are the following:
 February 9, 2020, Attended General Assembly meeting of Tubao MPC, the 1st
Billionaire cooperative in the province.

City branch.
 February 28, 2020, Attended Forum with Transport Cooperative’s officers from
Region I and CAR with DOTr represented by Usec. Bert Suansing regarding
Transport Modernization Program.
 February 29, 2020, Attended General Assembly meeting of La Union MPC, 3rd
largest cooperative in the province of La Union.
 March 9, 2020, Coordination with the Bureau of Fisheries and Aquatic
Resources (BFAR) and Department of Agriculture (DA) in conducting Pre-
Registration
 Seminar for Fishermen Cooperative at San Fernando, La Union.
 March 13, 2020, Conducted Orientation on How to Organize a Cooperative for the
three (3) Jeepney associations planning to be converted as cooperative.
 October 20, 2020, Coastal Clean-Up at Ilocanos Sur, City of San Fernando, La Union
as part of the Cooperative Month Celebration activity of the Province of La Union
Tubao Multi-Purpose Cooperative General Assembly Meeting (February 9, 2020)
With the Work from Home (WFH) scheme, CDA La Union provincial personnel
religiously and diligently worked on the task being downloaded by the Regional Office now
and then. The use of social media and virtual platforms were utilized as means of
communication and information to reach the Cooperatives and other agencies and
stakeholders. Attendance to online meetings and virtual seminars were also given emphasis.
Invitations via virtual seminars were also extended to cooperatives, especially those that
concern mandatory trainings. The pandemic did not hamper the CDA-La Union team from
accomplishing its target. Thus the group became more resilient and creative in the
performance of their task

Ilocos Sur Narrative Report
The Province of Ilocos Sur are composed of two (2) Cities and thirty-two (32) municipalities
with two (2) districts. The province has 104 complaint cooperatives as of December 2020 and
with two (2) Cooperative Development Specialist II assigned in two districts. Inspire of
pandemic we were able to deliver the following accomplishments per district as presented
below.
For the month of January two days mandatory training were conducted to the officers of St.
Peter Multi-Purpose Cooperative namely: Fundamentals of Cooperative and Cooperative
Management and Governance. The trainings were conducted by yours truly at the cooperative
office as requested by Chairperson of the BOD in order for them to comply the required
mandatory trainings as stated in RA 9520. Cooperative Development Council of Vigan City
called for the 1st
quarterly meeting to all members of the council like chairpersons/managers
of different cooperatives of Vigan City and from National Govt. Agencies such as Land Bank
of the Philippines – Vigan Branch, Dept. of Agrarian Reform, Department of Trade and
Industry, Dept. of Agriculture and Academe The main agenda was focused on Cooperative
Trainings for 2020. On January 30, 1st
training on their bucket list was conducted @ University
of Northern Philippines Guestel. The title of the activity was: Orientation on Mandatory Reports
and Salient Features of RA 11364 with Mr. Antonio Agustin, DPA as the resource speaker.
This orientation is in partnership with City Government of Vigan and the University of Northern
Philippines.
Cooperative Development Councils
The councils in the various levels as organized shall serve as mechanism for collaboration,
consultation and coordination in the implementation of various cooperative programs and

projects implemented by all government branches, instrumentalities subdivisions and
agencies in partnership with the cooperative sector.

become a reality, The CDA Regional Office 1, initiated
a program where cooperatives with youth members
can participated the activity. Filipino Youths is a
“Korean” fanatic and the title itself really caught the
attention of the millennials. What a brilliant idea! K-
POP – “Kooperatiba para sa Kabataan: Programa at
Opportunidad na pangkabuhayan”. This program
helps the youth to become self-reliant and business
minded at their own age. Region 1 Cooperatives
attended this activity in May 5, 2020 at Sacred Heart
Savings Cooperative Business Center owned by one
of the billionaire cooperative in Region.

Community Development Fund
The Cooperative Development Authority called for action by issuing a memorandum circular
to use the community development fund and optional for helping the community in times of
Covid 19 Pandemic.
In response to the call, Cooperatives all over the Philippines took action in helping the front
liners, health workers, and even members of their respective cooperatives. The billionaire and
millionaire Cooperatives in Ilocos Sur took the 1st move, followed by small and some micro.
Almost 90 percent of the cooperatives responded to the call. With my initiatives to help the
identified areas which I know they need help. I’ve coordinated with six (6) cooperatives. On
April 13, 2020, Free Farmers MPC distributed relief goods to fifty (50) Indigenous People of
Brgy. Nagsincaoan, Cabugao, Ilocos Sur. For San Juan Teachers and Employees, MPC
distributed 10 kilos of rice on April 28, 2021, to twenty –seven (27) household IP Families
from the poorest of the poor as identified by DSWD of Brgy. Asilang, San Juan, Ilocos Sur;
For Fatima Vigan MPC with branch office at Cabugao Ilocos Sur also gave food packs to 100
Indigenous People Families on April 29, 2021 at Brgy. Nagsingcaoan Cabugao, Ilocos Sur.

  • 3. 3 M E S S A G E This year has been eventful. It is a year of struggle and hope due to the pandemic, yet, it is also a year of transformation towards a stronger government entity. The winds of change have pervaded every aspect of CDA’s operations, from our programs, projects, and activities to our people. From the quality perspective, the present health situation has paved the way to change our business to a digital setup. As we move forward, we hope to continue our activities to transform cooperatives into more sustainable organizations as catalysts of economic development; and strengthen relations with cooperative development councils through collaborations and active participation in the implementation of the Cooperative Development Plan. We will also be pursuing efforts to uphold our mandate as a quality- driven government agency. As such, we cannot rest on our laurels, but we need to keep delivering on our services and commitment, particularly in light of the avowed CDA Quality Policy. I extend my heartfelt appreciation to Regional Director Josefina B. Bitonio for her leadership and dedicated service; and to all staff of CDA RO1 for their unwavering support and commitment to serve the cooperatives, stakeholders, and the public.   • 4. 4 As we are confronted with unprecedented challenges, CDA finds and explores a way to persevere and strive for even greater excellence. Throughout the year 2020, due to the COVID-19 pandemic, we have redefined so dramatically the way we live and work. We have adopted a remoteservice delivery while some employees are on work-from-home arrangements and others are on skeleton force. This year's annual report embodies many examples of how CDA-RO1 makes a difference. Aparticular highlight is the CDA RO 1’s Koop Balitaan, Tulong Balita Online under the management and supervision of Regional Director Josefina B. Bitonio has provided important webinars, trainings and workshop to capacitate and empower cooperative leaders and members, and to impart basic knowledge of cooperatives and cooperativism in all regions of the Philippines. I take pride in CDA-RO I’s response to the onset of the pandemic and the corresponding actions when the world went into lockdown. Indeed, this is breaking barriers thru giving service across boundaries and extending CDA programs and activities beyond limitation to the cooperatives, clientele, and stakeholders.   • 5. 5 M E S S A G E The year 2020 is considered a challenging year for the Cooperative sector due to the onset of the COVID-19 Pandemic. This brought the sector a lot of challenges as well as uncertainties. A lot of cooperatives had to make adjustments in their operation to cope up with the crisis. However, because of the strong collaboration between the Coop Sector and Cooperative Development Authority, slowly, cooperatives are now overcoming the effect of the pandemic and at the same time embracing the opportunities of the new normal. The coop education and training continue with the constant effort of the CDA to conduct webinars thru Koop Balitaan Forums, and other learning activities. We discovered that even those old and seasoned coop leaders could grasp the complexity of modern technology by attending said online activities. Moreover, there was a strong manifestation of the principle of cooperation among cooperatives due to the outpouring support given to the frontliners, LGUs, members, and the whole community, to help protect each and every one against this COVID-19 Virus. I commend the leadership of CDA Region 1, through our dynamic Regional Director, Dr. Josefina Bitonio, for helping us focus on what is positive during this period.   • 6. 6 Cooperative Message My cooperative greetings to the Cooperative Development Authority (CDA)- Region 1. In behalf of the Ilocos Consolidated Cooperative Bank (ICCB) and my primary cooperative, the Sta. Cruz Savings and Development Cooperative (SACDECO), we would like to congratulate CDA- Region 1 for a job well done in Year 2020 despite the onslaught of COVID 19. 2020 was a difficult yet modest year for all of us. The COVID 19 pandemic tested our resiliency and sturdiness as cooperatives. CDA’s guidance, assistance and partnership were important to help us go through the challenges of the pandemic. The accomplishments of CDA- Region 1 for Year 2020 are the indicators of such partnership and endeavors. I see 2021 as another rewarding year for CDA. I therefore enjoin everyone to continue trustingCDA and let’s continue to build and nurture a better cooperative future for all of us.   • 7. 7 CDA ROI 2020 HIGHLIGHTS OF ACCOMPLISHMENTS The CDA Regional Office I continues to grow and evolve with 38 personnel complimented by two service contracts (COS). The dedicated employees are all working within the bounds of the mandate of the CDA. From the report of 803 cooperatives, Region 1 has a total assets of Php 29,821,996,354.70, with a Paid Up Capital of Php 6,166,609,153.98. The cooperatives realized a Net Surplus of Php 707,006,811.35, Total deposits of Php 11,808.328,363.49, with a volume of business of Php 112,054,304,955.43, with employment generated of 7879 and membership of 652,517. Truly, the data manifest the contribution of the cooperatives in the economy. With the State of Public Health Emergency declaration sometime in March 2020, the country was placed under community quarantine, resulting in limited movement and temporary business and works suspension. Thus, the year 2020 was a very challenging and crucial time for everyone to meet the goals and objectives of the Authority because of the unexpected health crisis. The year 2020 was entirely different as we experienced changes in the delivery of services because of the COVID 19 pandemic. Nonetheless, the direction of the CDA RO1 was aligned with the Organizational Outcome of “Growth and Viability of Co-op Enterprise Improved”. Initially, 2020- WFP was approved March 16, 2020; then, the plan was revised and approved on August 25, 2020. We submitted our Rehabilitation & Resiliency Plan Addressing the Impact of Covid19 to NEDA on April 24, 2020, the Comprehensive Action Plan Against Covid 19 on May 22-July 2020. The Mid Term Assessment on the Philippine Cooperative Development Plan on Oct 21, 2020. Conversely, despite the limitations and restrictions, the CDA Regional Office continuously provided services to the cooperative sector, partner agencies, and other stakeholders through technology and various social media platforms such as emails, messenger, Facebook account, zoom, google meet, SMS, and phone calls to deliver the basic services and reach our clientele. For the management part, the quality policy and objectives policy were followed and integrated into the QMS processes in the Agency's attainment of its strategic goals and its intended results With the continuous mentoring, coaching, provision of technical assistance, and various webinar conducted by this Extension Office, some 33 cooperatives transitioned from micro to small (22), from micro to medium (1), from Small to medium (9) from medium to large (1). Three hundred forty-one (341) cooperatives received Koop Bayanihan Award for their assistance to fight the effects of COVID19. The number of cooperatives and the total amount contributed are as follows: Pangasinan 118 cooperatives with Php 30,876,284.60; La union 69 cooperatives with Php 17,520,812.95; Ilocos Sur with 67 cooperatives with Php 30,071,140.60; and Ilocos Norte 76 cooperatives with Php 35,809,479.00. The total
  • 8. 8 assistance from the cooperatives amounted to Php 114,277,717.35. Additionally, partner cooperatives and partner agencies, and LGUs were also recognized by CDA RO1 during the Cooperative Month Celebration for their full support of the CDA programs. We likewise participated in various conferences/meetings in hybrid convergences such as RDC Full Council Meeting, Joint RDC-RPOC NTF/RTF ELCAC meetings, PRLEC Meeting, Joint Meeting of SUCBEM, ELCIP and LGE, BFAR Fishery Industry Forum, Virtual Multi- Sectoral Forum, Balik Probinsya Bagong Pag-Asa Meeting, EDSeCom Meeting, and Dev Ad SeCom Meetings. The highlight of the CDA ROI accomplishments was the following: the conduct of 11 Webinars on the following: Management Approaches of Cooperatives, Risk Disaster Management, NGA Programs, and Assistance to Cooperatives, Orientation on the Mandatory Reports, Assistance to Transport Cooperatives, Business continuity Planning, Legal Orientation for Cooperatives, Mentoring and Coaching for Cooperatives and the Filipino Values and Culture serving 4,723 participants. The CDA RO1 conducted the “Kooperatiba para sa Kabataan: Programa, Oportunidad Pangkabuhayan” (K-POP) for the youth sector to instill and create awareness to the various programs and services of the National Government Agencies that they could avail. The KPOP forum was a mini booth fair manned by the different partner agencies, namely TESDA, ACPC, DTI, CDA, and DOLE. The Extension Office has consistently been steadfast in accomplishing all its programs, even extending beneficial activities beyond its mandate, all for the welfare of the cooperatives in the region. The CDA Regional Office 1 has always been motivated to improve continually. The satisfaction from our stakeholders drives us to be faster, more reliable, passionate, and innovative in our role; thus, during the period 2020, it performed “Very Satisfactory as reflected by the OPCR overall rating of 4.44.
  • 9. 9 The CDA RO1 also received a Certificate of Recognition from partner agencies such as the Regional Competitiveness Committee by DTI, Bureau of Fisheries and Aquatic Resources, and Philippine Institute of Public Accountants – Pangasinan. This is in line with the active participation of the Agency in its program. JOSEFINA B. BITONIO Regional Director Cooperative Development Program A. Project Development Assistance (CPDAS) The year 2020 was entirely different as we experienced changes in the delivery of services because of the COVID 19 pandemic. However, despite the lockdown imposed and other limitations, we could continue our public services using various channels such as email, messenger, Facebook, phone calls, and SMS to reach out and provide services to our cooperatives, partners, and other stakeholders. Based on our 2020 Work and Financial Plan, Comprehensive Action Plan, and the Recalibrated Work and Financial Plan, the CPDAS humbly reports the following accomplishment, namely: Strengthening Partnership with National Government Agencies (NGAs), Local Government Units (LGUs), Academe and Foreign Organizations 1. For the CDA – DA Partnership – these are the activities undertaken, to wit:  Coordination with DA Regional Office about the Sagip Saka program;  Orientation on the Sagip Saka Program held at the Department of Agriculture Regional Office Conference Room, San Fernando City, La Union on February 21, 2020, and participated by the Farmers, fisherfolks, cooperatives/associations, Provincial, City & Municipal Agriculture Office, various National Government Agencies such as BFAR, ATI-FTC, and CDA;  During the Regional Cooperative Development Council – I meeting on June 24, 2020, thru virtual mode, the Department of Agriculture Regional Office representative presented the various programs and services to the officers and members of the council for the farmers, fisherfolks, or organizations to avail.
  • 10. 10 Still, on the CDA – DA partnership, cooperatives participated in the KADIWA program to market their products such as vegetables, rice, dried fish, buffalo milk, onions, and polvoron Various coordination was conducted on the KADIWA ni Ani at Kita Inclusive Food Supply Chain Financial Grant Assistance Program. Technical assistance was also rendered by our field CDS IIs for the completion of the application requirements. There were six cooperatives applied under the program: 1) Nueva Segovia Consortium of Cooperatives (NSCC); 2) Bacarra Zanjera Irrigators Multi Purpose Cooperative; 3) Bagnos Multipurpose Cooperative; 4) Conconig East Farmers Multi Purpose Cooperative; and 5) Green Valley United Cooperatives; 6) Pasuquin Tuna Fishermen Cooperative. The Unit also prepared the endorsement letter of Nueva Segovia Consortium of Cooperatives for the management of Rice Processing Center located in Sta. Barbara, Pangasinan.  CDA – DTI Partnership – the Provincial Director of DTI La Union, discussed the different programs and services they offer to MSMEs. The activity was undertaken during the Regional Cooperative Development Council – I meeting on June 24, 2020, and was attended by the representatives from the National Government Agencies, Local Government Units, and Cooperatives. Likewise, coordination was made with the DTI Regional office regarding the P3 Program and other services offered in the Negosyo Center.  LGUs/NGOs – cooperatives could connect and market their products with the local government units and non-government organizations. Additionally, the Unit monitored the National Government Agencies (NGAs) and Government Financing Institutions (GFIs) assistance to cooperatives such as Social Amelioration Program of DSWD, Small Business Wage Subsidy by SSS, loan assistance from DA – ACPC, LBP loan.  Koop Kapatid Program – The CPDAS, along with the PCDS and CDS II assigned in Ilocos Norte had conducted an orientation last March 13, 2020, on the program's mechanics to the identified small brother cooperative in Ilocos Norte. Likewise, the City Cooperative Development Office of Alaminos City, Pangasinan launched the said program.
  • 11. 11 One (1) Memorandum of Agreement was forged in Ilocos Sur's province. The identified Partner Cooperative was San Juan Teachers and Employees MPC, and the beneficiary was Asilang Tribal Agriculture Cooperative. After the MOA signing, PCDS Raymund Pilorin assisted in identifying the needs, particularly training needs, and prepared a plan of activities that will be implemented. The mandatory trainings, namely Fundamentals of Cooperative and Cooperative Management and Governance, were conducted last October 2020 to all the Asilang Tribal Agriculture Cooperative officers as the initial activity under this Koop Kapatid Program. A total of 10 cooperatives were given the Certificate of Recognition as an expression of gratitude for supporting the CDA program and standing as the Big Brother Cooperatives to our identified micro/small cooperatives to become also efficient and effective in managing their business operations and likewise adopt the best practices of the big brother cooperatives. One was given by the CDA Regional Office 1 to San Juan Teachers and Employees MPC as the new Partner Cooperative for 2020, and the nine cooperatives that the CDA Central Office recognized were partner cooperatives from 2018-2019, namely: Ilocos Norte: 1. Gledco Multipurpose Cooperative 2. San Joaquin Multi Purpose Cooperative Ilocos Sur 1. Free Farmers MPC 2. Metro Paypayad MPC 3. Fatima (Vigan) MPC 4. Sto. Domingo Development Cooperative La Union 1. St. Louis Credit Cooperative 2. LUELCO Employees MPC Pangasinan 1. United Christians MPC The CDA ROI also conducted the Koop Kapatid program assessment to determine the issues and concerns and address them accordingly. The assessment was conducted virtually on December 7, 2020, and all their issues and concerns were consolidated and came up with recommendations/solutions to improve the program's implementation. Partnership/Linkaging with Institutions (NGOs, LGUs, GFIs, Public and Private (Local/International). The CDA Region I conducted an activity intended for the youth sector entitled “Kooperatiba Para Sa Kabataan: Programa, Oportunidad
  • 12. 12 Pangkabuhayan” (KPOP), on March 5, 2020 at Galimuyod, Ilocos Sur in partnership with the following: 1. Local Government Unit of Galimuyod, Ilocos Sur; 2. Sacred Heart Savings Cooperative, Galimuyod, Ilocos Sur 3. Sta. Cruz Savings and Development Cooperative, Sta. Cruz, Ilocos Sur 4. Calasiao Plant and Related Companies Employees MPC, Calasiao, Pangasinan In line with KPOP activity, the Memorandum of Agreement was forged with Sacred Heart Savings Cooperative and Sta. Cruz Savings and Development Cooperative. Also coordinated and had a meeting with the big cooperatives in Ilocos Sur concerning the conduct of forums on the different clusters. Strengthening of cooperatives as business enterprise Under this, we have assisted and enrolled 15 cooperatives (P=2; IN = 13) in the Cooperative Business Matching Information System (CBMIS) to market their products and services. We have also consolidated a total of 58 cooperatives engaged in microfinance based on the reports submitted broken down into: P=22; LU=16; IS=13; IN=7.  Advocacy and Initiative Program The CDA Region I launched the Kooperatiba Para Sa Kabataan: Programa, Oportunidad Pangkabuhayan (K-POP), a new program of the Cooperative Development Authority basically to create awareness on the different programs of the NGAs that the youth sector could avail. The activity was conducted on March 5, 2020 in coordination with the LGU of Galimuyod, Ilocos Sur, and Sacred Heart Savings Cooperative, Sta. Cruz Savings & Development Cooperative both from Ilocos Sur and Calasiao Plant and Related Companies Employees MPC of Pangasinan. The venue was at the Sapphire Event Center, Galimuyod, Ilocos Sur. Partner agencies, namely: DTI, TESDA, DOLE, and DA, presented their various programs. A mini booth fair was also part of the activity and managed by partner agencies  In support of Executive Order No. 70, the CDA participates in the following clusters, namely the Poverty Reduction and Livelihood Employment cluster (PRLEC), Sectoral Unification, Capacity Building, Empowerment, and Mobilization (SUCBEM), and Enhanced Comprehensive Local Integration Program (ECLIP). The CPDAS personnel are in charge of the PRLEC, while CRITS and Registration Section take charge of SUCBEM and ECLIP, respectively.

Technical assistance on Pre- Registration Seminar, registration documents, and mandatory reports was also provided to cooperatives and prospective cooperatives in the identified areas, particularly in Ilocos Sur. Six (6) meetings were attended such as:  June 3, 2020 - SUCBEM meeting (virtual)  June 18, 2020 – PRLEC meeting (virtual)  July 8, 2020 – RDC/RPOC Joint meeting (virtual)  July 30, 2020 – Joint SUCBEM, ECLIP & LGE meeting (virtual)  August 28, 2020 – Launching of Integrated Farming Organic System by TESDA in Mabini, Pangasinan  November 17, 2020 – Virtual Multi Sectoral Forum (virtual) Under the Comprehensive Action Plan Against COVID 19: To Fight, Mitigate the Effects and Transition to the New Normal. The following programs and activities were accomplished. 1. Balik Probinsya Bagong Pag-Asa (BP2) Program. We have identified the 32 medium and large cooperatives as possible conduits in implementing the said program. As of year-end, two (2) cooperatives were considered as partners in the BP2 program. Other identified cooperatives are still subject for coordination on their willingness to participate in the said program. The CPDAS personnel attended the Balik Probinsya Bagong Pag-Asa Program meeting spearheaded by NEDA. 2. Cooperative Supply and Value Chain. The CPDAS maintained an updated roster of cooperatives with complete business and product details. 3. For the linkage of cooperatives in the KADIWA Centers, Government Supervised markets & Other LGU Consumer-based retail outlets – we have monitored 16 cooperatives participating in this project. 4. New Coop-Sustainable Enterprise Development (COOP-SEED) Program – we have established 19 partnerships with the different National Government Agencies (NGAs), namely DA, DTI, LBP, DBP, SBC, DOT, DOLE, OTC, LTFRB, SSS, DSWD, ACPC, TESDA, & BFAR for technical/financial assistance, participation to webinars/Koop balitaan, and accreditation program. There were 18 cooperatives referred for financial assistance & trainings) while 291 cooperatives were given technical assistance such as preparation of project proposals, online submission of reports, requirements for the Certificate of Tax Exemption, requirements for the business permit, amendment of documents, advisories on programs and services of NGAs, and the Agency’s regulatory issuances. 5.
  • 14. 14 6. Advocacy Programs and Initiatives – Modernization Program of Transport Cooperatives Services. A total of 64 transport cooperatives attended various consultation forums such as LBP/DBP/LTFRB Meeting with transport coops hosted by Cong. Sabiniano Canama; PUV modernization program; Koop balitaan for transport coops. SUPPORT TO OPERATIONS: The CPDAS regularly submits its monthly accomplishment report to the Planning Unit, including the Key Performance Indicators (KPIs) and the Submission of data/list needed by the Central Office. The Other activities and accomplishments were:  Asset Recovery Program - Three (3) CDF/CI beneficiaries were monitored, to wit: 1. Atlas Mabuna MPC; 2. Sudipen MPC and 3. PARCOM.   • 17. 17 B. Cooperative Research, Information and Training Section (CRITS) The year 2020 has seen its fair share of major historical events in the Philippines and worldwide. The most significant events in the Philippines can be summed up in seven words: Eruption, Pandemic, Lockdown, Recession, Economy, Typhoons, and Heal. They make a powerful combination of adversaries our country has difficulty imagining. Notwithstanding these unimaginable occurrences, we were able to muddle through. Immediate and robust government action to ameliorate the plight of the job and business losers was called for. PRRD administration proposed, and Congress approved legislation two (2) Bayanihan to Heal as One Measure. Our agency, the Cooperative Development Authority, immediately issued various Memoranda to help the cooperative sector cope with the existing situation. Hence, we managed to deliver our plans, programs, and activities intended for our stakeholders. COOPERATIVE DEVELOPMENT PROGRAM For the Handholding Program for Micro & Small Cooperatives: There were eight hundred sixty-five (865) micro and small cooperatives provided with handholding services within the prescribed period while one hundred twenty- two (123) medium and large cooperatives were also catered with and one hundred fifty-eight (158) other clients provided with our Technical Assistance Services. Capability Building Program for Cooperatives Orientation on Reportorial Requirements for Cooperatives’ Compliance: During the first quarter of the year 2020, we were able to conduct eleven (11) series of orientations wherein three hundred thirty-five cooperatives (335) comprising of five hundred ninety-two (592) cooperatives officers attended and participated coming from the four provinces of Region 1. Mandatory Training for Cooperative Officers FUNDAMENTALS OF COOPERATIVE (FOC) During the Pre-Pandemic period, the CDA RO1 was able to conduct one (1) FoC training thru physical attendance which was organized by the Provincial Government of La Union in coordination with CDA La Union Provincial Office which was attended by ten (10) cooperatives in the City of San Fernando, La Union comprising of twenty- eight (28) cooperative officers. Amidst the Pandemic, there were four (4) trainings on FoC conducted thru the virtual platform during the Cooperative Month Celebration. On October 3 and 9, 2020, the first webinar on FoC was conducted via Tulong Balita Online, a social media platform. A total of one hundred eighty-two (182) cooperative officers representing one hundred eleven (111) cooperatives tuned in and virtually participated in the webinar. On October 6, 2020, another FoC training was conducted as requested by the LGU-Alaminos City through its City Cooperative Development Office to celebrate their City Cooperative Month Celebration wherein twenty-four (24) cooperative officers from six (6) cooperatives in the City attended the webinar. The third batch of the FoC virtual training was participated by cooperative officers from the Province of La Union. The activity was undertaken in close coordination with Provincial Cooperative Development Specialist Ms. Gemma Macusi. The said webinar was conducted on October 22 and 23, 2020, on the occasion of the Provincial Cooperative Month Celebration spearheaded by Governor Ortega thru the Committee on Cooperatives chaired by Col. COOPERATIVE MANAGEMENT & GOVERNANCE (CMG) As part of the basic seminars provided by the agency for micro and newly-registered cooperatives in the region, we were able to conduct two (2) CMG seminars attended by 200 cooperative officers representing 119 cooperatives. The participants were taught on the Governance Principles/Practices and Operation and Management of a cooperative, which are the building blocks essential to their survival and sustainability. BUSINESS CONTINUITY MANAGEMENT (BCM) FOR COOPERATIVES Carrying-out the agreement of the agency with the Humanitarian Leadership Academy (HLA) Philippines Centre (now the Center for Humanitarian Learning and Innovation) to teach cooperatives as a business enterprise how to be better prepared and more resilient to disruptions brought about by natural and human induced hazards by coming up with a Business Continuity Plan (BCP), and incorporating their existing emergency plans thereto, the regional office conducted the said seminar/workshop via zoom platform with 212 participants thereby generating BCPs from 8 cooperatives.
  • 19. 19 ADVOCACY AND CAMPAIGN ACTIVITIES Promoting the agency as an instrument of the government in poverty reduction and social empowerment, the regional office has conducted eight (8) e-forums with the end view of bringing the services of NGAs and partners closer to all stakeholders. Capitalizing on the power of the quad media in bringing about such a goal, seven (7) news articles were posted and published. Including 25 infographics materials developed, and five radio guests were engaged. The agency has such a program in place for technical/professional services to cooperatives, thereby assuring their safety and integrity. As one of its aspects, we have monitored 4 EAs and 2 TPs whose accreditation was bound to expire during the year. Also, we have processed six applications for accreditation of external auditors. ACCREDITATION PROGRAM FOR COOPERATIVE TRAINING PROVIDERS (TP) AND EXTERNAL AUDITORS (EA) To secure adherence to standards of those providing to which cooperatives in the country heeded the call of the President to provide and give assistance to the needy thru their Community Development Fund (CDF) that have been disbursed and spent to help their communities since the declaration of the Enhanced normal but a better normal.” A. Monitoring/Mobilization and Documentation of Cash disbursed by cooperatives The Community Development Fund (CDF) of cooperatives has been the instrument COMPREHENSIVE ACTION PLAN AGAINST COVID19 As emphasized by the International Labour Organization (ILO) in their message: “Cooperatives and wider social and solidarity economy enterprises and organizations need to be included across the different phases of COVID-19 response. Their values and principles can guide the transition toward not only a new MONITORING OF COOPERATIVE DEVELOPMENT COUNCILS (CDCS) To provide the cooperative movement with a system for consultation concerning such cooperative programs and projects, COOPERATIVE DEVELOPMENT COUNCILS at the national level, regional, provincial, city/municipal levels are established. Thus, the regional office collates the activities undertaken by them rationalized with the Philippine Cooperative Development Plan. As a platform, 43 cooperatives adopted Best Practices as set by the agency; 6 GAD activities were monitored, either coordinated or conducted by them. COMMUNITY QUARANTINE (ECQ) measures. Registration Unit For the Calendar year 2020, there were 1,887 total registered cooperatives. A newly registered of 81. There were 35 cooperatives that amended the Articles of cooperation and Bylaws. An establishment of branch Office that was issued with Certificate of Authority is 4. For Satellite Office issued with Letter of Authority is 10. And (1) One laboratory cooperative issued with Certificate of Recognition under the Guardianship of Suyo Multi-purpose Cooperative, Uso, Suyo, Ilocos Sur. The target for one year was met despite of the pandemic that made the CDA stop operation for a couple of almost two months and a skeletal workforce up to the end of the year. PARTICULARS Registered COR Letter of Authority Recognized New Cooperative 81 Amendments 35 Branch 4 Satellite 10 Laboratory 1 On March 18, 2020 a Memorandum was issued with an Extension of Name Reservation of applications for registration of cooperatives. On the name reservation that expired or will expire on or before April 12, 2020, still be accepted even after the said date. There are 12 name reserved was served with the regulatory relief issuance. The CDA acted on the Republic Act 11032 Ease of Doing Business and Efficient Government Service Delivery Act of 2018. On the cda.gov.ph a landbank Link.biz.portal was established to make the cooperatives and client pay the CDA online. This made our processes much easier especially on this time of crisis. COVID-19 Thru the Identification/Monitoring/Documentation of Coops Observing Precautionary Measures, Safety and Health Protocols Standards, the regional office advocated that cooperatives adopt the Health and Safety Protocols set by the IATF in conducting their activities. Thus, we monitor the number of coops that have followed the protocols.

Another memorandum circular number 2020-11 Guidelines Supplementing CDA Memorandum Circular (MC) No. 2015-01, MC No. 2015-11, and MC No. 2016-05 on the conduct of Validation of Application for Registration of Cooperatives, Amendment to the Articles of Cooperation and Bylaws, and Establishment of Branches and Satellite Offices of Cooperatives. This Guideline issued with the following objectives: 2.1. To supplement the afore-cited CDA Memorandum Circulars by prescribing the procedure on the conduct of onsite or off-site validation. To ensure that the application for registration of cooperatives, amendments to the Articles of Cooperation and Bylaws or establishment of branches and satellite offices of cooperatives has met the minimum requirements of the law and adheres to the cooperative principles, values and concept. 2.2. To include off-site validation as an alternative mode of validation/verification considering the declaration of a State of Public Health Emergency throughout the Philippines due to the outbreak of COVID-19 by President Rodrigo R. Duterte through Proclamation No. 922 on March 08, 2020. Section 3. Scope. These Guidelines shall cover all applications for registration of all types and categories of cooperatives, amendments to the Articles of Cooperation and Bylaws, and establishment of cooperative branches and satellite offices. Even with a pandemic, we will not sacrifice our mandate to serve our clients. 41% was validated through virtual platform from the total validation of 116. Then to further serve the client a Memorandum Circular No. 2020-20 issued with the Subject Guidelines Governing, the Registration of Cooperatives through the Electronic Cooperative Registration Information Registration System (E-CoopRIS) issued. On September 28, 2020 Rancheros De Balon Bayambang Agriculture Cooperative, Bayambang, Pangasinan awarded a Certificate of Registration being the first cooperative registered in an online registration. Thirty (30) registered cooperative in an Online Registration, which is the E-CoopRIS. A Memorandum Circular Number 2020-28 Guidelines Governing the organization and recognition on a National Alliance of Cooperatives (NAC), Sectoral Apex organizations (SAOs) and Regional Cluster Organizations (RCOs). Special Order to conduct inspection is based on the submitted individual inspection plan of CDS IIs. This activity is conducted to be able to determine the proper technical assistance or intervention that could be extended on cooperatives. Out of Eight Hundred Seventy One (871) due for inspection only Five Hundred Seventy Three (573) cooperatives were accomplished which is equivalent to Sixty Five (65%) Percent of the target. Fifty Five (55) cooperatives inspected on the 1st Semester were conducted face to face while the Five Hundred Eighteen (518) on the Second semester were conducted on a virtual follow-up on the status of findings for the year 2018 and 2019. All types of cooperatives inspected with reports submitted are for evaluation so that the findings would be analyzed per category. Fifty Hundred Seventy-Three (573) have been received from the inspectors and the percentage of accomplishment on the inspection report evaluated is One Hundred Percent (100%) of the received reports.
  • 26. 26 Cooperatives issued with show cause status for the year 2019 and 2020 which have already complied with the mandatory requirements have been recommended and endorsed to Legal Section for lifting of the Show Cause Order (SCO). The cooperatives endorsed for the lifting of SCO is One Hundred Thirty-Four cooperatives. The number of cooperatives endorsed to legal Section for Issuance of SCO is Three Hundred Six (306). The accomplishment rate is Two Hundred Percent (200%). The cooperatives which have complied in the submission of mandatory reports with complete attachments is Seven Hundred Fourteen (714) and the newly registered cooperatives issued with the Certificate of Compliance is totaled to Eighty-One (81). All issued COC for the year Seven Hundred Ninety-Five (795). The percentage of accomplishment is Ninety-Percent (90%) of the target for the year.   • 27. 27 The Activity was conducted last December 16, 2020 via Zoom to re-orient again the cooperatives on the proper and correct way of filling out of the regulatory report forms to facilitate the issuance of Certificate of Compliance without delay. It was participated by cooperatives with internet access wherein it was attended by more or less 90 participants all over Region 1. In partnership with University of Pangasinan (UPANG), a seminar on accounting on cooperatives was conducted on March 10, 2020 at UPANG, Dagupan, Pangasinan with almost 70 BS Accountancy students as participants. In partnership with Provincial Cooperative Union of La Union (PCU-LU), an audit on cooperatives seminar was conducted on February 27, 2020 at PCU, San Fernando, La Union with almost 40 participants coming from different cooperatives in Pangasinan and La Union. In partnership with LGU of Dingras, Ilocos Norte, a PRS was done to members of Sarusar Federated, Inc. on January 28, 2020. The members wish to convert their association into a cooperative In coordination with the Provincial Cooperative Union of La Union, the analysis of inspection results conducted for the year 2019 were relayed to the member-cooperatives of PCU La Union. It was conducted for the awareness of cooperative officers on the usual findings in the inspection and for them to know the actions they have to undertake to close the findings and become compliant to all the regulatory requirements from the Authority and other Regulatory Agencies. The Regulatory Relief Program for all cooperatives can be best disseminated to the cooperatives during this time of pandemic by using the social media platforms and electronic mails. The onslaught of the COVID-19 pandemic resulted to the prohibitions in the conduct of the General Assembly (GA) Meetings of the cooperatives wherein many was taken by surprise when the sudden outbreak came in time of the supposed conduct of face to face GA meeting of numerous co-ops in the Region.
  • 28. 28 Many cooperatives have no back-up plans and the conduct of virtual meetings was not even stipulated in their bylaws.To address the issue in the conduct of meeting, the CDA Board of Directors issued the MC No. 2020-03 Re: Regulatory Relief for Cooperatives in which they could The regulatory relief target is only two (2) since most of the cooperatives have already availed during the first semester of the year 2020 and the accomplishment is Sixteen (16) which is more than hundred percent of the target. Restrictions in the movement of people resulted to the delay in the submission of the required reports of the co-ops. With this, as a mitigating measure the MC No. 2020-04 Re: Amendment to MC 2020-03, Sec. 5 “Extending the deadline of Submission of the Required Reports to June 15, 2020” dated March 23, 2020 was issued. The accomplishment is Two Hundred Sixty Four Percent (264%) out of One Hundred Cooperatives targeted or Three Hundred Seventy-Eight (378) co-ops with active e-mail address were informed online on the deadline in the submission of reports. The cooperatives with credit/lending operations were informed and reminded about the loan payment grace period as provided in the memorandum. The accomplishment is One Hundred Forty-Two Percent (142%) or Three Hundred Seventy-Eight co-ops were reminded and informed through their active email addresses and facebook messenger accounts. (P30,944.20) the budget was spent for anti-virus subscriptions with a given Twenty-Four Thousand Pesos (P24,000.00) budget.

This amount exceeded the Sixty Thousand Pesos (P60,000.00) allotment from the MITHI Fund. 3) DSL Internet Upgrade Fund For 2020, the total amount utilized was One Hundred Twenty-four Thousand Four Hundred Ninety-Two Pesos and 26/100 (P124,492.26). The allotment given was One Hundred Twenty Thousand Pesos (P120,000.00). The spending was attributable to the subscription made to PLDT and Converged. 4) ICT Repairs of Equipment With a total allotment of Twenty Five Thousand Pesos (P25,000.00), the agency spent Thirty-Eight Thousand Five Hundred Four Pesos and 82/100 (P38,504.82) for repairs made various ICT Equipment, were repairs made mainly from printers. 5) Contract of Service (COS) Salary One MIS COS Staff was hired and deployed during the year 2020. A total of Two Hundred Twenty-Six Hundred Twenty-Eight Pesos (P226,628.00) budgetary allocation was received to cover the COS Staff’s monthly compensation payment. Internal Quality Audit This Quality Management System Manual defines the Cooperative Development Authority’s (CDA) quality management system (QMS) that affects the quality of its services. The adoption of ISO 900:2015 is a strategic decision of top management. The various interested parties influence the structure and implementation of its quality management system (particularly cooperatives, government agencies, and other stakeholders of cooperative development), its mandate, the services it provides, the processes it employs, and the size and structure units.

Pre-Registration Seminar A total of forty-four (44) Pre-Registration Seminar (PRS) for the proposed primary cooperatives. Due to the coronavirus pandemic, various PRS were conducted by CRITS thru virtual zoom and webinars.
  • 43. 43 Capability Building for Cooperatives Orientation on preparing financial statements, mandatory reports, TIMTA, and bookkeeping to various cooperatives in Bayambang, Pangasinan on Feb.13, 18-19, 2020. The Municipal Cooperative Development Office of Bayambang, Pangasinan in partnership with CDA represented by Ms. Sheryl Lou Fabia, CDS II, District 3, Pang. and Ms. Caselyn Generalao, CDS II oriented and assisted four (8) newly registered cooperatives in preparing mandatory reports and financial statements.   • 44. 44 Cooperative Bayanihan to Heal as One The Coronavirus pandemic has brought out the Bayanihan spirit innate to the Filipinos. During the lockdown and Enhanced Community Quarantine, the cooperative sector endeavored the Cooperative Bayanihan by giving relief food packs, free facemasks, free transportation, food, snacks, and cash to their members, the frontliners of the community. One hundred twenty-four (124) cooperatives from the province of Pangasinan extended their help by utilizing their Community Development Fund and personal donations from the officers. The Enhanced Community Quarantine imposed by the National Inter-Agency Task Force did not stop the cooperatives from extending their services to their members. The Credit, Consumers, and Marketing Cooperatives partially opened their offices to provide much-needed assistance to their members.In these times of pandemic, cooperatives with credit and lending services provided a grace period of two months for loan payments without penalties. Cooperatives Observes Precautionary Measures, Safety and Health Protocols to avoid Covid 19 The cooperatives observe disinfection and decontamination activities, conduct health check status among employees and clients, modify workplace layout for physical distancing, and wear masks and face shields to protect the employees and members from the Coronavirus.
  • 45. 45 Cooperative Month Celebration On the 16th of December 2020, President Rodrigo R. Duterte approved the law declaring the month of October of every year as the “National Cooperative Month”. Republic Act 11502 calls for the conduct of activities and programs that promote the principles and values of cooperatives and encourage cooperative movement by the CDA in consultation with the cooperative sector. The theme for this year’s Cooperative Month Celebration. In line with the celebration of the Cooperative Month Celebration, CDA Regional Office I, in partnership with Tulong Balita Online conducted mandatory trainings and capability-building seminars for the cooperatives. Special CDA Gawad Parangal para sa Natatanging Kooperatiba Award One hundred twenty-five (125) cooperatives from the province of Pangasinan awarded the CDA Gawad Parangal 2020, A Recognition of Koop Bayanihan Effort During Covid 19 Pandemic, a system to recognize cooperatives who volunteered /extended/rendered various valuable services to members, front-liners, communities and LGUs during the Covid 19 pandemic. Level-Up Awards were also given to cooperatives who leveled from micro to small category cooperatives and small to medium category cooperatives. National Task Force to end Local Communist Armed Conflict NTF – ELCAC Activities The Cooperative Development Authority (CDA) launched the project: Integrated Organic Farming System Program (IOFSP) For Food Sustainability and Security that was held today, Aug. 28, 2020, at Brgy. Barlo, Mabini, Pangasinan. TESDA spearheaded the said project in response to its mandate as the chair of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which is to provide responsive measures to address poverty alleviation among marginalized communities through the Whole-of-Nation approach. The project IOFSP as well as the scholarship programs given by TESDA with 100 beneficiaries. These beneficiaries are coming from the Indigenous People, residents of the CTG-affected areas, Former Rebels, and ARB beneficiaries of Brgy. Barlo, Mabini, Pangasinan.
  • 46. 46 Promotion of Laboratory Cooperative The Cooperative Development Office of Alaminos City facilitated the launching of Laboratory Cooperative to encourage primary cooperatives to be a Guardian Cooperative to a Laboratory Cooperative. A cooperative may assist in organizing a laboratory cooperative of fifteen (15) or more individuals who are minors, which may be students or out school minors, Filipino Citizens, and are studying or residing within the nearest area of operation of the intended guardian cooperative. A Laboratory Cooperative shall be organized for any or all of the following purposes: 1) To serve as a training ground for its members to prepare them for membership in regular cooperatives. 2) To teach the values of thrift and saving mobilization among its members. 3) To instill cooperative values, principles, financial discipline, business skills, and leadership skills among its members .4) To promote and advocate Filipino social and cultural values, financial education, ecological awareness, and sustainable development. Koop Kapatid Program As part of the month-long celebration of the Cooperative Month this October, the CDA awarded special recognition to medium and large cooperatives in Region I, which partnered with CDA as “Big Brother” to “Small Brother” cooperatives in extending technical and financial assistance. The virtual program, dubbed as “Araw Ng Pagkilala Sa Mga Kaagapay Na Kooperatiba Sa Programang Koop Kapatid” was held on October 30, 2020 and was beamed live via CDA Philippines’ Facebook page. It was the first recognition program conducted for Koop Kapatid partners since the program’s inception in 2018.

Maladag JODA Transport Cooperative of Lingayen, Pangasinan conducted tree planting in Cayanga, Bugallon Pangasinan in support to the Adopt a Mountain Program of the Provincial Government of Pangasinan and Alaminos City Plant a Bamboo Program. CDA and LGU Partnership In the Development of Cooperatives CDA Regional Office I courtesy call to Dagupan City Mayor Brian Lim with Coun. Cisco Flores last July 13, 2020. CDA Regional Office I meeting with Dagupan City Adm. Vlad Mata, Economic and Cooperative Consultants, City Social Welfare, and Development and PICPA Pangasinan Chapter in the organization of cooperatives in the city. The discussion focused on the advantages and benefits of organizing cooperatives among the marginalized sector of the city, and how the LGU, DSWD, CDA and PICPA can assist in the organization, management, and sustainability of the cooperatives to help them achieve economic progress and uplift their status of living.
  • 48. 48 Capability building for CDA Personnel A webinar on Business Continuity Management for Cooperatives for CDA Technical Personnel was conducted last December 2020, with topics Understanding the ‘new normal’ and How can CDA technical staff continue to deliver and perform their roles under the ‘new normal’ through capacity building, technical support, monitoring, data gathering and others. As part of the Cooperative Development Authority’s digital transformation and ease of doing business, the agency has developed an improved registration system to help bring about faster transactions. Application for new registration shall be filed using the Electronic Cooperative Registration Information System (E-CoopRIS), which can be accessed through the Cooperative Registration Tab in the CDA Website. GAD Computerized Assessment Tool The computerized GAD Assessment Tool was developed by GERC Inc. (from the Cooperative Development Authority CDA's Memorandum Circular No. 2017- 04, known as "Tool for Assessing Progress of Gender Equality in Primary Cooperatives as Supplemental to Memorandum Circular No. 2013-22. GERC Inc. enjoins all co-ops to work together to flex even more the economic and social strength of co-ops through GAD mainstreaming. Donation of Cooperatives to Cagayan Typhoon Victims “A Single Drop of Kindness Creates an Endless Ripple.” Cooperatives from Pangasinan extended a helping hand for the victims of typhoon Ulysses by donating cash and food relief packs to Cagayan, Region II. RUEDAS CDS II CDA - La Union Provincial Office For the year 2020, Cooperative Development Authority, La Union Provincial Office has accounted the following accomplishments:  A one (1) day orientation seminar on the Reportorial Requirements, Cooperative Updates, and Tax Incentives Management and Transparency Act (TIMPTA) Law were conducted on February 24, 2020, at the People’s Hall, San Fernando City, La Union. This seminar was conducted in coordination with the City Government of San Fernando and other Big Cooperatives in the Province. A total of 105 participants attended the said orientation seminar. This seminar aims to guide the cooperatives to fill up the reporting forms properly, discuss updates on the latest MEMO Circulars of CDA, and information on the data to be submitted to BIR under the TIMTA Law. A total of 36 Pre-Registration Seminar were  conducted from January to December 2020 broken down as follows : a. Prior to the declaration of Enhanced Community Quarantine (ECQ) on March 16, 2020 by Pres. Duterte , CDA-La Union was able to conduct a total of 19 Pre Registration Seminar (PRS) with a total number 570 participants. b. addition, 17 PRS were also conducted via virtual and face to face engagement from July to December 2020.  Despite the restrict movements and the observance of strict health protocols brought about by this pandemic, CDA-La Union Provincial Office has still facilitated the following a. Registration of 10 new cooperatives and amendments of 2 cooperatives for 2020. b. Two Satellite offices were registered in the province: The La Union Multi- Purpose Cooperative(LUMPC) and Tubao Multi-Purpose Cooperative (TMPC). The LUMPC has opened its satellite office in Sto. Tomas, La Union, while TMPC has opened in Bacnotan, La Union.
  • 50. 50 c. Eight (8) validations with a combination of Virtual for those with internet access and Face to Face for those without internet access, were conducted to the proposed cooperatives. d. Migration of Cooperative’s Article of Cooperation and By-laws, the Province was able to encode Seventy Nine (79) Coops .  109 Inspections to cooperative were conducted: twenty-Five (25) inspections were made prior to the national lockdown and additional eighty four (84) were made thru online inspection.  Four (4) meetings were conducted by the City Cooperative Development Council (CCDC) of San Fernando City, La Union. Two (2) covered the months of January and February before the pandemic outbreak, and two (2) were conducted in November and December. Some of the agenda that were tackled includes the organization of City Cooperative Union, the establishment of a Cooperative Office, creation of a position of Cooperative Officer to head the proposed coop office in the City. The election of the coop. Officers were also conducted on November 27, 2020, to comply with the Memorandum Circular. The office has coordinated and facilitated the conduct of Fundamentals of Cooperative Seminar and Cooperative Management and Governance Seminar for the Province of La Union and the City of San Fernando, as follows : a) For the Province of La Union, this was conducted thru Webinar with the CDA as Resource Speaker. A total of 155 participants for the Fundamentals of Cooperative Seminar and 158 participants for the Cooperative Management and Governance Seminar. The City of San Fernando conducted the same seminar via face to face with VICTO International as the Resource Speaker. This was participated in b) On the Bayanihan Heal as One, CDA- La Union Team monitored Sixty Nine (69) cooperatives that extended assistance to its members and community during the pandemic. These assistances were either in the form of interest on Share Capital and Patronage Refund distribution, food packs, provision of hygiene equipment to front liners, and donations in the form of cash to an organization coming from their Community Development Fund other sources. c) Other activities before the Pandemic (Jan. – March, 2020) are the following:  February 9, 2020, Attended General Assembly meeting of Tubao MPC, the 1st Billionaire cooperative in the province.

Bert Suansing regarding Transport Modernization Program.  February 29, 2020, Attended General Assembly meeting of La Union MPC, 3rd largest cooperative in the province of La Union.  March 9, 2020, Coordination with the Bureau of Fisheries and Aquatic Resources (BFAR) and Department of Agriculture (DA) in conducting Pre- Registration  Seminar for Fishermen Cooperative at San Fernando, La Union.  March 13, 2020, Conducted Orientation on How to Organize a Cooperative for the three (3) Jeepney associations planning to be converted as cooperative.  October 20, 2020, Coastal Clean-Up at Ilocanos Sur, City of San Fernando, La Union as part of the Cooperative Month Celebration activity of the Province of La Union Tubao Multi-Purpose Cooperative General Assembly Meeting (February 9, 2020) With the Work from Home (WFH) scheme, CDA La Union provincial personnel religiously and diligently worked on the task being downloaded by the Regional Office now and then. The use of social media and virtual platforms were utilized as means of communication and information to reach the Cooperatives and other agencies and stakeholders. Attendance to online meetings and virtual seminars were also given emphasis. Invitations via virtual seminars were also extended to cooperatives, especially those that concern mandatory trainings.   • 52. 52 General Assembly Meeting of La Union Multi-Purpose Cooperative (February 29, 2020) Ilocos Sur Narrative Report The Province of Ilocos Sur are composed of two (2) Cities and thirty-two (32) municipalities with two (2) districts. The province has 104 complaint cooperatives as of December 2020 and with two (2) Cooperative Development Specialist II assigned in two districts. Inspire of pandemic we were able to deliver the following accomplishments per district as presented below. For the month of January two days mandatory training were conducted to the officers of St. Peter Multi-Purpose Cooperative namely: Fundamentals of Cooperative and Cooperative Management and Governance. The trainings were conducted by yours truly at the cooperative office as requested by Chairperson of the BOD in order for them to comply the required mandatory trainings as stated in RA 9520. Cooperative Development Council of Vigan City called for the 1st quarterly meeting to all members of the council like chairpersons/managers of different cooperatives of Vigan City and from National Govt. Agencies such as Land Bank of the Philippines – Vigan Branch, Dept. of Agrarian Reform, Department of Trade and Industry, Dept. of Agriculture and Academe The main agenda was focused on Cooperative Trainings for 2020. On January 30, 1st training on their bucket list was conducted @ University of Northern Philippines Guestel. The title of the activity was: Orientation on Mandatory Reports and Salient Features of RA 11364 with Mr. Antonio Agustin, DPA as the resource speaker. This orientation is in partnership with City Government of Vigan and the University of Northern Philippines. An Orientation on Mandatory Reportorial Requirements (ORR) were given in February 18, 2020 sponsored by City Government of Candon thru the Office of the Cooperative Development Office and another one was on February 28, 2021 sponsored by Ilocos Consolidated Bank @ Bantay, Ilocos wherein members of the said cooperative bank was most benefited. The facilitators of the said activity came from CDA DEO under CRITS AND Regulatory Unit.   • 57. 57 Kooperatiba para sa Kabataan: Program at Opportunidad na Pangkabuhayan According to Dr. Jose P. Rizal, our national hero once said that “Youth are the Future of the Nation”. In order that -Pop Activity: a regional convergence The activity for youth at Sacred Heart Savings become a reality, The CDA Regional Office 1, initiated a program where cooperatives with youth members can participated the activity. Filipino Youths is a “Korean” fanatic and the title itself really caught the attention of the millennials. What a brilliant idea! K- POP – “Kooperatiba para sa Kabataan: Programa at Opportunidad na pangkabuhayan”. This program helps the youth to become self-reliant and business minded at their own age. Region 1 Cooperatives attended this activity in May 5, 2020 at Sacred Heart Savings Cooperative Business Center owned by one of the billionaire cooperative in Region. Cooperative Business Center on May 5, 2020 attended by various coop youth leaders of Region 1 Community Development Fund The Cooperative Development Authority called for action by issuing a memorandum circular to use the community development fund and optional for helping the community in times of Covid 19 Pandemic. In response to the call, Cooperatives all over the Philippines took action in helping the front liners, health workers, and even members of their respective cooperatives. The billionaire and millionaire Cooperatives in Ilocos Sur took the 1st move, followed by small and some micro. Almost 90 percent of the cooperatives responded to the call. With my initiatives to help the identified areas which I know they need help. I’ve coordinated with six (6) cooperatives. On April 13, 2020, Free Farmers MPC distributed relief goods to fifty (50) Indigenous People of Brgy. Nagsincaoan, Cabugao, Ilocos Sur. For San Juan Teachers and Employees, MPC distributed 10 kilos of rice on April 28, 2021, to twenty –seven (27) household IP Families from the poorest of the poor as identified by DSWD of Brgy. Asilang, San Juan, Ilocos Sur; For Fatima Vigan MPC with branch office at Cabugao Ilocos Sur also gave food packs to 100 Indigenous People Families on April 29, 2021 at Brgy. Nagsingcaoan Cabugao, Ilocos Sur.
