Sometimes we need to alter the balance in a prescribed way, based on sound principles of public expenditure, but also an assessment of where we should reasonably expect residents to contribute to meeting their own requirements…

There are benefits in terms of healthier lifestyles, the environment and congestion. And there are reduced costs to the council.
