The growing development of the Open Government Model leads to an organizational revolution by breaking down organizational boundaries and providing greater access to information. It also can allow the increasing of transparency in public agencies and citizen participation, enhancing collaboration and facilitating democratic processes. Transparency and open data can be powerful tools to stimulate and support public services’ improvements, faster innovation and empower citizens’ rights. So actually many governmental organizations are reviewing and rearranging their processes, information and data to improve policies, enhance legitimacy and openness toward outside parties and citizens. Without an “open” public knowledge is not possible to establish a culture of collaboration and participation among the main stakeholders.

This thesis constitutes one of the first investigations focused on characterizing online participation in civic technologies, a type of platform increasingly popular on the Internet that allows citizens new forms, on a larger scale, of political participation. Given the opportunities of civic technologies in democratic governance, it should be noted that their design, like that of any online platform, is not neutral. The ways in which information is presented or interaction between users is allowed can greatly alter the results of participation. For this reason, we analyze the impact of different interventions in civic technologies in relation to online conversation views, ordering criteria for ranking petitions, and deliberative interfaces. Since these interventions were carried out by the corresponding development teams, the analyses have required to develop novel computational and statistical methods, while also extending generative models of discussion threads to better characterise the dynamics of online conversations. Results of the different case studies highlight the social and political impact of these interventions, suggesting new directions for future research and the need to develop a paradigm of citizen experimentation for democracy.

Term Paper: Crowdsourcing Crowdsourcing in the field of interface design takes tasks traditionally performed by specific individuals and spreads them out among a group of people or a community. This is the presentation of the keynote I gave to the The "Software Codes of Democracy: Web Platforms for New Politics Workshop, which was held in Milan, Italy 13-15 Sept 2013 http://codicidellademocrazia.partecipate.it/ Abstract Social media are increasingly used to support online debate and facilitate citizens’ engagement in policy and decision-making. Nevertheless the online dialogue spaces we see on the Web today typically provide flat listings of comments, or threads that can be viewed by ‘subject’ line. These are fundamentally chronological views which offer no insight into the logical structure of the ideas, such as the coherence or evidential basis of an argument. This hampers both quality of citizens’ participation and effective assessment of the state of the debate. Within the landscape of existing community debate and ideation tools, the talk will introduce a new class of emerging online deliberation platforms – coming from research on Hypermedia, Collective Intelligence and Argumentation – that enable more structured, engaging and transparent online deliberation processes. The talk will focus on the description of some of these technologies and summarise research studies in which they have been used to effectively support online deliberation in the Education, Healthcare and Public sector. The talk will conclude proposing reflections and future research on collective intelligence and online deliberation platforms to socially innovate and to re-engage citizens with the democratic process.

The success of software engineering projects is in a large part dependent on social and organization aspects of the development community. Indeed, it not only depends on the complexity of the product or the number of requirements to be implemented, but also on people, processes, and how they impact the technical side of software development. Social debt represents patterns across the organizational structure around a software system that may lead to additional unforeseen project costs. Condescending behavior, disgruntlement or rage quitting are just some examples of social issues that may occur among the developers of a software project. While the research community has recently investigated the underlying dynamics leading to the introduction of social debt (e.g., the so-called “community smells” which represent symptoms of the presence of social problems in a community), as well as how such debt can be payed off, there is still a noticeable lack of empirical evidence on how social debt impacts software maintenance and evolution. In this paper, we present our position on how social debt can impacts technical aspects of source code by presenting a road map toward a deeper understanding of such relationship.

Web development needs have radically shifted with the emergence of third party social media sites and the growth of mobile computing. Independent of the shift to the Cloud, the shift in how people communicate and what they use to communicate is having a profound effect on web development. Organizations no longer need just web sites but rather an integrated online presence. Traditional web development therefore needs to evolve to meet this need. This presentation discusses how organizations need to evolve their web strategy to take into consideration disruptive shifts, especially the increasing importance of mobile. It also provides a comprehensive set of recommendations on how to build more effective strategies.

Robert Scholz presented the importance to investigate concepts, which enable the unification and the common understanding and the replication of ICT architectures. He pointed out how to achieve an unified approach which aims to fulfill complex and integrative ICT solutions for Smart Cities. The presented approach aims to base on the idea of openness with 1) respect to interfaces 2)software components and 3) data. It was shown that those are seen as the main ingredient of an ICT eco-system for Smart Cities.

By re-imagining their operational support systems to adopt self-serve and data lead principles they have substantially reduced the number of applications and complexity of their operations. The result has been a substantial reduction in risk and costs while improving time to value, innovation, and process automation. Future innovation plans include the exploration of uses of EKG + Generative AI.

Heather Hedden, Senior Consultant at Enterprise Knowledge, presented “Enterprise Knowledge Graphs: The Importance of Semantics” on May 9, 2024, at the annual Data Summit in Boston. In her presentation, Hedden describes the components of an enterprise knowledge graph and provides further insight into the semantic layer – or knowledge model – component, which includes an ontology and controlled vocabularies, such as taxonomies, for controlled metadata. While data experts tend to focus on the graph database components (RDF triple store or a label property graph), Hedden emphasizes they should not overlook the importance of the semantic layer.
