What is a Smart Sustainable City?
A smart sustainable city is an innovative city that uses
information and communication technologies and other
means (Collective/Citizen Intelligence) to improve
quality of life, efficiency of urban operation and
services, and competitiveness, while ensuring that it
meets the needs of present and future generations with
respect to economic, social and environmental aspects

What´s WeLive (I)
A novel We-Government ecosystem of tools (Live) that is
easily deployable in different PA and which promotes co-
innovation and co-creation of personalised public services
through public-private partnerships and the
empowerment of all stakeholders to actively take part in
the value-chain of a municipality or a territory

“Designing the City” in Bibao with Citizens &
Companies
TOGETHER they explored person-centric INNOVATION
METHODS which help to spot new opportunities for new
Public Service Apps based on the real needs of
CITIZENS/COMPANIES/PUBLIC ADMINISTRATION
On 18 & 24 June citizens/SMEs from Bilbao were invited to
workshop for the design of new public service apps (PSAs) to
enable a more Participative and Sustainable City

• Phase 1: co-experience
– Inspire and involve: Allows citizens and companies to point out
needs reports to Public Authorities; Public Authorities to launch
call for ideas (i.e. challenges)
• Phase 2: co-definition
– Idea Generation/Elaboration: Allows citizens and companies to co-
define and elaborate ideas that respond to challenges,
participation and engagement of citizens is promoted by reputation
score
– Evaluation and selection: Allows Public Authorities to evaluate and
select the best ideas

Open Innovation Area (OIA), Visual Composer,
Marketplace, Analytics Dashboard Support
• Phase 3: co-development
– Refinement: Allows the owner of an idea to define
functional, technological and user interface requirements
– Implementation: Interacts with the Visual Composer in order
to let users to comment and rate the co-created mockups of
the co-created public services
• Phase 4: co-delivery
– Monitoring: The idea, linked to artefacts published in the
marketplace, can be commented and their usage monitored
by WeLive Analytics Dashsboard
