  • 12. DO WE NEED A SHARED EUROPEAN MOOC PLATFORM? ADVANTAGES EUROPEAN LEARNER PROFILE A profile to aggregate student's academic achievements and provide integration with career services and professional orientated social networking platforms like LinkedIn
  • 13. DO WE NEED A SHARED EUROPEAN MOOC PLATFORM? ADVANTAGES ACCESSIBILITY For students that have geographical or economic limitations, or even health disabilities, have the possibility to experience foreign cultures through the contact with international learning communities

BARRIERS ASSESSMENT AND ACCREDITATION It is necessary to develop a regulatory framework to allow the unbundling of course design, provision and certification, and OER assessment to happen on a credit-equivalence basis by independent providers A major hurdle to the integration of open learning with formal learning due to the lack of international accreditation and assessment services

BARRIERS RECOGNITION OF PRIOR LEARNING (RPL) Initiatives to share resources in the RPL should be piloted and deployed, so that the equivalent learning based on the same resources does not need to be checked on multiple occasions Already in innovative practice in many institutions but usually has deeply idiosyncratic, labor-intensive and not particularly cost-effective or scalable institutional policies
  • 16. DO WE NEED A SHARED EUROPEAN MOOC PLATFORM? BARRIERS OER ADOPTION There must be a strong base of support within institutions – both in terms of leadership and resources, and an existing culture of openness, including policies and practices around the creation and use of OER Universities are still reticent to reuse openly licensed courses and the lack of availability of committed staff members and support from senior management
  • 17. DO WE NEED A SHARED EUROPEAN MOOC PLATFORM? BARRIERS ADMINISTRATION Again, there must be a strong base of support within institutions, governments and European Commission Administrative and bureaucratic difficulties of managing a project with a large number and variety of stakeholders
