According to the official documentation, it is possible to follow three guidelines that correspond to the available sources: too many residence permits issued by the police headquarters, the resident population data provided by censuses and municipal registry regularization of irregular past work situations. Apart from the illegal immigrants, the analysis of the sources shows how the foreign immigration in Italy has been particularly high from 1980 onwards: in just ten years the number of both visitors and residents was more than doubled .

The ethnical composition of the migratory movement changed and foreigners from third world countries increased, commonly called "extracomunitari", not belonging to ECC, forced to leave their homeland for the serious and persistent imbalance between population growth and economic development. The regions most affected by immigration are Lazio and Lombardia.

In addition to illegal immigration, there were three other flows of immigration within the European Union: 1)those foreign workers with a valid residence permit; 2)those who wanted the admission for family reunification 3)those refugees who asked political asylum. In Italy between 1990 and 1995 there were 300.000 immigrants, then the number of immigrants has increased and, according to current estimates, today they are about four million. This presence is very diversified and divided, a mingling of cultures, religions and different traditions : the 40% come from EU countries (so the term “immigration” would be improper), the Africans are almost 30% (two thirds from North Africa), the remainder come from Eastern European countries and from the Balkans. Foreigners often act as labour force in particularly strenuous and not profitable activities.

Secondo la documentazione ufficiale, si possono seguire tre direttrici che corrispondono alle fonti disponibili: · troppi permessi di soggiorno rilasciati dalle questure, · i dati sulla popolazione residente forniti dai censimenti e dalle anagrafi comunali · le regolarizzazioni di pregresse situazioni lavorative irregolari. Tralasciando i clandestini, l'analisi delle fonti mostra come l'immigrazione straniera in Italia sia stata particolarmente consistente a partire dal 1980: in soli dieci anni fu più che raddoppiata la consistenza numerica tanto dei soggiornanti quanto dei residenti.

La composizione etnica della corrente migratoria cambiò e aumentarono gli stranieri provenienti dai paesi del terzo mondo e detti comunemente "extracomunitari" in quanto non appartenenti alla Cee, costretti ad abbandonare la propria patria per il grave e persistente squilibrio tra crescita demografica e sviluppo economico. Le regioni più interessate dal fenomeno migratorio risultano essere il Lazio e la Lombardia.

A fianco di un'immigrazione clandestina, vi erano altri tre filoni di immigrazione all'interno dell'Unione europea: quella dei lavoratori stranieri con regolare permesso di soggiorno, quella di coloro che volevano l'ammissione per ricongiungimento famigliare quello dei rifugiati che chiedevano asilo politico. In Italia tra il 1990 e il 1995 gli immigrati erano 300 mila unità, il numero di immigrati aumentò e, secondo le stime attuali, oggigiorno sono circa quattro milioni. Tale presenza è assai variegata e frazionata, un intreccio di culture, di religioni e costumi diversi: il 40% proviene da un paese comunitario (per cui sarebbe improprio il termine di immigrazione), gli africani sfiorano il 30% (due terzi dal Nord Africa), la parte restante proviene dai paesi dell'Est e da quelli balcanici. Gli stranieri spesso fungono da manodopera in attività particolarmente faticose e poco remunerative.
