This document discusses scholarly publishing and how it is changing with new technologies. It notes that while scholars now publish in blogs, podcasts, videos and other online formats, peer review remains key to ensuring quality. While open access is important, the document argues it will not fundamentally change scholarly publishing. Costs of publishing continue to rise much faster than inflation, driven largely by publisher expenses. New models like open access, self-archiving and peer review 2.0 using online collaboration hold promise but have not yet driven large-scale changes.
