1.   CALL FOR APPLICATIONS: WOMEN’S HUMAN RIGHTS TRAINING INSTITUTE (WHRTI), 2011-2013,

The Bulgarian Gender Research Foundation (BGRF), in cooperation with its partners the Center for Reproductive
Rights (CRR) and the Network of East-West Women (NEWW), and in cooperation with representatives of the
Euroregional Center for Public Initiatives (ECPI) are announcing their Call for Applications for the Fourth Round of the
Women’s Human Rights Training Institute (WHRTI), 2011-2013.

The Institute is a unique initiative founded by the three partners in 2004 as a first-of-its-kind programme aimed at
building the capacity of young lawyers from Central and Eastern European and the Newly Independent States (CEE/
NIS) for litigation on women’s rights issues, including:

     •    violence against women,
     •    sexual and reproductive health and rights, and
     •    employment discrimination.

The WHRTI provides participants in-depth knowledge in women’s human rights protection in the three areas noted
above. The WHRTI provides practical skills for development of strategic litigation in the region both at the national
and international levels through using regional and universal human rights mechanisms.

Twenty participants will be selected among practicing lawyers and legal counselors working with human rights or
women’s rights NGOs in the region.

The completed WHRTI application form and all supporting documents must be sent to office@bgrf.org by 31 July
2011.

2.   ANNOUNCEMENT: SMALL GRANTS FUND CENTRAL ASIA, NORWEGIAN HELSINKI COMMITTEE,
     DEADLINE 15 AUGUST 2011

The Norwegian Helsinki Committee is pleased to announce the renewal of our small grants fund for Central Asia.

All organizations with project proposals related to human rights, democratization or furthering of civil society may
apply. However, for Kazakhstan, we encourage projects targeting compliance with the commitments the government
made in connection with the 2010 OSCE chairmanship, as well as political rights. For Kyrgyzstan, we encourage
projects targeting reconciliation between the affected groups as well as defense of basic human rights following the
Osh events. For Tajikistan, we encourage projects that address the rights of minorities and the media.

All project proposals should have a first page cover letter with the organization’s details and contact info. The
proposal should include a background for the project, a time frame, a description of all planned activities, participants
and target group, an assessment of possible risks, as well as the expected goals and result indicators of the project.

The proposal should also include a detailed budget. Budgets should be within the frame of 5000 to 15 000 USD.

All project proposals should be presented in English.

All organizations with project proposals related to human rights, democratization or furthering of civil society may
apply. However, for Kazakhstan, we encourage projects targeting compliance with the commitments the government

We accept proposals until 15 August 2011. The project period is maximum one year.

In the proposal we ask the following:

     •   A cover letter/front page with updated contact details and details on the organization;
     •   The basis for and importance of the project;
     •   Timeline with planned activities and benchmarks;
     •   The main goal of the project and subsidiary goals;
     •   A list of indicators that can illustrate to which extent your goals are achieved;
     •   An assessment of expected risks and actions taken to address these risks;
     •   A detailed budget.

From our grantees the NHC requires:

     •   A midterm narrative report (normally after three months) and a final narrative report three weeks after the
         completion of the project;
     •   Detailed financial reports following NHC standards accompanied by copies of all receipts and a payroll of all
         people involved, three weeks after the project is finalized;
     •   Transparency and non-acceptance of corruption;
     •   Independence and internal democracy;
     •   To be invited to central events and activities;
     •   To be informed of all changes and problems.

There is no application form, but further guidelines for the application are to be found on our website
www.nhc.no .

Applications may be submitted in the period from 1 July to 15 August 2011.

The Norwegian Helsinki Committee will consider all applications in August/September 2011.

         as the Protocol Assistant to the Ambassador, incoming high level USG delegation and other mission
         officials, planning and coordinating high and mid level functions;

     •   Coordinates the Ambassador’s and incoming high level USG delegations’ meetings with senior Government

     •   Supervises 4 staff members of the Chief of Mission Residence (CMR) and coordinates all representational
         events hosted at the CMR. Directly or on behalf of Ambassador assigns work orders and tasks. On regular
         basis controls daily schedule of activities and work load. Reviews all suggestions, proposals and requests
         related to the function of the CMR staff members.

     •   Individually or as a member of a group plans and directs select representational, public and official events of
         the Ambassador hosted both at the CMR, Embassy, governmental and public venues. Functions include
         drafting guest lists, menu and invitation cards, seating arrangement/configuration and other protocol related
         procedures;

     •   In conjunction with the Executive Office Translator ensures proper and complete processing of all
         unclassified incoming and outgoing correspondence and phone calls of the Executive Office.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information
supporting each item.

1.   Education: An earned University degree social science, humanities and/or applied arts is required.

2.   Prior work experience: At least 2 (two) years of progressively responsible experience event/project
     management on high level. At least 2 (two) years of experience in interpreting and translating from English into
     Kyrgyz and Russian and vice versa.

3.   Language Proficiency: English-Level IV/IV (written/spoken), Kyrgyz Level IV/IV (written/spoken) (native, fluent),
     Russian Level IV/IV (native, fluent)(written/spoken) (This will be tested).

4.   Job Knowledge: Thorough knowledge of Kyrgyzstan’s political, economic and social structures and key official
     in national and local governments. Thorough knowledge of the international diplomatic environment. Good
     knowledge of American and Kyrgyzstani social customs, procedures and protocol. Good working knowledge of
     Department of State protocol and correspondence instructions and procedures is required. The incumbent
     knows key state officials by full name, face and basic background information such as political affiliation,
     language ability, area of expertise and etc.
5.   Skills and abilities: Excellent organizational skills in planning and directing multiple complex functions under
     tight and often fluctuating deadlines. Excellent oral and written communication skills which would allow drafting
     high level and complex correspondence. Excellent interpersonal skills and ability to develop and maintain access
     to high-level contacts in the host-government institutions, international organizations and diplomatic community.
     Ability to maintain extreme poise and tactful diplomatic approach under all circumstances. Flexibility to perform
     duties outside of regular working hours and venues in a stressful environment. Ability to work independently and

SELECTION PROCESS

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.
Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

    1.   Management will consider nepotism/conflict of interest, budget, and residency status in determining
         successful candidacy.

    2.   Current employees serving a probationary period are not eligible to apply.
3.   Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or
         Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

    4.   Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to
         apply for advertised positions within the first 90 calendar days of their employment.

    5.   Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for
         advertised positions within the first 90 calendar days of their employment unless currently hired into a
         position with a When Actually Employed (WAE) work schedule.

6. The candidate must be able to obtain and hold a local security clearance.

                                                               DEFINITIONS

1. Eligible Family Member (EFM): An individual related to a U.S. Government employee in one of the following
                                 ways:

    •    Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
    •    Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The
         term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal
         guardianship of the employee or the spouse when such children are expected to be under such legal
         guardianship until they reach 21 years of age and when dependent upon and normally residing with the
         guardian;
    •    Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such
         parent is at least 51 percent dependent on the employee for support;
    •    Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or
         of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried,
         and under 21 years of age, or regardless of age, incapable of self-support.
2. U.S. Citizen Eligible Family Member (USEFM): For purposes of receiving a preference in hiring for a qualified
position, an EFM who meets the following criteria:

    •    U.S. Citizen; and,
    •    EFM (see above) at least 18 years old; and,
    •    Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or
         stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in
         Taiwan; and either:

             1.   Resides at the sponsoring employee's or uniformed service member's post of assignment abroad
                  or at an office of the American Institute in Taiwan; or
             2.   Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3
                  FAM 3232.2.

3. Appointment Eligible Family Member (AEFM): EFM (see above) eligible for a Family Member Appointment for
purposes of Mission employment:
             •    Is a U.S. citizen; and
             •    Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring
                  employee who is unmarried and at least 18 years old; and
             •    Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and
                  Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or
                  uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission,
                  or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority;
                  and
             •    Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the
                  American Institute in Taiwan.
             •    Does not receive a Foreign Service or Civil Service annuity

4. Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or uniformed service
member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of
the American Institute in Taiwan. An MOH is:

    •    Not an EFM; and,
    •    Not on the travel orders of the sponsoring employee; and,
    •    Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls
outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a U.S.
Citizen.

4. Not Ordinarily Resident (NOR) – An individual who:

    •    Is not a citizen of the host country; and,
    •    Does not ordinarily reside (OR, see below) in the host country; and,
    •    Is not subject to host country employment and tax laws; and,
    •    Has a U.S. Social Security Number (SSN).

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

5. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:

    •    Is locally resident; and,
    •    Has legal, permanent resident status within the host country; and,
    •    Is subject to host country employment and tax laws.

EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are
compensated in accordance with the Local Compensation Plan (LCP).

Административный ассистент осуществляет административную и документальную поддержку
деятельности общей приемной ФСК.

Обязанности:

     •   Прием посетителей и их консультирование (ориентирование по программам, сотрудникам программ);
     •   Ответы на телефонные звонки;
     •   Поддержание базы данных партнеров ФСК (грантополучателей, НПО, международных организаций,
         посольств) и государственных учреждений;
     •   Регистрация входящей корреспонденции, передача корреспонденции в соответствующие отделы или
         соответствующим сотрудникам на рассмотрение;
     •   Регистрация исходящей корреспонденции;
     •   Отправление исходящей корреспонденции курьерской почтой;
     •   Работа с офисной техникой;
     •   Организация проведения телефонных переговоров исполнительного директора, запись в его
         отсутствие полученной информации и доведение ее до сведения исполнительного директора/
         ассистента исполнительного директора;
     •   Регистрация времени прихода и ухода сотрудников;
     •   Регистрация посетителей;
     •   Комплектация доски объявлений и стеллажей с объявлениями о конкурсах.

Требования:

     •   Высшее образование;
     •   Опыт работы в должности ассистента;
     •   Знание делопроизводства, правил делового общения;
     •   Опыт административной работы;
     •   Отличное знание русского и английского языков (кыргызского - преимущество);
     •   Способность работать внутри сети Фондов открытого общества и приверженность его ценностям;
     •   Способность работать в команде;
     •   Отличные коммуникативные навыки;
     •   Отличные навыки работы на компьютере;
     •   Опыт работы в международной организации является преимуществом.

Заработная плата

Заработная плата устанавливается в соответствии с квалификацией и опытом кандидата.

The Institute is a unique initiative founded by the three partners in 2004 as a first-of-its-kind programme aimed at building the capacity of young lawyers from Central and Eastern European and the Newly Independent States (CEE/ NIS) for litigation on women’s rights issues, including: • violence against women, • sexual and reproductive health and rights, and • employment discrimination. The WHRTI provides participants in-depth knowledge in women’s human rights protection in the three areas noted above. The WHRTI provides practical skills for development of strategic litigation in the region both at the national and international levels through using regional and universal human rights mechanisms. Twenty participants will be selected among practicing lawyers and legal counselors working with human rights or women’s rights NGOs in the region. ANNOUNCEMENT: SMALL GRANTS FUND CENTRAL ASIA, NORWEGIAN HELSINKI COMMITTEE, DEADLINE 15 AUGUST 2011 The Norwegian Helsinki Committee is pleased to announce the renewal of our small grants fund for Central Asia. All organizations with project proposals related to human rights, democratization or furthering of civil society may apply. However, for Kazakhstan, we encourage projects targeting compliance with the commitments the government made in connection with the 2010 OSCE chairmanship, as well as political rights. For Kyrgyzstan, we encourage projects targeting reconciliation between the affected groups as well as defense of basic human rights following the Osh events. For Tajikistan, we encourage projects that address the rights of minorities and the media. All project proposals should have a first page cover letter with the organization’s details and contact info. The proposal should include a background for the project, a time frame, a description of all planned activities, participants and target group, an assessment of possible risks, as well as the expected goals and result indicators of the project. The proposal should also include a detailed budget. Budgets should be within the frame of 5000 to 15 000 USD. All project proposals should be presented in English. All organizations with project proposals related to human rights, democratization or furthering of civil society may apply. In the proposal we ask the following: • A cover letter/front page with updated contact details and details on the organization; • The basis for and importance of the project; • Timeline with planned activities and benchmarks; • The main goal of the project and subsidiary goals; • A list of indicators that can illustrate to which extent your goals are achieved; • An assessment of expected risks and actions taken to address these risks; • A detailed budget. From our grantees the NHC requires: • A midterm narrative report (normally after three months) and a final narrative report three weeks after the completion of the project; • Detailed financial reports following NHC standards accompanied by copies of all receipts and a payroll of all people involved, three weeks after the project is finalized; • Transparency and non-acceptance of corruption; • Independence and internal democracy; • To be invited to central events and activities; • To be informed of all changes and problems. There is no application form, but further guidelines for the application are to be found on our website www.nhc.no . Applications may be submitted in the period from 1 July to 15 August 2011. A MOH does not have to be a U.S. Citizen. 4.
