2. MOOC – Massive Open On-line
Courses – but what does it mean?
MASSIVE
the number of participants is much larger compared to traditional
lectures;
the course model assumes that it is conducted in the same way;
regardless of the number of participants;
the most popular MOOCs exceeded the number of 200,000 students;
OPEN
open and accessible to all users: no preliminary verification;
at least one course is always open on the platform;
knowledge available in any place and time;
the course can be completed without any fees from students;
ONLINE
available on the Internet;
COURSES
multimediality and interactivity, diversity of means of communication;
social interactions: student-student, student-instructor;
syllabus, course program, literature;
feedback for students allowing them to learn from mistakes;
any form of recognition: badges, certificates.
3. MOOC Competition – November
2017
The project covered the design and implementation of e-learning
courses (2 options):
option 1: Educational courses recommended for students,
constituting an additional element of the education process at the
first or second level of the university degree;
option 2: Massive Open Online Course (MOOC) available to all
users.
Basic criteria
courses must be free and widely available;
courses selected for funding will be placed on a dedicated
platform;
the Ministry of Science and Higher Education to be the platform
administrator;
the platform, based on polonized Open EDX technology, will
include e-learning / MOOC courses;
the platform to be open-source software under license from the
AGPL;
The Ministry plans to support the design of several educational
course cycles (not exceeding 24 months).

Expected outcomes
Implementation of the courses should lead to students acquiring at
least two of the following competencies:
language skills;
digital literacy;
analysis, including the problem-solving ability;
communication skills;
entrepreneurship.
Risks
lack of interest among users workload related to developing on-
line courses;
lack of interest among HEIs;
low level of knowledge about MOOC among academic staff;
the need to employ qualified IT staff to handle the platform;
attractiveness and quality assurance;
high level of competitiveness of foreign entities.
5. MOOC Competition – and the
winner is…
And the winner is…
The Young Science Foundation has won the competition and will be
responsible for:
organization of stakeholders cooperation;
development of implementation of the project’s substantive
principles;
availability of funding.
Such measures will allow:
the development of the tool and the first courses;
the pilot phase aimed at launching the courses gradually;
the first courses to be diverse and to engage not only universities,
but also other entities, primarily entrepreneurs;
the courses to remain available at all times (the new ones are run
regularly and restoration of already completed).
6. Polish MOOC
The national MOOCs platform should:
NOT be a polonized copy of the foreign platforms;
NOT merely be a hardware;
provide a system solution supporting co-operation of different
stakeholders such as: universities, enterprises, non-governmental
and industry organizations, public administration and academic
teachers;
regardless of the subject of MOOCs represent high-quality
content and didactic.
The provisional scheduling of the implementation:
Development of the Polish MOOC ecosystem - methodology,
institutions, management, evaluation (12.2017 - 03.2018);
Technical work on the implementation of the Polish MOOC
(12.2017 - 09.2018);
Preparation and launching of 4 courses, including the course on
how to create courses (01.2018 - 10.2018);
START of the platform - 1/10/2018;
Project management (12.2017 - 12.2019).
