Why Utilities Should Care About
Electric Vehicles (EVs)
•EVs are an opportunity and challenge for the electric
sector
•EVs represent a load and revenue growth opportunity
for electric utilities
•Lower vehicle operating and maintenance costs benefit
customers and fleet operators
•The lack of tailpipe emissions improves public and
environmental health within the community
•If the new load is left unmanaged, customers can add to
system peak demand and stress grid infrastructure
10. #PublicPower www.PublicPower.org
EV Market Trends
•EV prices are coming down
•EV sales are increasing globally
EV sales in the US were not as high as hoped for
2019 (2018 sales were higher)
•EV range is improving
•More EV models are entering the market
•EVs go beyond personally owned vehicles
•The rate of charging infrastructure deployment is
increasing
•Diverse stakeholders are entering the charging
infrastructure market
11. #PublicPower www.PublicPower.org
EV Market Obstacles
•Upfront cost
•Knowledge and awareness
•Charging infrastructure availability, reliability, and
interoperability
•Range anxiety
•Access to EVs
12. #PublicPower www.PublicPower.org
What Your Utility Can Do
•Deploy charging infrastructure
•Educate employees, customers, and auto-dealers
•Electrify utility fleet and support external fleet
operators as they electrify
•Evaluate rate design and payment options
•Pilot vehicle-grid integration technologies
•Provide incentives
•Monitor and evaluate EV adoption and grid impacts
within community
13. #PublicPower www.PublicPower.org
Deploy Charging Infrastructure
Utilities can:
•Incentivize other companies to
deploy charging stations within
their communities
•Conduct make-ready
investments
•Deploy utility owned charging
stations
Elk River Municipal Utilities, MN
14. #PublicPower www.PublicPower.org
Electrify Utility Fleet and Support
External Fleet Operators as they
Electrify
•Utilities can lead by example by electrifying their
own fleet
•Utilities can assist fleet operators understand
charging needs, operations, and costs
Kirkwood Electric, MO
15. #PublicPower www.PublicPower.org
Evaluate Rate Design and
Payment Options
•Utilities can examine their rate offerings to see how
they may be incentivizing or de-incentivizing EVs
•Rate design can also be used as a tool to help
manage new load
•For example, time-of-use (TOU) rates are popular
for EV specific rates because they can encourage
drivers to charge off peak
17. #PublicPower www.PublicPower.org
Pilot Vehicle-Grid
Integration Technologies
•These technologies help with
load management
•Smart Charging/V1G enables
utilities to slow down or turn
off vehicle charge like in a
traditional demand response
program
•Vehicle-to-grid/V2G is where
utilities can use EVs to supply
power back to the grid
Austin Energy, TX
V2G Pilot with Pecan
Street
19. #PublicPower www.PublicPower.org
Monitor and Evaluate EV Adoption
and Grid Impacts within
Community
•Utilities can:
Track adoption within their communities
Monitor state policies and regulations that may
impact adoption
Study driver and charging behavior
Analyze charging station utilization
21. #PublicPower www.PublicPower.org
Educate Employees,
Customers, and Auto-Dealers
•As trusted energy advisors, utilities can educate
their community about the technology, benefits
and challenges associated with driving an EV,
available incentives, rate options, and more
•Educational efforts can range from information on
the utility website to in-person ride and drive
events
23. #PublicPower www.PublicPower.org

•Examine your state and local
conditions
•Develop a strategy and timeline
•Determine metrics
•Designate a champion
•Work across utility to refine and

Ride and Drive Events at farmer’s markets,
sustainability-related events (e.g., Earth
Day events), or classic car shows, is a
great way to allow customers to
experience driving electric.
Test drives open people’s eyes to the
advantages EVs offer, especially their
responsiveness. Local auto dealers may
also realize the benefits and may want to
participate to help drive customers to their
showrooms.

30. For rural, suburban, and urban dwellers alike,
selection of an EV is often dependent on their
awareness of sites in their community where they
can charge.
By investing in charging infrastructure, the utility
can accelerate market growth and spur the local
economy by enabling EV tourism, while capturing
the economic benefits of EV charging on its
system.
Chelan PUD has installed Lv2 chargers in
partnership with local businesses to create local

opportunity to enhance electric vehicle
adoption and provide benefits for
government, utility and business
employees. Smart charge software helps
ensure that these new loads don’t disrupt
the grid .
The City of Ashland provide businesses
$500 per charger for businesses that install

transportation electrification projects in low income communities, including a non-
emergency medical services transportation pilot and a multi-family and low-income
housing car share pilot.
Pacific Power was a primary funder for Forth’s Community Electric Vehicle (CEV) Pilot
Project. The project was a partnership between Forth and Hacienda CDC to test the
feasibility of an electric car share in the Cully Neighborhood a low income
neighborhood in NE Portland.
Forth, Pacific Power and other local partners to launch an EV car share in rural Hood
River, Oregon to test the financial sustainability of car sharing for low income residents,
City employees, and the community at large.

33. • Think about who you need to partner
with community, local or regional.
• New infrastructure can take lots of
time and planning, so start now.
• Leverage “creative” partnerships,
think about community based
organizations that might be willing to
work with you.
• Build in an equity component, where
are you locating these projects? Who
are you looking to reach?
• Be creative, combine the release of
an EV Charger rebate to customers
with a community Ride and Drive.
