What issues are covered by FLEG?Illegal logging But this takes many forms:Poverty driven: rural livelihoods, for firewood or subsistence needs.Commercially driven, down right theft, or because the bureaucracy is too time consuming and burdensomeInfringements in an otherwise legal operation (i.e. taking too much)Corruption within the system, creating an unfair playing fieldCorruption within monitoring and enforcement institutions (civil service salaries)Other forms: Incidence of forest fires: 85-90% of forest fires are of human originIllegal grazingMuch caused by lack of knowledge and general acceptanceImpacts are devastatingFLEG inappropriately named, emphasis on Law EnforcementTo improve governance:Address the drivers:Vision, consensus and then the policy to address these issues.Right policy to address the causes of illegal loggingRight legislation and regulationsRight institutional set up with the right culture and ethos within those organizationsStakeholders and public need to be informed and educatedProfessionals, judiciary, journalists and public need trainingImproved monitoring and enforcementTo make improved governance sustainable takes considerable time as it requires changes in attitude and behavior.
In 2004 ENA FLEG process initiated which led to the 2005 St Petersburg conference on FLEG. Brought together more than 300 stakeholdersMinisterial declaration signed by 44 countries as well as the EC and US made a total of 29 of commitments both nationally and internationally, such as moblize high level political support for the FLEG Review legislationStrengthen inter-agency cooperationAdopt strategies to address the under-lying causesStrengthen international and regional cooperationPrepare national action plansFollowing the St Petersburg conference dialogue continued; in 2006 in Anatalya Turkey International workshop on implementing the St P decFollowed in Bucharest and RomeEC recognized that this process would not be easy and decided to support this process and included the Regional assistance under priority 2 of the ENPI East program.
