In 2008, in Spain, the first regulatory framework was
published on professional accreditation certificates
awarded through blended learning, setting out the
minimum criteria for content, methodology and
platforms. Later, the State Public Employment Service
(SEPE) issued the Order regulating accreditation for
distance learning. This was produced with great clarity
and rigour, leaving no room for doubt or
misunderstanding. It was a brilliant exercise that many
other countries would have loved to emulate.
This new situation involves two kinds of e-learning
players
- There are the big players, who are trying to
corner the national market by aligning with
educational establishments throughout all the
Spanish regional areas. Naturally, their turnkey
solutions leave the educational centres acting
as nothing more than mere implementers, just
taking their fee.
- Then, there are the lifelong educational
establishments, which want to do things their
own way, playing their cards as they know best
because they truly understand that work well
done always has its reward
If you belong to this second group, you might just want
to carry on reading.
Regarding technological platforms, there are many
requirements for being able to issue accreditation
certificates. This clearly shows us that not all platforms
are equally good, and not everything we come up with
is going to be a perfect fit. Since its inception, Moodle
could not fully support all the specifications, and not
even a giant like Sakai can do so. This means that the
best solution is to partner with an e-learning
technology provider able to do this work for us, so we
can focus on managing accreditation certificates -
unless we want to die trying.
