Boosting Regulatory Advantages Vis à vis Emas Registration
Main objective:
to increase the adoption
of measures of
regulatory relief to
support EMAS adoption
in participating countries
and regions
by means of the full
integration of EMAS in
EU environmental
legislation as a leverage
to remove, reduce, simplify
the administrative costs
and burdens for the EMAS
registered organizations
(i.e. better regulation),
and as a way to encourage
the adoption of voluntary
environmental certification.
BRAVER is essentially a
“demonstration project”
for testing, evaluating and
disseminating at EU level a
new approach to valorize
EMAS. This new method is
based on outlining and
testing better regulation
proposals, assessing their
feasibility and their cost-
effectiveness for
organizations and
institutions.

Regulatory
Relief:
legal instruments (as
Command and Control
regulations) are modified
so that burdens on
EMAS organizations are
removed, reduced or
simplified with a view to
encouraging the efficient
operation of markets and
raising the level of
competitiveness.
Promotional
incentives:
an EMAS registered (or
ISO 14001 certified)
organization is
“rewarded” with fiscal
and/or economic
incentives (tax relief,
easier access to GPP,
funding support,
reduction of financial
guarantees when these
are required, etc.)
