10. These community outreach meetings are
being conducted to understand community
needs for a proposed arts venue in the
Reston Town Center.
The proposed arts center would be a result
of a proffer from Boston Properties in the
next phase of Reston Town Center
development (Block J).
The proffer would provide for an
approximately 60,000 gross square foot
facility (maximum) to house a stage suitable
for large-scale music and dance
performances, as well as other arts-related
amenities.

The County and RCC will seek to maximize
the ability of this project to meet the goals of
One Fairfax and the Countywide Strategic
Plan. If undertaken, this project will result in
a facility that serves everyone equitably and
with high quality.
The County and RCC want to maximize the
usefulness and activation of all capital
projects undertaken on behalf of the public.
12. RCC will not raise the Small District 5 tax
rate to accomplish this project.
The County will seek partners for funding for
the capital project.
We are not discussing opposition to this
project – please forward feedback or
questions to this email:

DEVELOPMENT
18. Previous Market Research Results
Surrounding performing arts venue context
• The surrounding areas have options for small–medium flexible
spaces for rental.
• What is missing is a space designed for performance use with
professional technical support, stage capacity and related
support spaces at the mid-size seating capacity (300-700).
• The area can support a medium capacity performance venue. The
major types of performances would be music, dance and theatre.
• Also missing are small intimate venues designed for spoken
word, comedy, jazz and other small groups.
• Artists and arts groups find it hard to rent quality rehearsal/studio
spaces.

19. Regarding the arts venues in the region, there
are fewer amenities for visual arts. This
community expressed the needs for:
• Professionally equipped/staffed art spaces
• Suitable for all types of arts offerings
• Facilities near home communities
• Recording studios/film/digital media
• Affordable rental rates
• Adequate technical support
• Affordable storage
• Artist studios
• Galleries

Notas del editor
Welcome by Beverly Cosham, Chair, Reston Community Center Board of Governors
Thank you for coming. . . .
Go over Zoom Protocol; Muting should be on unless speaking.
Welcome! We appreciate you taking the time to meet with us tonight. We look forward to hearing your input on the Feasibility Phase of this exciting potential project, the Reston Arts Center! This event is the fourth of a series of 5 engagement meetings to solicit Reston and Fairfax County community input to help inform the programming and resulting cost estimate for this feasibility phase. Your feedback is crucial to help us plan and design this facility to best meet the needs of your community.
A couple of housekeeping items:
These are all public meetings that are being recorded so that people who can’t be here can view them at a later time and contribute in writing.
Introductions:
Thank you to Reston Community Center for hosting this event and facilitating this dialogue with the community.
And DPWES represents the County’s interest in reviewing the proffer and has considerable technical expertise with this type of capital facility development.
And we are Sue Hains and Amy Upton from Grimm + Parker Architects –a local architectural design firm that will be leading these discussions and translating what we hear from you to programming and space planning to generate a cost estimate.
A brief agenda for tonight’s meeting.
We will be taking the first 10-15 minutes for a brief introduction, some scene setting, and project overview.
That will leave us with a solid hour for a discussion – we have a series of questions to go through and we’d love to hear from all of you tonight in this group. First focus is on FCPS, then Arts Education in terms of Adult Education and Non-Profit with focus on Equity and Opportunity Neighborhoods
And in the final 5-10 minutes we will wrap up, cover any final Q+A, and talk about the next wrap up session.
Read slide; Very important not to get ahead of ourselves; we want information to determine space types and allocations so cost estimating can be done – without that Fairfax County can’t respond to the proffer opportunity. NO DESIGN WILL HAPPEN UNTIL AND UNLESS THE PROFFER IS ACCEPTED!
We’re using the Zoom platform for polls today.
Just as we did in our opening meeting, we are going to open with some demographic questions – also to loosen everyone up and get used to the poll function in Zoom.
We want to get an understanding of who’s in our virtual room today.
Note here that these are the categories used by the US Census

Bottom line – the goal of the County and the RCC is to be good stewards of public funds. Serving the entire community equitably and with high quality.

Great location for public transportation (Metro, Bus), walking (connections across streets and across the W&OD Trail), and easy access from the Toll Road and Parkways. Easy walk from the Reston Town Center just north of the trail.
Here’s the same vicinity map with an overlay of the Boston Properties Development Concept showing the site in the lower right hand corner – Block J.
And here’s a blow up of that concept – you may have already driven or walked around the Block A and B buildings that are almost complete so you can get a sense of the scale of the development – it’s much smaller scale than you think and very walkable with lots of gathering spaces, shared parking, bike lanes, leisure spaces as well as restaurants/retail/residential and offices.
This is a Use diagram to show you the variety of program types in the new development plan. Among the ground retail options are likely to be several restaurant options.
Years of surveys and research has been done leading up to this effort to identify the need for performing and visual arts space in Reston.
We kicked off this engagement process with a general meeting to discuss big picture needs, wants, priorities for the proposed arts facility.
We got some great feedback to set the stage for these smaller focus group discussions to get more specific info from the community with a focus on performing arts, visual arts, and now arts education/equity.
We met with folks interested in performing arts a couple of weeks ago and here is a snapshot of some of their input results.
We met with folks interested in visual arts a couple of weeks ago and here is a snapshot of some of their input and the activities and spaces that are desired.
Tonight we are going to focus our discussion on how we can address the arts related needs in the FCPS system and beyond.
This is where we presenters turn into listeners – we want to give our audience a voice.
We have an hour of time. We want to make sure everyone has a chance to be heard – let’s stay positive and be respectful of time and giving a chance for others to give their answers.

Imagine you had a magic wand – what arts experiences and spaces would your family enjoy? What do you need?
In what ways can the facility make everyone feel welcomed and included?
We will have 1 more outreach meeting.
We will conclude on April 4 with a wrap up meeting, again virtually, to confirm your community’s programmatic needs and desires for this new Reston Arts Center.
Please pre-enroll because it is important for us to email you the link.
The recording of tonight’s meeting will be accessed via the Fairfaxcounty.gov website – as will a PDF of these presentation slides.
Thank you again for all of your input tonight – we are excited about this project and the opportunity to learn from you all tonight.
