Significance of process and Policy Dialogue
that ‘policy’ relates to ‘values’ (or is synonymous with
‘values’), and that the ‘allocation’ of values will,
inherently, be the subject of multiple judgements and
factors – some straightforward and evidence-based,
most not.
Policy dialogue is to be seen as a discussion over
the relative importance (the allocation) of values to
(by) players.
While we would all feel more comfortable with better
evidence, evidence is but one factor in ‘good’ policy-making.
Our recent evaluation of policy dialogue for
AusAID (see overview on next slide) suggested at
least ten other broad, important, manageable areas
of process in supporting policy development, such as
the clarity of intent, trust, credibility and negotiating
capital.
