2. Cordillera Region’s high vulnerability to
weather-related hazards being located in
the so-called typhoon belt; thus,
frequented by prolonged monsoon rains
and intermittent typhoons.
Why highly vulnerable:
Ecologically fragile, mountainous terrain
Weak coping mechanisms of upland communities
due to lack of tools and institutionalized system
to mitigate risks and impacts
Capacity gaps between LGUs, POs and
community
Absence of village-managed DRRM Hub
3. To install a village-based and managed DRRM
Hub focused on DISASTER PREPAREDNESS.
The community or villagers are at the heart of
decision-making, planning and implementation of pre-
disaster activities.
Villagers develop confidence to present their needs to
the LGU prior to the occurrence of disaster making the
LGU accountable to their request.
4. MAPS prepared by villagers
Ø Multihazard and Risks Maps
Ø Capacity and Resources Maps
Ø VULNERABILITY AND CAPACITY ANALYSIS
Strong voice of villagers to LGUs integrated disaster
preparedness activities into the local development process
with corresponding budget allocation in their Annual
Development Plan and Budget.
Formation of Multistakeholder Preparedness partnership
