It discusses various constraints facing entrepreneurs and small businesses, including lack of skills, access to capital, and an unstable macroeconomic environment. The report recommends governments strengthen the rule of law, create a level playing field for businesses, reform taxes and finance systems, and develop human skills to help build an enabling environment for businesses and entrepreneurship to thrive. Public-private partnerships are also emphasized as a way to engage businesses in sustainable development projects.
