E-EMPLOYMENT SERVICES

2. Why e-employment through
public libraries?
Develop innovative services to modernize libraries
and better address the needs of local communities
Unemployment and underemployment are a
problem for the whole country – the library
network with its new capacities constitutes a good
approach
Partnership with the Employment Agency and its
local units across the country
3. What is our goal?
Expand employment services provided by libraries based on
ICT use and partnership with the EA
Assist job seekers or support own business opportunities to achieve
employment
Enhance the provision of information about job opportunities to the
population in remote and isolated regions
Develop and implement innovative for Bulgarian libraries e-employment
services
Enhance target libraries’ capacity to provide innovative e-services, in
particular in the area of employment
Indirect benefits:
Libraries – even more valuable to the local population
New services = more attractive places
4. Target Groups of e-Employment Services
Unemployed people (including long-term
unemployed, youth, senior people aged 55+, etc.)
Employed active job seekers
People willing to be self-employed or start their
own business
Communities with target libraries: access to new
services and direct information

EA Information Resources
Information about job vacancies:
in the region, district, neighboring districts (from the EODs)
other, published directly on the EA website
in government and local administration structures
information and referral to registered intermediary companies
for job vacancies in Bulgaria and abroad
publishing online job search ads
information, referral and application for job vacancies abroad
– the EURES portal (http://www.az.government.bg/eures/ or
http://ec.europa.eu/eures) – 1,247,910 ads as at 23 October 2012
Support for involvement in employment programs and
measures:
as per the Employment Promotion Act
employment programs and projects funded by European and other
international funds (e.g. Human Resources Development OP)

Need of further development, enhancing libraries’ capacity and
partnership
Information about international summer jobs and internships
for young people
Build on the computer literacy training with the online job
search module
Motivation job search training for long-term unemployed
people
Preparation of various formats of motivation letters and CVs,
etc.
Group training – job interviews (practical training)
Job search consultations – communication with potential
employers and preparation for job interviews
Preparation for job interviews online (one specialist provide
consultations on specific day(s)) ???
Referral to training and retraining for unemployed and
employed people

Services for employers and self-employment purposes
Are they needed?
Is it possible that libraries provide them?
