GWP West Africa: <ul><li>Context: groundwater resources neglected in national and regional water management policies </li></ul><ul><li>To tackle this situation: carrying out a Dialogue between key stkders </li></ul><ul><li>Overall objective: to induce the effective integration of groundwater issues in national and regional water resources management policies, with a special focus on transboundary aquifers </li></ul><ul><li>Justifications: </li></ul><ul><li>- IWRM / Adaptation to Climate Change / MDGs </li></ul><ul><li>- Commitments of African Heads of State ( Ouagadougou 1998, Sharm El Sheikh 2008, Syrte 2008, etc.) and the MoU AMCOW / GWP </li></ul><ul><li>- ECOWAS Regional Water Policy and the MoU ECOWAS-WRCC / GWP-WA </li></ul>Project: “Dialogue for the Collaborative Management of Groundwater in Africa”

Mapping of the transboundary aquifers this Dialogue project is focusing on: Source: adapted from (ANBO, 2007: 84), according to (BRG and UNESCO, 2006). <ul><li>Project area: West Africa sub-region, « enlarged » in order to tackle a common issue or stake , and handle the hydraulic interdependencies </li></ul><ul><li>21 coutries: </li></ul><ul><li>- West Africa (16) </li></ul><ul><li>- Central Africa (3): Cameroon, Tchad & Central African Republic </li></ul><ul><li>- North Africa (2): Algeria & Lybia </li></ul><ul><li>3 sub-regions: ECOWAS ↔ ECCAS ↔ MAU </li></ul>• Dialogue on the sustainable management of: “ National“ aquifers Transboundary aquifers Groundwater at the regional level

Project’s components: <ul><li>Component 1: Assessment and diagnosis of groundwater management both at country and regional level </li></ul><ul><li>-> covering scientific & technical // socio-economic & environmental // legal & institutional aspects of groundwater management </li></ul><ul><li>Component 2: Regional and National Dialogues </li></ul><ul><li>-> series of thematic seminars (e.g. scientific and technical tools to be developed or improved; policy, institutional and legal mechanisms; national and inter-States collaborative frameworks; etc.); </li></ul><ul><li>-> formulation of a regional strategy for the collaborative management of groundwater, including transboundary (with ECOWAS/WRCC) </li></ul><ul><li>-> definition of a roadmap for groundwater management and their integration with surface water through national and regional water management policies </li></ul><ul><li>-> endorsement of the conclusions and recommendations of the Dialogue by decision-makers and technical and financial partners . </li></ul>
  5. 5. <ul><li>Component 3: Capacity building at country level for national experts (scientific & technical as well as legal & institutional) </li></ul><ul><li>Component 4: Sensitisation, communication and visibility </li></ul><ul><li>Beneficiaries: i) States, ii) economic integration organisations , iii) basin water management agencies </li></ul><ul><li>Scientific & Technical partner: OSS </li></ul><ul><li>Coordination with other groungwater related projects in West & Central Africa: </li></ul><ul><li>i) OSS ; ii) GEF, UNEP & UNESCO ; iii) FAO ; iv) IUCN </li></ul><ul><li>Duration & Budget: 3 to 4 years // 6 to 9 M€ </li></ul>
  6. 6. <ul><li>GWP-Med / In the South and East Mediterranean </li></ul><ul><li>Since 2004, annual capacity building activities on technical and policy issues were implemented/supported mostly led by CEDARE. </li></ul><ul><li>- Follow up activities in the design phase / link with climate change. </li></ul><ul><li>GWP-Med / In Southeastern Europe: </li></ul><ul><li>Since 2007, assessment, dialogue and capacity building activities on shared groundwater management in the Mediterranean Balkans. </li></ul><ul><li>- Systematic activities are ready to launch through the GEF supported Programme for the Management of the Dinaric Arc Aquifer System (DIKTAS, 2010-2013). GWP-Med leads ‘Component 4 on Dialogue and Awareness Raising’ comprising of a diverse set of activities. </li></ul>
