• Vodafone decided to commission
Huawei Technologies to develop and
manufacture a customised,
competitively-priced 3G handset.
• Vodafone asked PA to help ensure a
successful outcome within the
challenging nine-month timescale
• PA helped Vodafone to gain the
benefits of offshore development –
fast delivery at lower cost – with
minimal risk and no sacrifice of quality
• The project was outstandingly
successful. The Vodafone 710 3G
handset was delivered on schedule,
and Vodafone launched the product
across Europe in October 2006.

PA’s IPR Services
PA Consulting Group has been active in IPR in mobile technologies for over 12 years.
We are engineers, not lawyers, but we have a good understanding of claim language.
About 80% of our business is technology development for our clients in 2.5G/3G and
beyond 3G technologies.
We use of understanding of patents and our expertise in the standards to provide IPR
services to our clients.
We offer two services in IPR:
• Standard reports
• Custom IPR consulting Services
We are members of ETSI, UMTS Forum and the WiMAX Forum and have links with IP
thought leaders including the European Commissions and a network of patent
attorneys and law firms. We have supported a number of high profile litigation cases in
the US, UK and Europe.

We currently offer a number of standard reports including:
• How to license GSM - which summarizes who owns Essential IP, how they tend to
behave, what royalty rate they are likely to charge and licensing strategies
• PA’s patent-by-patent analysis of patents declared Essential to 3G.
PA’s reports are well known in the industry and have been purchased by more than 20
leading manufacturers of infrastructure and handsets
• Customers include some of the biggest players in 3G
• Customers range across Europe, US, Japan, Korea and Taiwan.
We believe we are the only independent source of information on the truly Essential
patents and this is reflected in the industry recognition for our services.

PA’s 3G Essential IPR reports – a patent-by-patent analysis
PA has taken the lists of patents declared
to ETSI and ARIB (several thousand
families) and evaluated each one against
the 3G specifications to understand
whether it is really Essential or just a useful
implementation.
This information has been captured into a
database (part of the deliverable) and we
provide a report analyzing the strengths
and weaknesses of various companies.
We have packages for:
• WCDMA/HSDPA
• cdma2000 1x/EV-DO
• 3GPP-LTE

Custom Consulting Services in IPR
In addition to our standard reports we also provide customized IP consultancy:
• Patent strategy – Although companies recognize that patents have value, they often don't
maximize the benefit of this early enough when developing IP. PA provides strategic consulting
services to help companies target and exploit IP to achieve maximum value.
• Patent mining – We search your patent portfolio to locate patents you own which might be
Essential to the various wireless standards. Our evaluation methodology allows us to rapidly cut
down hundreds of candidate patents into a few tens which can be further evaluated. Claim charts
can be developed if required.
• Patent Evaluation – Our skills in patent evaluation and ten years' experience in wireless patent
evaluations and the licensing industry are at your disposal. Typically we are asked to develop
claim charts for specific patents or assist in developing a licensing strategy.
• Prior Art Searching – We provide technical expertise to identify if components of the invention
claimed in a patent were known prior to the filing of the patent and thus are invalid. This
information can be used by patent attorneys as defense against alleged infringement action, or as
leverage in negotiation with other parties for patent acquisition.
• Litigation Support – Either direct support to attorneys or testifying expert. PA provides individuals
with technical experience in developing wireless products with specific expertise and real industry
knowledge.

WiMAX Patent Evaluation - Siemens
Siemens has an extensive portfolio of
Intellectual Property (IP) including
WCDMA, cdma2000 and WiMAX. To
optimize licensing revenues, Siemens’
licensing division needs to understand
which patents are Technically Essential.
Siemens turned to PA for help.
PA used its rapid patent evaluation skills to
locate potentially Essential patents from
large candidate lists. PA’s engineers then
worked with Siemens’ patent attorneys and
engineers to evaluate these potentially
Essential patents in detail, including
developing claim charts where appropriate.
PA’s efforts helped Siemens grow its
Essential IP portfolio in the technologies of
interest and present a clear picture of the
portfolio to its licensees.
