  1. Presented to the Midwest Child Welfare Implementation Center (MCWIC) Regional Conference in Chicago April 14-15, 2009 by Gregg F. Wright, M.D., M.Ed.
  2. I am the MCWIC Coordinator for Peer-to-peer aspects. I am a physician with training in pediatrics and specialty training in child development and school health. I was the Nebraska State Health Director from 1983 to 1991. I am now at the University of Nebraska, Lincoln, Center for Children, Families, and the Law where I began a project now called Answers4Families which provides support and information for parents with children with special needs and many other groups. I am involved in training the child welfare workers in Nebraska. These experiences provides several insights into the peer-to-peer aspects of MCWIC.

  12. A Bureaucrat is a person who spends their day cutting red tape . . . lengthwise!
  13. The job of a leader in any bureaucracy is to help people turn the scissors crosswise.
  14. At the Health Department, I learned this lesson. ASTHO is the Association of State and Territorial Health Officers and provided the 50 state health directors with a great deal of peer-to-peer support.
  15. The Answers4Families project taught me this lesson. Everyone involved in child welfare is in a stressful position. We are dealing with the most difficult family situations, with the most vulnerable children, and often there is just not a good solution. Nevertheless, we must continually do what we can to protect children and to strengthen the families that these children need.
  16. The next thirty minutes will look more like speed dating that a panel discussion.
  17. We will be hearing from nine individuals who all are involved in the network of support for child welfare, organized under the Children’s Bureau.

  25. Although they each have much more to say to you, I have asked them to give you the top three minutes about the peer-to-peer opportunities in their areas. The will be around for the rest of the conference and I hope you will take advantage of the opportunity to follow up with them. You will see this slide after each speaker’s three minutes are up. I appreciate the difficult task I have given to the entire group.
  26. For each speaker, I have given you an e-mail address and a web address.

  51. As you discuss, remember this working definition. Of course everyone has peers that are doing similar jobs in the same location. For the purposes of this discussion, we would call these coworkers and not peers. We all recognize how important it is to have good communication with our coworkers. Please consider that connecting with peers in other locations may be just as important, if not more so.

  79. As you discuss, remember this fact. We are operating in organizations under policies and procedures that were developed when this was the only way to communicate if we were out of the office. And yet now many of us, and many of those who work under us, have devices in their pocket that can access the Child Welfare Information Gateway on the web at the touch of a button. It also can deliver e-mail, maps to our next appointment, and even has a camera that can document bruises we may encounter

  84. The encyclopedia used to be the only source of a wide range of factual information. Now we can access the Wikipedia with millions of articles authored by many millions of individuals. And although you may approach the wikipedia with a healthy degree of caution, I was surprised to find out on a recent visit to my son’s medical school, that for many medical topics, the development of the hand for example, it can be a very credible source. Thousands of medical school faculty around the country are making sure that that is true. And wiki type sources can be controlled as internal sites for a closed group of people, making the sharing of important information by multiple authors very easy.

  86. This used to be how grandmothers connected with their grand children. Now, the same grandmother can maintain a connection with her grandchild over many miles with two way audiovisual calls – even reading bedtime stories over the internet. It happens in my family.

  88. So, as you sit down to address your three questions, keep an open mind. Brainstorm. We cannot promise at MCWIC that we can follow up every idea you generate. But we promise to listen and to do everything we can to find the peer-to-peer connections that the children we serve need us to have. And, for sure, we won’t be able to do it if we can’t think of it first.
  89. So, let’s adjourn to our small groups. Address these three questions and report back.
  90. When you are done, we invite you to some face-to-face peer-to-peer connection over hors d’oeuvres. Please fill out the temporary tag that is in your packet. Write legibly the peer-to-peer issue that seems most important to you. You can see what others think at the reception, and perhaps spark a conversation that will take us into the 21st century before it gets any older. We will look forward to your small group work.
