In 1993, X embarked upon the major task of formulating a Technology Vision for the country in various emerging technology areas. The outcome of the Technology Vision 2020 exercise led to the set of 17 documents, including sixteen technology areas and one on services. 20. Microsoft Comic Chat, or simply Microsoft Chat It is a graphical IRC client created by Microsoft, first released with Internet Explorer 3.0 in 1996. It was developed by Microsoft researcher David Kurlander, with Microsoft research's virtual worlds group and later a group he managed in Microsoft's internet division. Its main feature, which set it apart from other IRC clients, is that it enabled comic characters to represent a user; this character could express a specified emotion, possibly making IRC chatting a more emotive and expressive experience.
