3. 1. European teriotorial cooperation
European Territorial Cooperation is one objective of the Cohesion policy that
provides a framework for implementing joint actions and for exchanging
experience among different national, regional and local actors.
Three programme types:
 cross-border
 transnational
 interregional cooperation

4. TRANSNATIONAL COOPERATION
• 13 transnational co-operation programmes (Baltic Sea, Central Europe, South
East Europe)
• financed by the European Regional Development Fund (ERDF)
• public consultation on the draft programmes was running from 10 January until
end of March 2014
• end of 2014 - approval of operational programmes
• first half of 2015 - launch of the programmes and first call for proposals
a) Danube transnational programme
b) Central Europe transnational programme
c) Baltic Sea
The present area of the South East Europe Programme Transnational Cooperation
Programme will be covered in the next programming period 2014-2020 by two
transnational programmes: Danube and Adriatic-Ionian. These two new
programmes will support the development and implementation of two Macro
Regional Strategies: Danube and Adriatic-Ionian Regions.

5. a) Danube programme
• Objective: The programme's global objective is to improve the territorial,
economic and social integration process in South East Europe and contribute to
cohesion, stability and competitiveness of the area through the development of
transnational partnerships and joint action on matters of strategic importance.
o Priority Axis 1 : Facilitation of innovation and entrepreneurship
o Priority Axis 2: Protection and improvement of the environment
o Priority Axis 3: Improvement of the accessibility
o Priority Axis 4: Development of transnational synergies for sustainable
growth areas

6. • Area: EU countries (Austria; Bulgaria; Croatia; Czech Republic; Germany (Baden-
Württemberg and Bavaria) not whole territory; Hungary; Romania; Slovakia;
Slovenia) and 5 non-EU countries (Bosnia and Herzegovina; the Republic of
Moldova; Montenegro; Serbia; Ukraine (not whole territory), having the same
geographical scope than the EU Strategy for the Danube Region
• new Danube programme matches exactly the territory of the EU Strategy for the
Danube Region adopted in 2011

7. Current status:
• the preparation of the new programme is conducted by the Programming
Committee (representatives from all the Danube partner states)
• 1st kick-off meeting organized by the EC, the partner states of the future
ETC Danube Programme met in Vienna last February 2013 to establish
a Programming Committee for the preparation of the Operational
Programme ETC Danube 2014-2020.
• to develop the Danube Operational Programme, which will serve as a basic
document for the implementation of the transnational programme (7
meetings already)

8. b) Central Europe
Objective:
encourages cooperation among the countries of central Europe to
improve innovation, accessibility and the environment and to enhance
the competitiveness and attractiveness of their cities and regions:
•Priority 1: Facilitating innovation across Central Europe
•Priority 2: Improving accessibility to, and within, Central Europe
Priority 3: Using our environment responsibly
•Priority 4: Enhancing competitiveness and attractiveness of cities and
regions

9. Area:
Austria, Czech Republic, Germany, Hungary,
Italy, Poland, Slovakia, Slovenia and Ukraine
Current status
• Programme was developed and will be
submitted to the European Commission in
spring 2014
• Central European Annual Conference – 1-2 July
2014, Vienna (124 transnational projects
implemented since 2007 will in addition be
presented providing a bridge to the upcoming
priorities of the CENTRAL EUROPE 2014-2020
Programme. Last but not least, the conference
will function as the project ideas fair related to
the first call for proposals, which is expected to
open before end of this year. )

10. c) Baltic Sea
• Objectives
To strengthen the integrated territorial development and cooperation for a
more innovative better accessible and sustainable Baltic Sea Region
Priority 1: Capacity for innovation
Priority 2: Efficient management of natural resources
Priority 3: Sustainable transport
Priority 4: Institutional capacity for macro-regional cooperation
• Area
EU member states: Denmark, Estonia, Finland,
Latvia, Lithuania, Poland, Sweden and
northern parts of Germany, as well as the
neighbouring countries of Norway,
north-west regions of Russia and Belarus.
• Current status
Preparations for the new programme were launched in
early 2012 with a first meeting of the Joint Programming
Committee.

11. INTERREGIONAL COOPERATION
INTERREG IV C – in new period INTERREG EUROPE (all EU member states)
Objective:
to help European regions to design and implement regional policies and
programmes more effectively, in particular the EU Structural and Investment Funds
programmes for Growth and Jobs, but also the programmes under the European Territorial
Cooperation (ETC) goal.
The programme aims to do so through enabling exchange of experience,
knowledge and good practices among relevant stakeholders from different
European regions.
•The programme will address four thematic objectives:
o Strengthening research, technological development and innovations
o Enhancing the competitiveness of SMEs
o Supporting the shift towards a low-carbon economy in all sectors
o Protecting the environment and promoting resource efficiency
•Area: EU members states
•Current status: consultation process has finished

12. 2. LIFE
• centrally managed (Co-financing:50% to 70%)
• a catalyst for promoting implementation and integration of
environmental and climate objectives in other policies and Member
State practice
• supporting environmental and nature conservation projects throughout
the EU
• two subprogrammes: one for Environment and one for Climate Action
Current status:
• LIFE multiannual work programme for 2014-2017 has been adopted by
a Commission
• work prgramme 2014-2017 has been apporved in March 2014
• first calles in May 2014
.

13. Subprogramme for Climate Action (€ 864 million):
a) climate change mitigation & adaptation:
o To contribute to the implementation and development of Union policy and
legislation on mitigation/adaptation, including mainstreaming across policy areas, in
particular by developing, testing and demonstrating policy or management
approaches, best practices and solutions for climate change mitigation/adaptation;
o To improve the knowledge base for the development, assessment, monitoring,
evaluation and implementation of effective mitigation/adaptation actions and
measures and to enhance the capacity to apply that knowledge in practice;
o to facilitate the development and implementation of integrated approaches, such as
for mitigation/adaptation strategies and action plans, at local, regional or national
level;
o To contribute to the development and demonstration of innovative
mitigation/adaptation technologies, systems, methods and instruments that are
suitable for being replicated, transferred or mainstreamed.

14. b) Climate Governance and Information:
- And stakeholders support to Union policy-making in the field of climate, and to
promote education for sustainable development;
- To support communication, management, and dissemination of information in
the field of climate and to facilitate knowledge sharing on successful climate
solutions and practice, including by developing cooperation platforms between
stakeholders and training;
- To promote and contribute to a more effective compliance with and
enforcement of Union climate legislation, in particular by promoting the
development and dissemination of best practices and policy approaches;
- To promote better climate governance by broadening stakeholder involvement,
including NGOs, in policy consultation and implementation
