2. and properly presented. To do this we
would need to enlist the help of
professionals, such as Tony Burton the
speaker at the June 18th meeting. They
would need paying. Grants for this purpose
are available and would be applied for. One
such grant has already been received.
Eventually and probably after much
argument and disagreement the Plan would
be submitted to the Council by the HWA. If
accepted by them they would arrange a
referendum in Hadley Wood in order to
ascertain whether the plan had the support
of the majority of residents. If it did have
support the Plan would become official and
the community would then have statutory
power to propose and modify any future
developments. A useful consequence of
reaching this point would be that for every
building subsequently erected in Hadley
Neighbourhood Forum
meeting.
Following the governments Localism Act of
2011 many communities over the UK are
looking at the question of whether to create
a Neighbourhood Forum and formulate a
Neighbourhood Plan. Some are well down
the road to preparing one. The benefit of a
plan (if accepted) would be that Hadley
Wood would have some statutory power
and input into what development takes
place here in the future.
The first step in the process is the setting
up of a Neighbourhood Forum which would
act as a sub committee of the Hadley Wood
Association. To this end a public meeting
was held at St Paul’s Church Hall on June
18th. About 80 residents (see photo)
including Councillors Anne- Marie Pearce
and Jason Charalambous as well as
David Burrows MP attended the
meeting which was chaired by Esther
Kurland. Esther lives in Hadley Wood
and has worked in the field of Urban
Planning most of her career. She
arranged for Tony Burton an expert in
the developing field of Neighbourhood
Planning to speak to the meeting and
at the subsequent open debate it was
clear that a majority of those present
felt that the community should go
ahead and organize a Neighbourhood
Forum.
To do this there have to be at least
21 residents drawn from a cross
section of the community who are
prepared to sign up. All age groups,
genders, ethnicity and incomes. There
can be more than 21 so if you would
like to join (and are prepared for the
hard work which will follow!) please
make contact with the group by mailing
hadleywoodplan@gmail.com
It should be stressed here that this group
is not an exclusive and elite hierarchy
already in place. Any of you can join. If you
do not want to join the forum but have some
ideas about how to improve Hadley Wood
please send them in to the above email
address. This is an exercise open to ALL
residents.
So what happens next? The Forum with
input from residents design a plan. It might
cover parking arrangements, building
issues such as the need for flats for small
families, spaces between buildings and
even potential building sites. It might
include cycleways and it might specify
green field areas which we want to
preserve. There will be many more ideas.

3. Wood the community would receive 25% of
the Community Infrastructure Levy (CIL).
This is money which currently goes to the
Council to pay for the extra facilities (roads,
drains etc) needed when new buildings are
put up. The money would be available for
us to use for community projects.
Is this just a cunning plan of the
Government to identify potential building
land? You might be forgiven for thinking so.
However it is clear from speaking to local

Running Club
How We Run Club (HWRC) recently entered
one of the Race for Life events held at Trent
Park over a 5 kilometre course. A large team
of thirty runners aged from HWRC aged from
7 to 55 years took part raising over £2000 for
the Charity. Race for Life is the largest women
only fundraising event in the UK. Its parent
Charity is Cancer Research UK. There are
many Race for Life events in different parts of
the country each year. Our next big event is
the Oxford Half Marathon which is in October
with over 30 people taking part in a 16 week
training plan. Check our Facebook page for

4. Neighbourhood
Planning.
There's a quiet revolution in local planning
underway and Hadley Wood is set to join
in. Over 1,000 communities are producing
new-style "neighbourhood plans" which put
them in charge of some of the main planning
policies for their area. This has only been
possible since new "localism" laws were
passed in 2011 and it means local people
can decide the quality and location of new
development.
A public meeting convened by Hadley
Wood Association in June gave
overwhelming support to the idea of Hadley
Wood getting involved and it has strong
backing from the local MP. The first step is
to set up a neighbourhood forum to oversee
development of the plan. This forum has to
be agreed by London Borough of Enfield
along with the boundary of the
neighbourhood planning area. Hadley Wood
is such a distinctive community with clear
physical boundaries and surrounding open
space that this should be easier than for
many other parts of the country.
The process is relatively simple. Once the
forum and boundary are agreed then there
will need to be a wide public debate over the
ambitions for the neighbourhood plan and
what people want.

in and shape the thinking. The plan
is then drafted and put out to formal
public consultation. The forum
takes on board this feedback
before submitting it for a period of
publicity ahead of it going to an
independent examination. The
examination is a simple affair and
checks that the plan doesn't cut
across strategic policies (such as
Green Belt) or breach human rights
or environmental laws. Once it has
passed examination then everyone
in the area will vote on whether they want the
plan to proceed in a public referendum. This
needs a simple majority to vote in favour -
and experience elsewhere is very positive
with most plans receiving well of 80%
backing.
The neighbourhood plan is then confirmed
and its policies carry legal force when all
subsequent planning applications for
development are decided by Enfield's
planners. With a fair wind the new plan could
be in place in early 2016.

Hadley Wood's own neighbourhood

sites which should be developed or others
which should be protected? if you think
about the changes in the last five years -
which have improved Hadley Wood and
which have damaged its character? What
would you like to see change? And how
could some of the money generated by new
development (through what is now called the
"community infrastructure levy") best be
spent? These are just some of the questions
to be asked and, for the first time, it will be
the local community and not the council
providing the answers.

Visit to the BBC
In early June twenty three ladies and two
brave husbands left Hadley Wood by
coach on another excellent WI outing
organised by Gloria Neal. After lunch in
St John’s Wood we arrived at the new
BBC building in the early afternoon. Two
very enthusiastic and informative
guides showed us round and fascinated
us with tales of the BBC past and
present. We were amazed to see the
vast newsroom and the surprisingly
small ‘One Show’ studio. But the
highlight for many was the visit to
another studio where members of the
group were invited to read a radio script.
This was accompanied with great gusto
by Hilary Nunn, who produced some
remarkably realistic sound effects for the
play using everything from boots on a
gravel tray to coconut shells. Finally, we
were most impressed by an unscripted
weather forecast given in convincing
style by Jenny Brookman and were only
sorry that these items have not yet been
broadcast to the nation.

Local school St Martha’s Sixth Form
enjoyed a wonderful night at the Thymari
Restaurant. The evening began with a
champagne reception, superb meze
followed by homemade desserts! Teachers
and students remnisced over some great
memories at St Martha’s School. Everyone
at Thymari pulled out all the stops for this
fabulous evening with an amazing
atmosphere . We wish all the Sixth Formers
good luck with their examination results in
August.

Monken Hadley School
Dog Show and Fete
Parents, children, friends and an
outstanding collection of dogs had a great
afternoon at the Monken Hadley School
Annual Dog show and Fete on Saturday
July 5th. Apart from one short shower the
weather was warm and dry. Suki, a Saluki
(best female), and Webster a golden
retriever ( best male) were judged by
qualified dog trainers Nicky and Penny
to be the best whilst Karen Wright
commentated and kept the onlookers well
informed. The Dog show was sponsored by
Herts Canine. Apart from the show, visitors
enjoyed the music, the stalls and the BBQ.
Children bounced in the castle. Among
those attending were Mr Steve Adams seen
below with organiser Nicky Glover. Mr
Adams is soon to retire after nineteen
distinguished years as a very popular and
successful Headmaster of the School. The
Organising Committee would like to thank
Martyn Gerrard one of Barnet’s leading
estate agents for so generously sponsoring
this event and Herts Canine for sponsoring
the Dog Show.

Hadley Wood Primary
School. Summer Fete.
June 22nd
The sun was shining, the gazebos were up,
the stalls set out, the barbecue lit and the
bouncy castles inflated and by 12.30 the
Hadley Wood School Summer Fete,
sponsored by The Letting Line, opened its
gates to a flood of children, parents,
grandparents and the Hadley Wood
community. As well as the old favourites like
the Toy Tombola, Bouncy Castles and Hook
a Duck, the fundraising team - The Friends of
Hadley Wood School - had organised some
new activities including a Petting Zoo,
sponsored by Village Vet in Potters Bar.
Children and grown ups could handle and
learn about a variety of animals including
snakes, lizards and tarantulas. There were
also performances from local companies
Dizzy Dance and Elite Gymnastics as well as
a delicious barbecue, a cake stall run by the
teachers and a candyfloss stall. Thanks to
the generosity of parents, sponsors,
advertisers, raffle donations and external
stall holders the Fete was a huge success
both with visitors and financially.

Island Hopping in the
Atlantic: Sal, Santiago &
Fogo in Cape Verde

Sun, sand and wind. What else is there on
Cape Verde people said? We found an
eclectic archipelago with gentle, friendly
people, a wonderful variety of fresh fish,
lovely wine and coffee, tropical fruit, a rich
tapestry of music and leaky buildings!
We found sun and sand aplenty on the
island of Sal, where the motto is "no stress".
We willingly complied and did nothing for a
few days. We rewarded our "exertions" with
plates of freshly caught Atlantic fish washed
down with very good local red wine. Our
batteries recharged, we flew to Praia,
capital of the largest island, Santiago. Praia
is a small, bustling colonial town with a
vibrant food market. We enjoyed visiting the
centre, Plateau, a hive of endless activity.
Santiago has a very African feel with the
somewhat incongruous sight of a sprinkling
of Chinese people who have set up
businesses on the islands.
We visited the Cidade Velha, the 15th
century UNESCO site of an old characterful
city where slaves were landed when Cape
Verde was a Portuguese colony. Via
Banana, is the main street and the oldest in
sub-Saharan Africa. The houses made of
stone with thatched roofs made of rolled,
dried banana leaves made an impressive
sight. It was the end of the rainy season and
we readily swapped a long walk in the
humid, muddy valley below for a shorter
walk and some beers! It is a long held local
tradition that you should not leave the bar
on two legs, so being polite souls, we
agreed to another beer and some grogue
to finish!
We wound up to the verdant, peaceful
mountains above Praia and set off for a walk
on a beautifully clear day with assurances it
would remain so! We were met with
torrential rain instead. Just as we decided to
abandon our walk a local hoppa bus
bumped by. I had an impulsive idea for a
wet day lunch in the town below! We
clambered on amongst the ladies with their
boxes of vegetables. The driver skillfully
navigated down the mountains as streams
of water flowed down at the sides of the
roads. Lunch now seemed like a very silly
idea! I wondered if we would even make it
back up that day. We arrived in the very
washed out town below, but stayed on the
bus to ride straight back.
Cape Verdean buildings are not designed
to withstand heavy rain. Our guesthouse
leaked like a sieve! Fortunately, not too
much damage to our luggage- or nothing
that a blast from a hairdryer would not fix.
We had great fun dodging showers of water
for the rest of the afternoon and watching as
the water on the terrace lapped closer and
closer to our bedroom door. Fortunately, we
were watertight for the night.
Our last stop was on the small volcanic
island of Fogo. We were eager to find the
vineyards on the Cha das Caldeiras volcano
and taste the elusive Fogo coffee that had
evaded us so far. The landscape changed
from verdant terraces to bleak lava flow as
we approached the edge of the Cha das
Caldeiras. We were awestruck by the sheer
vastness of the area and the beautiful and
imposing cloud capped main volcano. As
we climbed the Pico de Fogo cloud swirled
in to shroud us. Being buffeted by the wind
was a reminder of the power of nature.
The Pico de Fogo last erupted in 1995.
There were no casualties but people lost
their homes and moved down the
mountain. Several years later, they
insisted on moving back to
continue with their crop cultivation.
It was amazing to see crops
including sweet potatoes,
pomegranates, beans, vines,
apples and quinces scattered over
the slopes of the crater.
Cha wine has been produced in
this area since a Frenchman the
Duc de Montrand introduced vines here in
1872. Cape Verdeans cannot generally
afford the local wine and make and sell their
own. We headed to Romeiro Montrond's
bar/shop. As the name suggests, he is
descended from the Duc and makes the
legendary and well loved Manecom wine, a
strong red wine that slid down very well after
lunch. We were also at last able to taste
Fogo coffee, medium roast and very much
like its Colombian counterpart.
We had a thoroughly enriching and
enjoyable stay on Cape Verde. Our
adventures over, it was time to trek back to
the UK.

Wildflower Meadow
project.
Work continues on the small field at
the back of the Hadley Wood
Association/Tennis Club building. You pass
it on the left when walking from the main
field (where the annual fireworks and
bonfire event take place) towards the
railway bridge. In conjunction with Hadley
Primary School year 4 the HWA is keeping
a record of what is growing in the
untouched top half of the field (as a
comparison) and slowly turning the lower
half into a wildflower meadow.
During June the grass was cut
and the cuttings removed.
Wildflowers dislike grass, which
strangles them, and surprisingly,
fertile soil. So removal of the
cuttings is important to prevent
them rotting and fertilizing the ground
beneath.
Once the grass was cut a series of long
parallel depressions running diagonally
across the field could be seen. Our local
Farmer Giles thought they were probably
drains and a check with the National Grid
confirmed that the field was clear of buried
electrical and gas services.
Each week the untouched part of the field
is checked to see what is growing and
flying about and the findings recorded.
More than we thought. Our last visit
revealed at least 20 butterflies and some
new wildflowers
including Birds Foot
Trefoil and Self Heal.
There is also a lot of
Ragwort. Tall plants
with rather dirty yellow
flowers. Apparently
these flowers contain
unpleasant alkaloids
which can cause
organ damage to
horses and cattle.
Though unpopular
with farmers Ragwort
has friends. Notably
the Cinnabar moth
which lays its eggs on
the flowers. Once
hatched the yellow
and black caterpillars
feed on the flowers.
By absorbing the
alkaloids they become
unpalatable to
predators. Thus the
caterpillars survive
and flourish though
not without a bit of
cannabilism amongst
the survivors which reduces the numbers.
The resulting moths are very striking.
Soil samples have now been sent for
analysis. Results show an acid soil, pH 5.8
with low nitrate and phosphorus levels. This
implies low fertility and suggests the soil
would be suitable for wildflowers. The
company doing the analysis have sent a list
of wild flower seeds which will do well in this
sort of soil and with the help of the school
children we will scatter these in September.
Before then the cut section of the field has
to be re-cut, ploughed and then rotavated
by Farmer Giles. As much as possible of
the grass roots will be pulled up and the soil
prepared for the seeding. We aim to use no
herbicides (eg Glyphosphates like Round
up). Unless the grass wins.

Tour de Hadley Bois.
La première étape.
In case the TV coverage of the Tour de
France has persuaded you to drag the bike
out of the garage, here is a little trip to get
you going. It is the first stage of National
Cycling route 12, the Great North Way, and
it starts, believe it or not, at Hadley Wood
Station. Starting from here is OK for adults
with some experience of coping with traffic
but for the early part of the tour along
Waggon road and Dancers Hill Road it is
on-road. Just you and the 4 x 4’s sharing
the same space. So if you are planning to
take some children then it is probably safer
to start the tour from the South Mimms
motorway station. You can drive there with
the family and bikes, and park outside the
Welcome Break.
After the exhausting experience of taking
off wheels to fit the bikes into the car,
mending the punctures and stopping the
kids fighting over who has the best bike you
can now pop into Welcome Break which as
motorway restaurants go is not that bad.
High ceiling, nice balcony, Starbucks,
W.H.Smith’s, KFC etc and even a Waitrose
sitting demurely in a corner like a duchess
at a knees up. There you can meet up with
any friends, the hangers-on (HO’s), who
dismissed the South Mimms plan as
pathetic and chose to join you via the road
approach. The HO’s will thus have cycled
in their polka dot jersey’s and lycra shorts
up along the railway path behind Sara’s

flower stall at the station, turned left onto
Waggon Rd, struggled up past Ganwick
Farm, crossed the A1000 and turned left
into Dancers Hill Road. They will have
passed Baker Street on the right, Kitts End
Road on the left and at the next (bad)
corner turned right into Dancers Hill Lane
and through a few gates into Wash Lane.
They then had to pass through a dark
tunnel under the M25 occupied by a sour
looking little stream rejoicing in the name of
Mymmshall Brook. (I have written about this
charmless little spot before and mentioned
the fact that a couple of highwaymen used
to operate in the area before being bumped
off. Could be worth a mention in case any of
the kids are getting lippy). Wash Lane
passes along the back of the self same
Welcome Break where you and the rest of
the car group are now on their second latte
and Danish pastry. It allows the poor sweaty
HO’s to join you in the cafe via the neat little
path between the Welcome Break building
and a motel/hotel called Days Inn.
Once refreshed you can now untangle
the bikes from the car and retrace your way
down the neat little path before turning left
into Wash lane. This leads you eventually to
Swanlands road running in a northerly

Chris Smith, the Community campaigner who
lives in Chipping Barnet, has formed a new
pressure group called Friends of Chipping
Barnet High Street (FoCBHS). Local people and
visitors are joining in droves.
Chris says: "It is time to start a new movement
in the fight to save Barnet High Street. The
Friends of Barnet Market Committee achieved
two great recent successes in keeping the
Gaming Centre out and saving Barnet Market.
We have seen the Gaming Centre people off and
we must undoubtedly continue to support the
Market – however it seems obvious to me that
our High Street needs help too, and right now!"
Chris is looking for members. He says "It is
free to join and I will not ask you to do anything
outrageous! If you care about Barnet High Street
please sign up."

direction from the roundabout next to the
motel and near the Lantern Breakdown
Service garage. Very rural? No. However
running alongside Swanlands road is a
cycleway and from here it is a nice safe trip,
eventually turning right along Warrengate
Road into a small village called Waterend
with its café and dangerously attractive pub
the Woodman.
Clearly by now you will need to refresh
again and at this stage you may want to
return. If you turn back here it would
probably amount to about a 10 mile circuit.
However you can keep going if you want.
Next comes Welham Green and then
Hatfield, St Albans Welwyn Garden City and
beyond. The North beckons! A great
advantage of the route is that you are
following the railway and at many points you
can simply give up, get off and catch the
train back to Hadley Wood (though only at
weekends and national holidays). This Route
12 is the beginning of the Great North Way
cycle route. Have a look at the website
www.greatnorthway.org.uk and start to
explore it.
