The Hadley Wood
Association Website
Long term resident in Hadley Wood
George McCormick is now approaching
his final year at Dame Alice Owens
School. Apart from playing hockey for
Potters Bar and being a member of the
Barnet Running Club he also plays the
alto saxophone with a group from the
school (Soul Band). With this group he
has, amongst other venues, performed
live at the Royal Albert Hall when Dame
Alice Owen’s celebrated its 400th
anniversary.
George is currently involved in
examinations and pondering his next
step after leaving school. He has already
set up a business selling electronic
goods on eBay and has a great deal of
interest and expertise in Website design
and management.
As if all this was not enough he has
taken on the management of the
Hadley Wood Association website,
www.hadleywood.org.uk and has now
redesigned and upgraded the site. The
Forthcoming events section is a useful
place to advertise any events you are
organising so please send in details to
the editor who will forward them on.
There will also be a gallery for
interesting photos of the area,
opportunities to advertise and all the
usual details of the local clubs.
Thymari
After eight long weeks of refurbishment
Thymari Greek Restaurant and Bar finally
opened its doors in early April. Its look is
sleek and modern but the heart is firmly in
the family tradition.
Owners Andreas and Sheila, and their
sons Matthew and Gregory, whose family
has a long history in the restaurant
business, wanted to recreate the success
of their previous restaurants in Central
London and Cyprus which were widely
acclaimed in the Good Food Guides.
Authentic Greek food is prepared from
scratch daily in this modern friendly
setting with many recipes that have been
handed down.
Their extensive wine list has been
compiled carefully to compliment the
homemade Greek food.The family and
the rest of the team would like to thank all
the local residents and everyone who has
been to the restaurant, for all their
support and positive feedback. It's been
fantastic to see the restaurant so busy.
All we need now is some Mediterranean
weather (we can only hope!!) so we can
finally open the front of the restaurant to
enjoy our outside eating area.

The petition to improve parking in front of
the shops has now received
approximately 500 signatures and a letter
asking for some help from the Council will
be sent off soon. A strong application by
the Chairman Graham Sharp for some
financial help from the Council (about
£10,000) to resurface the Hadley Wood
Association car park has been
successful. This will be a great help as
the final bill looks like being over £40,000.
Many thanks are due to the Council and
also to residents (especially Beverly
Benson our Headmistress at Hadley
Wood Primary school) for their
support.There has been an application to
enlarge the Telecom mast over the flats
on Crescent West and objections have
been sent in. Finally may we draw your
attention to the improved Hadley Wood
Association website. Details are below.

It is that time of the year again. With another successful
season behind us, the Hadley Wood & Wingate FC are now
wrapping up the season of 2012/13 and have initiated
activities for next season 2013/14. Very successful trials for
next season have been held and new players have been
identified, we still have a handful of places to fill – so if you
are interested, please email us at hww@wingatefinchley.com
with details of your child, including date of birth. As a
community football club, we would like to encourage young
children to join our teams. Presentation day will take place on
the 9th of June, medals will be presented to all players as
well as trophies to outstanding players. Lots of fun is also
expected with a bouncy castle and other activities. The
football club Annual General Meeting will take place on the
25th of June. The club committee will present the plans for
next season and will seek confirmation of officers appointed
to the club. We will also be looking for sponsors as well as
new volunteers that can support our club activities. We
expect everything to be in place for the beginning of the
season (beginning of September 2013).

2013 Promenade
Season
The 2013 promenade season will soon
be upon us and it seems like yesterday I
was writing a review for 2012 – how time
flies!In the early 1970’s when I was a
music student I would prom regularly,
happy to queue with friends from early
afternoon onwards to get a good position
near the front. We didn’t have the choice
of venues then.
On one occasion in the hot summer of
1976, I was attending a concert given by
the London Symphony Orchestra under
the baton of Andre Previn conducting
Carl Orff’s Carmina Burana with the
young soloist Thomas Allen.
He had just finished singing one of his
arias when we all saw him turn a whiter
shade of pale, sway suddenly and
promptly keel over. The St John’s
Ambulance Brigade were ready at hand
to haul him off the stage – no mean task
as he is a big specimen.
All this went on with the orchestra still
playing. Then a young man in the
audience stepped up onto the podium
consulted with Previn and proceeded to
join the other soloist, taking Allen’s part.
It turned out that he was a music
student at one of the colleges – a risk
taken by Previn but it wasn’t a bad
attempt on the gentleman’s part who
obviously had a lot of nerve. It remains to
be seen whether anything as dramatic
might happen again.
Each year the programme organisers
have become more adventurous in
their planning. Of course the world’s top
soloists and conductors have their
timetables arranged a few years in
advance as they are in such demand.
The renowned Daniel Barenboim who
attended last year’s Proms with the West
Eastern Divan Orchestra, conducting
all nine Beethoven symphonies, will be
over this year with his Berlin Staatsopera
to perform Wagner’s Ring Cycle.
Being one of the leading interpreters of
the composer, it is remarkable to think
that he has never conducted any of the
operas in the UK before – a one-off for
Wagner fans to enjoy all through July and
August.
There is also a good deal of Britten on
hand, representing his centenary year
and for Tchaikovsky fans there is plenty
on offer too.
The Proms also marks 60 years since
the Queen’s coronation with a number of
works either heard on that occasion
or written in honour of Elizabeth II.New
contemporary composers are also
very well featured for those with an
adventurous taste. I must also mention
that apart from chamber music in
Cadogan Hall, Proms in the Park for
families and Proms plus story time at
the Royal College of Music for families
with young children aged 3 to 7, there is
also the very inventive group, Naturally 7,
from New York. This gospel-pop group
of young men decided to change their
style and set about inventing a whole
new genre which they call ‘vocal play’
(emulating sounds such as bass, drums,
keyboards. brass and guitar as well as
turntable scratching sounds with the
voice alone).
The result is an orchestra without
instruments. They also, by the way, have
amazing singing voices. Naturally 7 have
supported Coldplay and vocal superstar

Michael Buble! They have duetted with
hip hop giant Ludacris at Quincy Jones’s
request and appeared on Jay Leno’s
late night US TV show.Their re-
interpretations of Simon & Garfunkel,
Herbie Hancock classics and their sky
scraping version of Phil Collins’s ‘In the
Air Tonight’, scored 5.5 million hits on
You Tube.
Their skilful union of vocal precision
and heart-grasping emotion make this
late night Prom on 29th July an
unmissable event.This year for the first
time, the last night of the Proms will be
conducted by a woman Marion Alsop.
How nice to have a female taking on this
honour!I have mentioned only about a
third of what’s on offer for this coming
season, ranging from high opera, choral,
ballet, keyboard, orchestral, jazz, pop,
film and chamber music. So this gives
those of you who wish to attend a prom a
vast selection from which to choose.

Hadley Wood Tennis Club had a
successful Open Day a couple of weeks
ago. Surprisingly, the weather let up for
that day, and we were able to enjoy the
courts without rain! All 7 courts were full
with children and adults of all different

Neighbourhood
Planning
The idea behind neighbourhood planning
is for local communities, to produce a
plan for their area to steer and influence
the form of building and change in their
area, (not, by the way, to stop things
getting built, just to influence the details).
Erik Pickles has set up the system for the
whole country, and in most places the
existing parish council can prepare the
neighbourhood plan. However it is a bit
more complicated in London where there
are very few parishes and if we wanted to
produce a plan we would have to first set
up a neighbourhood forum to take things
forward.
Setting up such forums and drafting
neighbourhood plans could be a lot of
work and as a community we would need
to know what we wanted to achieve and
how we would do it. All parts of our
community would need to have a say
and hopefully be actively involved. We
would also need to work closely with
Enfield Council to make the most of
planning opportunities that a
neighbourhood scale can bring.
The government has given a
community planning charity called
Locality £9 million over the next 3 years
to help communities take forward
neighbourhood planning. We might not
be able to access any of their help, but it
is there for the asking at the moment. LB
Enfield may help too, but overall the
idea is that communities do this for
themselves and it can be very hands on
and time consuming.
Apart from becoming more able to
influence planning matters a
Neighbourhood Forum would be entitled
to receive 25% of a new Community
Infrastructure levy (CIL). This gets paid
to local authorities by developers when
they build new residential space.
The official line is that this payment
would help to compensate those affected
by development, but some may see it as
a bribe to try and discourage local
resistance to building.
Enfield published their CIL rates in
May, at
http://governance.enfield.gov.uk/docum

It looks like the charge will be £120 per
m2 for Hadley Wood. In case you are
interested Redbridge's is £70m2 and
parts of Wandsworth around Nine Elms
are at £575m2. In areas likely to see a lot
of new homes this money could help pay
for new schools, roads and doctors
surgeries etc.
In places like Hadley Wood, which tend
to see extra homes here and there and no
one big new development scheme, it
could still add up, and with a recognized
neighborhood Forum, our community
could receive 25% to spend on projects we
have discussed and agreed on such as
the playground, tree planting or whatever.
We can only speculate as to what the
borough might see as an appropriate way
to spend the money otherwise.
But CIL is only part of the
neighbourhood planning story. A plan for
Hadley Wood could include planning
policies which relate to the particular
character of this area, rather than the
council applying Enfield wide policies.
For example Enfield has a rule calling for
1m to be left between homes and their
side boundary.
This is to stop rows of semis ending up
looking like rows of terraced houses. 1m
is the size thought appropriate for the
average Enfield semi – is it appropriate
for Hadley Wood? Maybe, maybe not?
A neighbourhood plan can also look
at public space, such as the use of
Bartrams field and the parking and
pavement issues outside the shops etc.
It could look ahead at what might
happen if green belt policies are changed
(although there is absolutely no indication
of this at the moment, don’t panic). But if
things changed in say 15 years time the
plan could talk about how it might be best
to manage things.

A neighbourhood plan might not be
right for Hadley Wood, or maybe you feel
it would be a worthwhile thing to do? It
would be lovely to know what people think.

Why Hadley Wood should have a
Neighbourhood Plan and how to do it.
The government wants areas like Hadley
Wood to form Neighbourhood Forums
made up of local people. It has given
citizens rights in a new law which enables
them to make their own neighbourhood
plan, acting together with the Council.
Readers may already be familiar with a
number of proposals which local
residents have objected to and won such
as the ‘Park and Ride’ scheme. But there
have also been unpopular housing
schemes which could not be blocked
and more of these are inevitable in future.
A Neighbourhood Forum could gain
greater voice for the Hadley Wood
Association and its members.
Or it might operate as a stand alone
body. It could help reduce damage to the
environment, landscape and prevent
tractors ploughing up fields.
On reading the new law the Council are
looking to: nurture community leadership
skills and capacity and excellence in
plan making, in a way whichis is properly
resourced and owned by local people.
The Council has also been given
resources to financially help a
neighbourhood group willing to organise
itself as, a Neighbourhood Forum. The
Council are obliged to help people willing
to make a claim for this support and once
a Forum is established, even more
Council funding could be available for
Forum projects.
Once a Forum is established these
funds are only likely to be guaranteed
until 2015. So there is a need to act soon
and community planning expertise could
be needed. Thus the government has for
the first time put plan-making rights into
the hands, of the community.
Local people would be able to make
statutory plans to help the Council with
tricky planning decisions, about for
example: Which a) Which landscapes
and buildings are to be protected outright
and b) new buildings, facilities, area
improvements and their location.
Before becoming established as a
Hadley Wood Neighbourhood Forum a
feasibility study may be needed to
identify problems. This could only
happen if residents were to come forward
and hold a meeting, preferably in the near
future. In this scenario they would need
community planning expertise to help.
Although this would involve fees it
could be money well spent. To share your

Dear Editor
I frequently walk to the local shops at Crescent West from
my home in Parkgate Avenue, and whilst I sympathise
with local shopkeepers regarding the parking, I believe
that restricting the parking around these shops will only
redirect the problem to surrounding residential streets
including my own.
Let us not forget that foremost Hadley Wood is a
residential area. Though I support local businesses, I for
one will not be signing the petition.

I was walking the dog around the Parkgate block andnoticed that almost all the street trees have now died andbeen removed (except at the green triangle and a few onthe higher park of Parkgate Avenue).Also there seem to be fewer and fewer front garden trees(sometimes removed when houses are rebuilt or extended,sometimes having died off). Do you think there would beany interest in trying to push for some new trees to beplanted? Maybe in the verges?   • 2. 2 The Hadley Wood Association Website Long term resident in Hadley Wood George McCormick is now approaching his final year at Dame Alice Owens School. Apart from playing hockey for Potters Bar and being a member of the Barnet Running Club he also plays the alto saxophone with a group from the school (Soul Band). With this group he has, amongst other venues, performed live at the Royal Albert Hall when Dame Alice Owen’s celebrated its 400th anniversary. George is currently involved in examinations and pondering his next step after leaving school. He has already set up a business selling electronic goods on eBay and has a great deal of interest and expertise in Website design and management. As if all this was not enough he has taken on the management of the Hadley Wood Association website, www.hadleywood.org.uk and has now redesigned and upgraded the site. The Forthcoming events section is a useful place to advertise any events you are organising so please send in details to the editor who will forward them on. There will also be a gallery for interesting photos of the area, opportunities to advertise and all the usual details of the local clubs. Thymari After eight long weeks of refurbishment Thymari Greek Restaurant and Bar finally opened its doors in early April. Its look is sleek and modern but the heart is firmly in the family tradition. Owners Andreas and Sheila, and their sons Matthew and Gregory, whose family has a long history in the restaurant business, wanted to recreate the success of their previous restaurants in Central London and Cyprus which were widely acclaimed in the Good Food Guides. Authentic Greek food is prepared from scratch daily in this modern friendly setting with many recipes that have been handed down. Their extensive wine list has been compiled carefully to compliment the homemade Greek food.The family and the rest of the team would like to thank all the local residents and everyone who has been to the restaurant, for all their support and positive feedback. With another successful season behind us, the Hadley Wood & Wingate FC are now wrapping up the season of 2012/13 and have initiated activities for next season 2013/14. Very successful trials for next season have been held and new players have been identified, we still have a handful of places to fill – so if you are interested, please email us at hww@wingatefinchley.com with details of your child, including date of birth. As a community football club, we would like to encourage young children to join our teams. Presentation day will take place on the 9th of June, medals will be presented to all players as well as trophies to outstanding players. Lots of fun is also expected with a bouncy castle and other activities. The football club Annual General Meeting will take place on the 25th of June. The club committee will present the plans for next season and will seek confirmation of officers appointed to the club. We will also be looking for sponsors as well as new volunteers that can support our club activities. We expect everything to be in place for the beginning of the season (beginning of September 2013).   • 4. 4 2013 Promenade Season The 2013 promenade season will soon be upon us and it seems like yesterday I was writing a review for 2012 – how time flies!In the early 1970’s when I was a music student I would prom regularly, happy to queue with friends from early afternoon onwards to get a good position near the front. We didn’t have the choice of venues then. On one occasion in the hot summer of 1976, I was attending a concert given by the London Symphony Orchestra under the baton of Andre Previn conducting Carl Orff’s Carmina Burana with the young soloist Thomas Allen. He had just finished singing one of his arias when we all saw him turn a whiter shade of pale, sway suddenly and promptly keel over. The St John’s Ambulance Brigade were ready at hand to haul him off the stage – no mean task as he is a big specimen. All this went on with the orchestra still playing. Then a young man in the audience stepped up onto the podium consulted with Previn and proceeded to join the other soloist, taking Allen’s part. It turned out that he was a music student at one of the colleges – a risk taken by Previn but it wasn’t a bad attempt on the gentleman’s part who obviously had a lot of nerve. It remains to be seen whether anything as dramatic might happen again. Each year the programme organisers have become more adventurous in their planning. Of course the world’s top soloists and conductors have their timetables arranged a few years in advance as they are in such demand. The renowned Daniel Barenboim who attended last year’s Proms with the West Eastern Divan Orchestra, conducting all nine Beethoven symphonies, will be over this year with his Berlin Staatsopera to perform Wagner’s Ring Cycle. Being one of the leading interpreters of the composer, it is remarkable to think that he has never conducted any of the operas in the UK before – a one-off for Wagner fans to enjoy all through July and August. There is also a good deal of Britten on hand, representing his centenary year and for Tchaikovsky fans there is plenty on offer too. The Proms also marks 60 years since the Queen’s coronation with a number of works either heard on that occasion or written in honour of Elizabeth II.New contemporary composers are also very well featured for those with an adventurous taste. I must also mention that apart from chamber music in Cadogan Hall, Proms in the Park for families and Proms plus story time at the Royal College of Music for families with young children aged 3 to 7, there is also the very inventive group, Naturally 7, from New York. This gospel-pop group of young men decided to change their style and set about inventing a whole new genre which they call ‘vocal play’ (emulating sounds such as bass, drums, keyboards. brass and guitar as well as turntable scratching sounds with the voice alone). The result is an orchestra without instruments. They also, by the way, have amazing singing voices. Erik Pickles has set up the system for the whole country, and in most places the existing parish council can prepare the neighbourhood plan. However it is a bit more complicated in London where there are very few parishes and if we wanted to produce a plan we would have to first set up a neighbourhood forum to take things forward. Setting up such forums and drafting neighbourhood plans could be a lot of work and as a community we would need to know what we wanted to achieve and how we would do it. All parts of our community would need to have a say and hopefully be actively involved. We would also need to work closely with Enfield Council to make the most of planning opportunities that a neighbourhood scale can bring. The government has given a community planning charity called Locality £9 million over the next 3 years to help communities take forward neighbourhood planning. We might not be able to access any of their help, but it is there for the asking at the moment. LB Enfield may help too, but overall the idea is that communities do this for themselves and it can be very hands on and time consuming. Apart from becoming more able to influence planning matters a Neighbourhood Forum would be entitled to receive 25% of a new Community Infrastructure levy (CIL). This gets paid to local authorities by developers when they build new residential space. The official line is that this payment would help to compensate those affected by development, but some may see it as a bribe to try and discourage local resistance to building. Enfield published their CIL rates in May, at http://governance.enfield.gov.uk/docum ents/s38937/ANNEX%201%20- %20Preliminary%20Draft%20Charging% 20Schedule%202.pdf. It looks like the charge will be £120 per m2 for Hadley Wood. In case you are interested Redbridge's is £70m2 and parts of Wandsworth around Nine Elms are at £575m2. In areas likely to see a lot of new homes this money could help pay for new schools, roads and doctors surgeries etc. In places like Hadley Wood, which tend to see extra homes here and there and no one big new development scheme, it could still add up, and with a recognized neighborhood Forum, our community could receive 25% to spend on projects we have discussed and agreed on such as the playground, tree planting or whatever. We can only speculate as to what the borough might see as an appropriate way to spend the money otherwise. But CIL is only part of the neighbourhood planning story. A plan for Hadley Wood could include planning policies which relate to the particular character of this area, rather than the council applying Enfield wide policies. For example Enfield has a rule calling for 1m to be left between homes and their side boundary. This is to stop rows of semis ending up looking like rows of terraced houses. 1m is the size thought appropriate for the average Enfield semi – is it appropriate for Hadley Wood? Maybe, maybe not? A neighbourhood plan can also look at public space, such as the use of Bartrams field and the parking and pavement issues outside the shops etc. It could look ahead at what might happen if green belt policies are changed (although there is absolutely no indication of this at the moment, don’t panic). But if things changed in say 15 years time the plan could talk about how it might be best to manage things.

A neighbourhood plan might not be right for Hadley Wood, or maybe you feel it would be a worthwhile thing to do? It would be lovely to know what people think. Esther Kurland, Local resident planner Why Hadley Wood should have a Neighbourhood Plan and how to do it. The government wants areas like Hadley Wood to form Neighbourhood Forums made up of local people. It has given citizens rights in a new law which enables them to make their own neighbourhood plan, acting together with the Council. Readers may already be familiar with a number of proposals which local residents have objected to and won such as the ‘Park and Ride’ scheme. But there have also been unpopular housing schemes which could not be blocked and more of these are inevitable in future. A Neighbourhood Forum could gain greater voice for the Hadley Wood Association and its members. Or it might operate as a stand alone body. It could help reduce damage to the environment, landscape and prevent tractors ploughing up fields. On reading the new law the Council are looking to: nurture community leadership skills and capacity and excellence in plan making, in a way whichis is properly resourced and owned by local people. The Council has also been given resources to financially help a neighbourhood group willing to organise itself as, a Neighbourhood Forum. The Council are obliged to help people willing to make a claim for this support and once a Forum is established, even more Council funding could be available for Forum projects. Once a Forum is established these funds are only likely to be guaranteed until 2015. So there is a need to act soon and community planning expertise could be needed. Thus the government has for the first time put plan-making rights into the hands, of the community. Local people would be able to make statutory plans to help the Council with tricky planning decisions, about for example: Which a) Which landscapes and buildings are to be protected outright and b) new buildings, facilities, area improvements and their location. Before becoming established as a Hadley Wood Neighbourhood Forum a feasibility study may be needed to identify problems. This could only happen if residents were to come forward and hold a meeting, preferably in the near future. In this scenario they would need community planning expertise to help. Dear Editor I frequently walk to the local shops at Crescent West from my home in Parkgate Avenue, and whilst I sympathise with local shopkeepers regarding the parking, I believe that restricting the parking around these shops will only redirect the problem to surrounding residential streets including my own. Let us not forget that foremost Hadley Wood is a residential area. Though I support local businesses, I for one will not be signing the petition.
