The Annual Professional Performance Review (APPR) is New York State's teacher and principal evaluation system intended to improve instruction and student outcomes. It requires districts to evaluate teachers and principals annually based 60% on performance and 40% on student growth. Evaluations incorporate classroom observations, student feedback surveys, student achievement measures like test scores, and professional goals. Ratings are highly effective, effective, developing, or ineffective, with improvement plans for developing and ineffective teachers. The goal is to provide accountability, targeted support, and ensure students have effective educators.
