LBS GW flow *** Prerequisite: Location Platform of mobile phone can be identified when subscribed mobile
operators have location base service platform in their mobile service. So our system can only give
the location gateway system to collect the caller’s location from mobile operators.
4. 3) Automatic Vehicles and Personnel Location tracking system (AVL/APL)
AVL/APL provides the location of the patrol car, police officers and special resources. The
location appears on the GIS and with that it gives the dispatch command to the nearest
resources. The main process is to give dispatch command to the closest resources.

Case 1
Victim is robbed in Quadrant 1, and dials ‘911’ to report the incident at the nearest payphone => Call is routed to the Public Safety
Answering Point (PSAP), and the Operator receives the phone call (if all lines are busy, ARS is activated) => Payphone’s location and number
appear on screen (GIS and CTS) => Operator receives necessary information from Caller and forms a Dispatch Team from available resources
(CADS and RMS) => Operator sends dispatch order to a patrol station nearest to the victim within the Quadrant => Patrol station sends the
specified Dispatch Team out to meet the victim at the crime scene => Dispatch Team uses the Mobile Data Terminal to report the time of
leaving the station and time of arrival at scene, respectively => Dispatch Personnel conducts primary investigation, and periodically reports
the status to Operator using Smart Mobile Device as reporting medium => When the primary investigation is over, the Dispatch Team
reports the status and the Operator ceases to follow up on the incident

Case 2
Patrol Officer, while on duty in his/her jurisdiction in Quadrant 3, finds a man holding a shotgun outside of a shop => Officer approaches the
man and orders him to show permit for the weapon (Mobile System and IMS) => Officer queries the information regarding the permit with
the Smart Mobile Device: personal information, permit type, name of the security firm, gun ID, etc. => Lastly, the Patrol Officer double-
checks the queried information with the fingerprint (Mobile System and FIDS) => All of the information checks out, the man resumes his
security duty and the Patrol Officer continues patrolling.
