“The overarching principle is that if the difference between
the local and PCM outputs exceeds a reasonable tolerance
(which is being defined internally) then there is a need to carry
out further evaluation of the evidence (including the transport
and air quality modelling evidence) to explore the reasons for
the difference. “

JAQU and local authorities will work together during the
process. Local authorities should provide the local modelling
outputs (as outlined in the minimum modelling requirements)
to enable JAQU to compare the Local Model with the
corresponding year of the full National model (full PCM):
• Maximum NO2 concentrations for all road links on an excel
file (with Census ID) for their baseyear, interim and baseline
for 2020 (and any other relevant baseline dates)
• The accompanying shapefiles
• Updated air quality and transport modelling reports
produced that reflect the methods used and include a
summary of the results. This should include details of
quality assurance carried out presented in a draft analytical
assurance statement (see box 1 below). This will put the
outputs into context and can feed in to the independent
review panel.
