imbabwe government is in
the process of reviewing the
15% Value Added Tax (VAT)
it levied on the tourism sector late
last year, amid indications more
foreign visitors are cancelling
international bookings to
Zimbabwe.
The levy has led to an outcry
by tourism sector players who
argue that the 15% VAT on foreign
tourist arrivals has made the
country an uncompetitive and
expensive destination for tourists.
Finance minister Patrick
Chinamasa made the proposal
in the 2014 national budget
presentationlastyearinDecember.
Tourism and Hospitality Industry
minister Walter Mzembi said he
met with his Finance counterpart
Chinamasa last week to discuss
the reviewing of the measure.
“He [Chinamasa] asked us to
do more work on the 15% VAT
on foreign arrivals. A committee
has been set up by the finance
ministry to do a thorough review
of the move and a cost-benefit
analysis,” he said.
Mzembi said the ministry’s
Bilateral trade between India and
South Africa grew 31 per cent
to $7.6 billion in the just ended
financial year (April-March 2013-
14), against $5.8 billion in the
same period last fiscal.
Speaking to Business Line on
the occasion of 20 years since the
end of apartheid in South Africa,
Pule I Malefane, Consul General,
Republic of South Africa, said both
the countries managed to improve
trade relations despite the
economic growth in South Africa
slowing down to 2.5 per cent in
the financial year ended March,
2014, against 3.8 per cent logged
in the same period last fiscal.
“Many Indian companies
have invested in South Africa last
fiscal. Prominent among them are
$15-billion investment by Apollo
Tyres, and $8 billion by KLT
Tanzania President Kikwete
laid the foundation stone of one
of Tanzania’s most ambitious
aviation infrastructure projects,
the construction of a brand new
terminal at the Julius Nyerere
International Airport.

expensive destination as compared
to other countries in the region,
the sudden change in rates to
international buyers who had
already booked before the levy did
not augur well for the sector.
“We met them [finance
ministry]. I facilitated the meeting
which had two major items on the
agenda. This was at a time when
the issue of special economic
zones was being concluded. Major
aspects [of the discussion] were
statutory instrument 172 and 173
with regard to the importation of
capital goods,” said Mzembi.
He said the tourism sector’s
submissions were made in order
to review what should qualify as
capital goods.
“In that regard, we were
successful and we are making
positive headway,” he said.
The rebate of duty on capital
goods was re-introduced at the
beginning of this year subject to
review after a period of 12 months.
The tourism sector began
to pick up during the era of the
inclusive government in 2009
after a decade-long economic
meltdown.
Customs duty on motor

a positive development for the
tourism sector as it enabled the
sector to recapitalise and retool,

Indian exports to
West Africa record
high growth

India's exports to West Africa for
the period April 2013 to February
2014 totalled around $6 billion,
recording a 22.55 percent growth
over the past year, a foreign trade
performance analysis by the
department of commerce under
India's ministry of commerce and
industry has revealed.
Nigeria topped the list with
Rs.14,526.49 crore as against
Rs.13,416.91 crore over the
previous period and registered
a growth of 8.27 percent. Ghana
followed with Rs.4,651.73 crore as
against Rs.3,591.09 and registered
a 29.54 percent growth.
Benin registered Rs.4,384.08
crore as against Rs.2,276.32 crore
and recorded a growth of 92.60
percent over the period. Exports
to Togo were worth Rs.2,524.91
crore, a growth of 67.25 per cent
of the previous year's figure of
Rs.1,509.68. Senegal recorded
a 0.64 percent growth over
the previous year's figure of
Rs.1,964.35 crore to Rs2,396.30
crore for the period from April
2013 to February 2014.
Exports to Cote d'Ivoire did not
fare well as it registered a minus
13.14 percent fall from Rs.1,964.35
crore to Rs.1,706.30 crore.
Cameroon showed a slight
increase from Rs.1,235.49 crore
to Rs.1,470.65 crore. Liberia
performed better registering a
growth of 149.59 percent which
saw exports rising from Rs.580.92
crore to Rs.1,449.91 crore.

return of Dusseldorf (Germany).
Mozambique and Germany
paraded alongside with countries
such as Brazil, South Africa,
Madagascar, Mayotte, Britain,

Zydekats from USA gave a unique
break to the spectators to pick up
Cajun and Zydeco music. During
the float parade on the second day,
the streets of Victoria was filled
with colors.
The foreign partaking was
heightened by 26 local floats
put together by top companies
as Air Seychelles, the Kempinski
Seychelles Resort, the Constance
Ephelia Resort & Spa, Le Meridien
Fisherman`s Cove, and the
Seychelles Tourism Academy,
among many others.
A Carnival in the Carnival
“Kiddies carnival” particularly
intended to interest kids took
place on 27th April, the last day of
the carnival.
Continually evolving, the
list of co-sponsors Carnaval
International de Victoria has
grown; South Africa joined the
Seychelles, Madagascar, Reunion
and Mayotte. The closing
ceremony, saw the performances
of all the participating countries.
Angelique Gerber, the South
African actress and Marie Payet,
Miss Reunion 2011 were the
master of ceremony opening.
The Seychelles Tourism
Board did its best to stand
up to the requirements of
visitors and participants of the
carnival, through accommodation,
transport, etc. A record breaking
number of 151 journalists from
around the world covered this
colorful carnival.

March 2013. Cumulative value of
exports for the period April 2013
to March 2014 was $312,355.45
million (Rs.1,892,892.23 crore)
as against $300,400.69 million
(Rs.1,634,318.84 crore) registering
a growth of 3.98 percent in dollar
terms and growth of 15.82 percent
in rupee terms over the same
period last year.
Overall imports for the same
period were valued at $40.08
billion (Rs.244,579.27 crore)
representing a negative growth
of 2.11 percent in dollar terms
and growth of 9.79 percent in
rupee terms over the level of
imports valued at $40.94 billion
(Rs.222,774.70 crore) in March,
2013. Cumulative value of imports
for the period April 2013 to
March 2014 was $450.9 billion
(Rs.2,719,206.15 crore) as against
$449.07 billion (Rs.2,669,161.96
crore) registering a negative
growth of 8.11 percent in dollar
terms and growth of 1.87 percent
in rupee terms over the same
period last year.

billion for the Global Environment
Facility (GEF) on April 17 to

its customers with free access to

Uganda, sitting on a "pile of uranium",
is seeking India's knowhow to develop
its reserves and open up new vistas of
energy The booming continent, Africa’s
rising financial sector has opened up
new and more opportunities for India
and Indian corporates. Presently, Africa
is witnessing strong growth from its
financial and banking sector. In 1978,
the sector drove DHL’s expansion into
Africa when global banks needed to
get certification to Africa, according to
Sumesh Rahavendra of DHL Express SSA.
He asserts that the Africa’s increased
political stability, growing economy and
willingness to trade with international
partners offers a prominent opportunity
for financial facility bodies to enhance
their network among customer base and
derive revenue from traditional banking
products.
Sumesh Rahavendra also notes that
retail banking is an imperative emphasis
for both international and regional banks
and requires these bodies to extend their
foothold in Africa. The financial bodies
need to make financial services products
available in regions left unexplored.
Worth focusing is that the opportunities
for financial facility bodies or say entities
routing to Africa constitutes of trade
finance for corporate customers and
retail banking for private individuals as

a country? For this drive, ‘development’ is mostly
progress, be it economic, social or cultural, that
serves the basic needs of both today and tomorrow.
This desires to comprise five interconnected
freedoms; viz., economic opportunities, political
freedoms, social freedoms, transparency and
protective security. Under development befalls when
these basic needs and freedoms are deprived of or
not equally available to all members of the populace.
Undevelopment is not the absence of development.
It results from the uneven nature of human social,
political and economic development. ‘Development’
to me means much more than economic growth as
assessed by enhancement in GDP per capita. In like
way, a decline in GDP growth rate does not inevitably
mean there is underdevelopment.
Two questions are relevant: firstly, is there any
strong connection between foreign aid and (under)
development in Africa? Secondly, has aid thrived in
making Africa better or has it damaged development?
There is no settlement on the suitable responses to
these questions. In many circumstances, people have
convinced central confidence systems and follows
that stimulus their acuities of what development
should necessitate. If these factors are overlooked,
one cannot have a complete thoughtfulness of
the kinetics of aid, politics and socio-economic
development in Africa.
To a large extent, Africa’s growth hinge on
“African private sector entrepreneurs, African civic
activists and African political reformers… not on
what ineffective, bureaucratic, unaccountable
and poorly informed and motivated outsiders do”.
Besides, there is continuous debt repairing where
receivers regularly report to patrons and try to
keep things “normal” thus ignoring domestic issues
and development. Loans put Africa in debt and it
has to spend perpetuity in a merry-go-round affair
to postpone and negotiate “to keep gross inflows
sufficient to fund debt servicing outflows.”
It is challenging to settle from the many
arguments above particularly since there is no sole
magic rod to grasp development to appear. Most
of the so-called observed studies emphasize on
economic growth in the macro-economic sense
without taking grasp that development is much
bigger than just statistically substantial upgrading in
GDP per capita. The authenticity is that there could
still be extensive poverty in the
grassroots even when a
country is apparent to have
reached considerable levels
of macro-economic growth.
Given the indistinct
and vague nature of
experiential literature
on aid efficiency, there
cannot be a stable
conclusion that aid
has led to (under)
development in Africa.
However, I repeat my
debate that unless aid/
development deliberations
include socio-cultural factors,
it cannot be fully appreciated
why foreign aid has flunked to
bring development in Africa.
S
ignal of futile foreign aid is widespread in Africa.
The discussion on how aid can be vigorous
and enhance to Africa’s growth is, on the other
hand, still enduring dispossessed of any strong
way forward. The wide spread gap between the
developed and developing countries has subjugated
international associations and peacekeeping for a
long time. Yet, there is hint that decades of foreign
aid have done petty in shifting the fortunes of
many African states, most of which are presently
undergoing low growth rates. Foreign aid flows from
developed to developing countries have been greeted
as the answer to world poverty.
These aids meets many challenges. The hardest
relays to the Millennium Developments Goals (MDGs).
The main MDG target - sinking the percentage of
people living in utmost poverty to half by 2015 - on
present tendencies will not be attained in sub-
Saharan Africa. Still seemingly hopeful predictions
propose that the MDG income poverty target will not
be achieved in sub-Saharan Africa until 2147, some
132 years late.
The many enlightened objectives that aid is likely
to attain are introduced on the central hypothesis
that aid works in reducing poverty. Yet the efficiency
of aid in plummeting poverty and realizing other
related developmental results, counting pre-
conditions for poverty reduction, has been called into
question for many decades.
The inflow of vast amounts of foreign aid can
have risky consequences on the governments of
the receiving countries, and can end up doing more
damage and good in several conditions. Nevertheless,
discernment by donor countries on the cornerstone
of standards of governance makes new difficulties.
The existing foreign aid model should be renovated,
and the new system should take a more nuanced view
of international development.
Several detractors go so far as to tag aid as
damaging, a disappointment or as counterproductive
in terms of the efficiency criteria.
Complementing the MDGs is a lately originated
optimism allied with official aid. This is grounded
on discoveries of a budding body of experiential
examination on the macroeconomic influence of these
inflows, most of which includes the econometric
analysis of panel data sets. Aid now seems to work
in the logic that per capita economic growth would
have been poorer in its absenteeism. This is pure,

Bola Ray is undoubtedly

personalities when it comes to

Lupita Nyong'o of
Kenya named world's
most beautiful person
Kenyan Oscar-winning actress Lupita Nyong'o,
31, has been named the world's most beautiful
person for 2014 by People magazine.
She said she never dreamed she would
be praised for her looks and find herself on the
US weekly's cover. Nyong'o shot to fame in the
film 12 Years a Slave, winning the Oscar for best
supporting actress last month.
She subsequently won her first major
endorsement when she became the new face of
French cosmetics giant Lancome. Nyong'o said it
was exciting and a major, major compliment
to be on the cover of People.
I was happy for all the girls who would see
me on it and feel a little more seen,” she is
quoted by the magazine.
She received an Academy
Award this year in the category
of Best Supporting Actress for

Nigerian filmmakers seek tie-ups with
Indians to take on Hollywood
in 2011-12, registering a growth
of 34 percent. Last financial
year, Indian exports showed a
further increase of 1.33 percent
even though bilateral trade fell
to $16.8 billion. Nigeria is also
the largest market in Africa
for Indian exports with a large
number of Indian companies
operating in the country and
some of them making substantial
investments.
India is one of the largest film
producing nations in the world
and Indian films have also been a
part of the country's history and
are very popular in Kano, Kaduna
and other northern States, and
local channels regularly telecast
Indian films. Nigeria's First Lady,
Lady Patience Faka Jonathan,
who attended the film fest,
opined that the two countries
have a shared relationship and
similarities in an enterprising
film culture.
She says: Just like Nigeria
with a population of over 160
million people, India is equally
blessed with a huge population
of over 1.2 billion people. We
can therefore imagine what this
translates into economic terms.
There is the possibility of
stakeholders in the film industry
from Bollywood and Nollywood
(Nigeria's film industry)
engaging in partnerships or
exchange programmes that
will yield mutual benefits and
promote better understanding
between our two countries.
Afurtherboosttorelationship
between the two countries in
films is likely to increase trade
between the countries. Some
of film producers are already
looking at collaboration between
Nigerian and Indian film makers.

Nigeria - two of West Africa's
biggest rivals - to share a
common stage to entertain
patrons.

league second round gets

CAF proceeded to the draw for the qualifiers of Afcon 2015. This was an
opportunity to know not only the groups, but also the composition of the
groups that determine the 15 countries qualified for this competition that

The Hawks of Togo will play in Group E alongside Ghana and Guinea-
Conakry. The fourth member of the group will be known after the games
pitting Madagascar to Uganda and Mauritania to Equatorial Guinea. The
Togolese football which is plagued by infightings has a lot on the board.
And the rivalry between teammates of Kossi Agassa and Ghana are known.
“It's a pretty tough group. But we must deal with it. We actually need
to best prepare for these qualifiers. I think the leaders of the Togolese
Federation are seeking a new coach. Is Togo favorite to qualify given its
performance during Afcon 2013? Maybe yes, maybe no since after the
Afcon 2013 there has still been a lot of problems in the selection. To

What is the most dynamic foreign
policy decision taken by the Indian
Government to further enhance the
bilateral relations between the two
recently?
In recent years, bilateral relations
have witnessed significant depth and
growth laying the foundation for a richer
and more fruitful relationship. Former
Prime Minister Shri Atal Behari Vajpayee
visited Rabat in 1999, the first Indian
Prime Minister to visit Morocco, thus
paving the way for developing closer
and intense relations with the political
leadership of Morocco. From Morocco,
His Majesty King Mohammed VI's official
visit to India in 2001 and his private
visits in 2003 and 2005, signify His
Majesty’s warmth for India and his desire
to maintain closer ties with India.
The visit of Hon'ble External Affairs
Minister (EAM) of India to Morocco took
place from 30 January to 1 February,
2014. The visit was historic in nature,
being the first by an EAM to Morocco.
During the visit, India and Morocco
signed two cooperation agreements in
the fields of environment and marine
fisheries.
Morocco has been a big supplier of
phosphate to India. Please give us an
insight on this.
In the manufacture of phosphatic
fertilizers, phosphoric acid is an
important raw material. This vital
ingredient is in short supply in
India. India being a large importer of
phosphoric acid, there is a clear need to
secure reliable sources of this chemical.
A joint venture, Indo Maroc
Phosphore SA (IMACID), was setup in
1997 between Chambal Chemicals and
Fertilizers Limited and Office Cherifien
Des Phosphates (OCP), Morocco,
one of the world’s largest suppliers
of Phosphate and its derivatives.
Commercial production began in
November 1999. In 2005, Chambal
and OCP diluted their shareholdings
by 16.66% of each in favor of Tata
Chemicals Limited. Currently it is a joint
venture between OCP, Morocco Indian
companies M/S Chambal Chemicals and
Fertilizers Limited and TATA Chemicals
Limited (TCL) with the equal partnership
of 1/3 each. The annual turnover is
about 2000 Million Dirhams( $ 250
million).
This JV project, worth US $ 227
million, produces about 430,000 MT per
annum of phosphoric acid; nearly all of it
is imported by India.
What are the specific areas in
which India can enhance its bilateral
ties with Morocco?
The specific areas of interest could
be:
i) Auto industry, SMEs,
pharmaceuticals, IT, rural technology
and agro-processing, renewable energy,
greater institutional linkages between
think tanks as well as establishment of
higher learning institutions, e-learning/
telemedicine, tourism and hospitality,
banking, civil aviation, etc.
ii) There is immense interest in
Morocco in Indian art and culture,
especially Hindi cinema whose leading
stars are household names in Morocco.
It should be possible for Indian
film industry to shoot their movies
in Moroccan locations if attractive
incentives are offered.
iii) We should have regular visits at
different levels of the government and
the private sector from both sides.
Leading corporates like TATA,
Ranbaxy, Pepsico India have
incorporated wholly-owned subsidies
in Morocco. Comment and how
you eye to bring in more of Indian
investment to the country.
Tata group has its presence in
Morocco in the fields of phosphate
and vehicles. Tata Chemicals Ltd. has
one-third partnership in IMACID, a joint
venture between Indian and Moroccan
companies for production of phosphoric
acid.
Tata Hispano Motors Carrocerries
Maghreb S A (THM) is a wholly owned
subsidiary of Tata Motors India,
operating in Morocco since the year 2000.
Ranbaxy Laboratories Limited started
by establishing a representative office
in Casablanca, Morocco in 2005 and
later decided to further strengthen its
presence in Morocco by establishing its
wholly owned entity - Ranbaxy Morocco
LLC - in 2011. PepsiCo India has acquired
the beverage maker's entire franchisee
bottling operations in Morocco.
Which are the major events to be held
in nearby future in Morocco that will
offer a platform and will prove fruitful
for the Indian Diaspora?
Important bilateral events like
Foreign Office Consultations, Joint
Commission Meeting, Joint Business
Council meetings etc. are in the pipeline
to be held in Morocco in the near
future which will be further helpful for
enhancing bilateral relations. The size
of Indian community in Morocco is very
small viz., about 250. Most of them are
traders basically engaged in trading of
textiles, electronic equipment etc.
Among international fairs and
exhibitions in the year 2014 Auto Expo
(May 9-18) on ‘Cars and Motorcycles
Show’, Ramadan Trade Fair (July
3-29) on ‘Home furnishings, electrical
appliances, carpets and textiles, shoes
and leather products etc., to be held in
Casablanca are worth mentioning.
India and Morocco have deep-rooted historical links. Import of phosphate and its derivatives from
Morocco is an important element in India’s agricultural production. The Ambassador of India to
Morocco, H.E. Mr. Krishan Kumar highlighted in an exclusive interview to Kanchi Batra, Sub-Editor,
IAT a propos the efforts of the Indian government with its dynamic foreign policy to enhance its
relations with Morocco.
