not have been a more opportune
time to organize this event as
agriculture and agri-business
are dominating the global and
regional agenda on economic

Zimbabwe on seven-year
malaria research

HARARE: ZIMBABWE says it is conducting a SEVEN-year-long Malaria Research
Program in collaboration with the JOHN HOPKINS MALARIA INSTITUTE. The Ministry
of Health and Child Care Head of Epidemiology and Disease Control says the study
results will be used to address the problem of malaria in ZIMBABWE and other Southern
AFRICAN countries. PORTIA MANANGAZIRA says the selection of ZIMBABWE to conduct
the program is a result of the country’s research capacity. She says some of the issues
that will be looked into are vector behaviour of the mosquito, human behaviour towards
malaria insecticide and drug resistance patterns. ZIMBABWE has managed to reduce the
rate of malaria infection, and in 2010 achieved the ABUJA Target of a Malaria Incidence
Rate; while it is also is in the process of entering the pre-elimination phase.

witnessed
the attendance of esteemed
personalities having expertise
in numerous fields allied to
agriculture and technology. The
sessions elicited light on the
thoughts, strategies and subjects
of agriculture and its illustrious

especially the oil and gas zone.
Preneet Kaur, Minister of State
for External Affairs, asserted, “The

agriculture sector in India, like
any other country, is a livelihood
for the population.” She added, “It
is only by increasing employment
generation and production, etc.
that we can improve the per capita
income and per capita revenue.”
Moreover, in 2011-12 the growth
rate for agriculture in India was
recorded at 3.6% which have to
be raised in upcoming years.
"Agriculture land in Asia is
under pressure from increasing
population and urbanization. As
such, there is an opportunity
for responsible investment in
agriculture by Asian countries
in Africa," Agriculture Minister
Sharad Pawar said in his address.
He made strong points on farm
investments in Africa which
should be as per the norms laid
down by the UN body Food and

Mr.
Advait
Chaturvedi,
Executive Director, Overseas
Infrastructure Alliance, when
asked about his opinions on the
current situation of agriculture,
began by quoting, “I am not a

In the alleged letter, Mr
MANGOMA reportedly says the
MDC-T is in dire need for new ideas,
new thinking, a new trajectory and
new stimulus. Political Analyst
ALEXANDER RUSERO says the
necessity of the leadership renewal
is what has caused disgruntlement
against Mr TSVANGIRAI’s own
leadership. Another political
expert, ALEXANDER KANENGONI,
says it is not a surprise the
MDC-T has failed–considering Mr
MANGOMA’s revelations.

Mr KANENGONI says Mr
MANGOMA has revealed that
during the party’s tenure in the
inclusive government, its officials
were concerned more with
personal gains and mainstreamed
their power bases. The letter by
the ZIMBABWEAN opposition
official reportedly calls for what

omoros Islands make an
enigmatic, bizarre and
alluring tourist destination.
This is one of the most thrilling
and exhilarating places and a
true paradise for the energetic
travellers. Comoros Islands are
located in the Indian Ocean off
the coast of East Africa. These
islands are blessed with profound
natural beauty and marvelous
topography. Not only this, plentiful
opportunities are on hand for
investors investing in Comoros as
the Government is in process of
further promoting the country as
an investment destination.

The Eye-Catching Charm
of Comoros

There is a profusion of life in the sea
around the Comoros. One can find
the whole thing from giant whales,
sharks, big manta rays, sailfish,
and sunfish to lobsters, crabs and
tiny shrimp. Deep water close to
the islands, coral reefs, miles of
sandy beaches, plus fresh water
streams and shoreline springs
endow with multiple habitats
for the marine life. The Comoros
archipelago is blessed with warm
tropical weather, astonishing flora
and fauna, astounding white sandy
beaches, a prosperous culture, and
a truly generous and welcoming
population.
Comorian beaches are conceived
to be among the most beautiful in
the world. The name of the islands
comes from the Arabic word
“qamar” emaning “moon”. Also
branded as the Perfumed Islands,
Comoros Islands are the world’s

together, it is the world’s second

“Islands of the Moon” furthermore
put forward an array of outdoor
activities & water sports like
hiking, camping, diving, sailing,
and for those who call for some
recreation would definitely take
delight in sunbathing on the whitesand seashore.
Visitors to Comoros will be
astounded by the incredible
experience the Islands offer.
The archipelago of the Comoros
Islands consists of four islands:
Ngazidja (Grande Comore), Mwali
(Moheli), Nzwani (Anjouan), and
Mahore (Mayotte).

Islands of Exquisiteness

An Attractive Investment
Destination

Comoros is a democratic country
with a liberalized economy, which
permits foreign entrepreneurs
to function in a secure business
atmosphere. The chief Comoros
industries are centered in distilling
perfume essence from ylang-ylang.
Agriculture and fishing remain the
principal economic activities for
Comoros.
The economy of the Comoros
sprang up by an estimated 2.7%
in 2012, despite the ongoing
euro-area crisis. This growth was
motivated by strong agricultural
exports, continued strong foreign
direct investment (FDI) in the
transport sector (roads and ports)

and domestic demand, endorsed
by remittances from emigrants.
The financial sector, dominated
by banks, has recorded modest
growth in recent years. In order
to stimulate economic growth
and enhance employment, the
Comorian Government is in the
process of further promoting
the country as an investment
destination.

Sectoral Opportunities

The agriculture sector is the
foremost economic activity in
the country, accounting for about
40% of the GDP. The economy
of Comoros is highly dependent
on exports of commercial crops,
primarily vanilla, cloves and
ylang-ylang. Comoros has been the
leading country in the production
of ylang-ylang for years. There
is also substantial subsistence
farming. Most farms are small, and
about 62% of the population is
reliant on agricultural production.
The cultivators in the agricultural
zone of Comoros, highlands,
produce fair amount of products
like rain rice, bananas, cassava,
and sweet potatoes. The market
is particularly important for fruit
such as pineapple, mango, litchi or
avocado, whose cultivation can be
increased thanks to the favorable
climate of the region.

Agriculture & Food Industries

The amazing fishery resources
of the Comoros draw fishing and
the processing of fishery products
as an anticipating sector. Tuna is
the main source of
local fisheries. A
broad variety of
fish, however, is
in attendance in
Comorian waters,
and
untouched
reserves of lobsters
and octopus near
the coast. This
sector
furnishes
e n o r m o u s
opportunities for
investment
not
only in terms of
augmented fishing
capacity, but also
more widely in
the
development
of
infrastructure
and port facilities

that support the sector. These
investments could allow the
expansion of semi industrial
fishing.

Mozambique and South Africa.
This project is one of the biggest
investments which the Comorian
Government has financed so far,
amounting to a total investment
of USD 264 million. Thanks to this
initiative, Comoros now has the
largest capacity of all submarine
cable systems on the East Coast of
Africa with speeds of 3.7 terabits

SRL
Diagnostics
en route to
Africa
The healthcare arm of Fortis, SRL
Diagnostics with the mission to
become the first choice diagnostics
provider for customers in all markets
they operate is now planning
expansion into fast-growing markets
of Africa and CIS countries. Enjoying
nearly 40% share of the organized
diagnostic market in India, it is all
set to commence labs and collection
centres in countries like Congo,
Kenya and Nigeria. Also, it is looking
forward for tie-ups in CIS countries.
Presently, associated with a local
partner will be making an investment
in the Democratic Republic of
Congo to operate and run five
diagnostics labs (radiology and lab
medicine). The revenue earned by
the diagnostic sector from the East
African market estimated to be $80
million in 2009 which is anticipated
to rise at 12.4% compounded
annually to $183 million by 2016.
Commenting on it, Sanjeev
Vashishta,
Chief
Executive
expressed, “At the moment, the
company has a capacity utilization
of a little over 50 per cent. Expansion
of reach through opening more
collection points and introducing
new tests would help in filling the
capacity at a little cost.” Bearing
an endeavor to become the largest
diagnostics company in India, SRL
acquired Piramal Diagnostics for
Rs. 600 crores in 2010. Further,
he added, “Unfortunately, the
diagnostics industry in India is
not regulated at the moment. It
is the hour of the need if we want
to provide quality services to the
masses. Good quality diagnosis
will help in accurate prognosis and
early and effective treatment. The
government should look at making
accreditation mandatory for the
diagnostic service providers.”

Fulfilling the Role
of Gatekeeper!

By kirit sobti,

editor@indoafricatimes.com

It is
domineering
that the
continent
spends
considerably
in media
studies

“A free press is at the absolute core of equitable
development, if you cannot enfranchise poor people,
if they do not have a right to expression, if there
is no searchlight on corruption and inequitable
practices, you cannot build the public consensus
needed to bring about change.”
These are the Golden words of James D.
Wolfensohn, former President of the World Bank.
The media can be an influential power for
transformation in both developed and developing
economies. It is competent enough to efficaciously
achieve the functions of watchdog, gatekeeper and
agenda setter.
Without doubt it can mend governance by
educating and nurturing citizen consciousness of
social matters, empowering populations to hold
their governments to account, curbing corruption,
and forming a civic medium for discussion.
But what is the scenario in Africa? What is the
standing of media awareness in Africa at present
when definite trends in progress towards maturity
are steadily being recorded in other parts of the
world? Africa is confronted with the challenge to
integrate the continent into the information society.
On my meeting with Dr. Richard Sezibera,
Secretary General of EAC, he highlighted the critical
importance of media by saying “The basis of our
government being the opinion of the people, the
very first objective should be to keep that right; and
were it left to me to decide whether we should have
a government without newspapers or newspapers
without a government, I should not hesitate a
moment to prefer the latter.”
The world is very fast undergoing the
democratization of the media scenery. This
revolution is captivating diverse modes.
There is, for instance, the mounting role of
mobile phones fitted out with still and video
cameras. These devices are ascertaining to be

influential allies with the internet in transforming
the global media landscape. Consequently, from
Morocco, to Pakistan, Iraq, South Korea, Tibet-China
and, lately Iran, tape of violent protests, clashes and
even terrorist attacks are promptly captured by
camera phones and uploaded onto the internet with
YouTube, Face book, Myspace and Twitter internet
platforms.
In the African continent, as in many other
parts of the world, the media acts as an important
characteristic in enlightening and notifying
the audience a propos the subject matter and
happenings. Specifically, during the time of natural
and man-made disasters the media frequently has
a fortuitous twin role, together with reporting the
event itself and performing as a catalyst for evoking
responses.
Thus, the media is a vital actor for issuing
warnings of disasters; for notifying government
officials, relief organizations and the public to
potential dangers; for collecting and communicating
material apropos affected areas; and for easing
deliberations about disaster preparedness and
response.
This is a significant period in Africa’s history.
The story of famine, war, and ailment that was its
label in the media for decades has specified an
approach to one of hopefulness, development and
return on investment.
The continent’s middle class is growing with
more people predictable to live in urban areas.
Industrialized and developing economies are dating
the continent. There is accumulative discovery of oil,
gas and other vital minerals in the continent. Africa
claims of a vast coastline-the Indian Ocean rim,
which has become a planned global trade gateway.
How can we forget the endeavors of Government
of India to strengthen the multidimensional
relations prevailing between Africa and India
through Africa-India Forum Summit which is
envisioned to reflect the modalities to fortify
the cooperation ties between the two partners
in the capacities of Economic; Political; Science,
Technology, Research and Development; Social
Development and Capacity Building; Tourism;
Infrastructure, Energy and Environment and Media
and Communication.
After meeting an official of AUC, who was in
India to adopt the Joint Action Plan of the Enhanced
Framework for cooperation of the 2nd IndiaAfrica Forum Summit, the official highlighted
the importance of media in the country and
expressed his desire to further enhance the level of
cooperation on this subject.
All the developments taking place in the
continent indicate prospects and intimidations with
a long-lasting influence on the public, infrastructure,
culture, diet, governance and communication with
other continents.
It is hence domineering that the continent
spends considerably in media studies to allow it
to recognize and exploit developing opportunities
as well as steer around threats on two levels:
continentally and individual country platform.

African and Indian
media to go hand in
hand
Media industry in Africa is believed
to be amongst the fastest growing
industries. During a meeting in Addis
Ababa, Ethiopia media leaders from
the African continent commended
their Indian colleagues to invest in
the continent’s ICT sector. India’s
flourishing media business was a
major topic of debate at the threeday African Media Leaders Forum
(AMLF) organized by the African Media
Initiative (AMI) and the Ethiopian
National Organizing Committee (NOC).
Experiencing remarkable growth and
progress in the media business, Africa
has witnessed significant investments
in the imperative sector with
outstanding presence of India. Roukaya
Kasenally, Director of programmes
and knowledge management at
AMI expressed that with active
participation of India in the prosperous
and flourishing sector like media
communications, media in mobile and
media in technology amongst others
in Africa will endow with great benefits
to both. She added, “So I think the
idea is to understand how do we get
those (Indian) companies into this new
energy and how do we trickle it down
to our people. I also think it is all about
how do we understand the partnership
and how do we craft the partnership
and how do we make it much more a
partnership of equals”.
According to her, the media
becomes important for reflecting the
African rebirth through its own voice. In
line to this, Indian media organizations
other than investing can also assist
in showcasing the success story of
Africa’s development. Commenting
on it, she stated, “So the point is
how can we, through the media, can
help tell our stories through the new
form of partnership and how to create
an alternative understanding of the
continent”. Moreover, she articulated,
“We often hear talk about what Africa
has to offer while if you look at the
statistics on trade and export you
always see that Africa is exporting
a lot of its raw material but is not
producing enough of its own by way
of value addition. So when we look at
partnerships with India, we need to
be very cautious and understand how
we can do it in a way that is a win-win
partnership”. Enjoying the biggest
newspaper market in the world, India
having more than 90,000 newspapers
and over 700 satellite channels, it can
prove to a great platform to spotlight
and highlight Africa as a promising and
flourishing continent.

Both India and Africa have common
history, struggles and challenges. India
is a hub of skilled personnel and with
the help of media, technology and
other ICT tools, both the countries can
learn from each other.

Nearly 100 journalists from Africa have visited
India, in addition, another 45 young African
journalists have undergone short duration training
courses in India. To enhance Africa's footprint in
the Indian mainstream media, we are collaborating
with various organizations to have agency
reporters in select African cities.

A PANACEA TO UNEMPLOYMENT
Understanding Youth, Unemployment and Skills in Africa

African countries are working towards improving the quality and skills levels of the youth. With the
increasing recognition to the activities of LESDEP, it is enhancing competitiveness and contributing
to social inclusion, decent employment, and poverty reduction in many African countries.

It is generally recognized that
the development of relevant
skills is an important instrument
for improving the productivity
of any developing country.
Education and skills can open
doors to economically and socially
rewarding jobs and can help the
development of small informalsector businesses.
Ultimately, developing jobrelated competencies among
the youth and the vulnerable
is recognized as crucial to
progress in reducing poverty.
The development of job-related
skills is, therefore, not only part
of the country’s human resource
strategies but also of their
economic-growth and povertyreduction strategies.
The Local Enterprise and
Skills Development Programme
(LESDEP), is a specialized
employment creation programme
that seeks to provide the requisite
skills, tools and training for the
youth which eventually renders
them self-employed.
The late President of Ghana, His
Excellency John Evans Atta Mills
launched the LESDEP Programme
on the 27th April 2011 with the
aim of creating jobs and rapid
sustainable national development.
During the launch, the President
stressed on the importance of the
initiative as playing a critical role
in the Government’s efforts to
develop the human resource base
of the country, and he was very
optimistic that LESDEP would
provide the needed support for
the Small and Medium Scale
Enterprises.
Since its inception, it has
received great support from the

Government of Ghana. Under
the auspices of the Ministry of
Local Government and Rural
Development and the Ministry of
Finance and Economic Planning,
the programme has made
significant strides in creating
jobs, providing the requisite
training and providing tools
and machineries for numerous
beneficiaries across the country
to kick-start their various
businesses.
In
collaboration
with the Municipal and District
Assemblies, LESDEP has boosted
entrepreneurial skills among the
youth in alleviating the canker
of unemployment in the country
and instilling the urgency of selfemployment, self-sustenance and
youth empowerment.
LESDEP is definitely not
superfluous
and
no
mere
replication
of
any
other
programme. It is a well thoughtout, well-planned, a well-equipped
programme that will surely create
jobs that pay, to enable people be
highly skilled to be self-reliant
to be able to contribute to the
national economy.
Since its inception, LESDEP
has created a staggering number
of 2 lakhs direct and indirect jobs
with a good number of youth
benefiting in diverse ways across
Ghana from the programme. It
has repositioned itself as the
pathway to an exciting, new era
of business development and
entrepreneurship after achieving
unparalleled milestones in terms
of dispersal of technical and
entrepreneurial skills among the
youth within the country.
Mr. Timothy D. Mawulawoe
is in his sixties and hails from

the Ve community in the Volta
Region. Twenty two years ago,
he suffered from a devastating
fire incident which culminated
in the amputation of his legs. For
Timothy, all seemed lost until
LESDEP opened in the Volta

Region. Now he is extremely
proud to be in charge of a booming
business and being able to
provide for his family and most
importantly, provide employment
for other unemployed persons.
Another proud beneficiary of

the programme, Alhassan Zakaria
who is a 36 year old man was one of
the persons who took frantic steps
to register with the programme
and train under a module. He
went through the procedures,
processes and training of LESDEP,
and after a successful completion
of the training, he was provided
with the equipment he requested
for, a minivan dumper (bola taxi)
to commence his business. Mr.
Zakaria is now a proud owner of
a minivan dumper (bola taxi) that
plies along the Madina market and
its environs for refuse collection.

Initially, the exceptional
range of handbags were
launched on ASOS with
prices starting under $100.
Elaborating on the collection,
Westwood’s website states,
“All styles have been created
using recycled canvas, reused
roadside banners, unused
leather off-cuts, and recycled
brass, produced in Kibera
slum (Nairobi’s biggest),
where discarded metal like
padlocks and car pieces are
collected then melted down”.

These bags are classy
and eco-friendly
iving birth to a new line of eco-friendly handbags created from
recycled materials, British fashion designer and environment
activist Vivienne Westwood with an endeavor to promote
ethical fashion has truly brought a new boom in the fashion industry.
Manufactured in the Kenyan capital Nairobi, the stylish classy
handbags will feature a diverse range of styles from unisex rucksacks
to tote bags and clutches. The launch of this new line is Westwood’s
earnest contribution to the Ethical Fashion Initiative, a collective
project between the UN and the World Trade Organization. The
masterpieces are shaped from recycled canvas, reused roadside
banners, and leather off-cuts and is cautiously created by communities
of women affected by extreme poverty.

Choosing a Skin
Lightener

Skin lighteners can yield
miraculous results, but it is
necessary not to use products
containing any steroids. These
products can lead to permanent
redness or thinning of the blood
vessels lying beneath the skin.
Use skin lightening product that
diminishes the production of
melatonin naturally.

Exercise and Eating
Habits for Black Women

The basic to looking fabulous
all the time is regular exercise
regime, improving your eating
habits and drinking plenty of
water. While your favourite food
dishes may be awesome and
probably irresistible, they can

appear to be silent killers like
heart disease, hypertension and
diabetes that are killers popular
to run unrestrained in the black
community. Maintaining your
weight should be your ultimate
target to strive for.

Maintain a mesmerizing smile
by eradicating or reducing your
intake of tea, coffee, soda, and
other tooth-staining meals and
beverages.
If you find yourself down with
sadness and can't do without
it, try restricting your intake by
having a few small drinks using
a straw.

Retain a Mesmeric Smile

Don’t use skin care products
comprising
potential
inflammatory components like
alcohol, perfumes, and dyes
that can damage your skin. One
or two skin care regimens is
suggested in a day, but anything
more than that will just dry up
the skin.

AFRICA ON MY
SLEEVES

A

frica has served as a foundation of encouragement and creativity for
many and now geared up to push the boat out of the continent’s talent
to encourage those that have set foot on the continent and those that
have daydreamed about its beauty.
Providing a gateway for designers to exhibit the supreme quality fashion
motivated by the miscellany and beauty of the African continent, Africa on
My Sleeves is all set to take place in New Zealand this year with the motive
of introducing two key initiatives that will further facilitate a gateway for
designers to the international fashion realm.
Launched in 2013, certain changes have been instigated by Africa
on my Sleeve Limited to expedite growth and development for designers.
Commenting on this, Makanaka Tuwe, founder of Africa on My Sleeve
expressed, “The scope and vision of the organization has grown exponentially
taking into consideration the needs of designers as well as the transforming
socioeconomic climate within the fashion industry. The times are changing
and after the first show we saw it fit to continue to evolve and redefine
ourselves. Onwards and upwards!”
Broadly, two major initiatives have been commenced to open up the
doors for the designers to the international fashion kingdom. The first is the
annual show presenting a great opportunity for designers to showcase and
promote themselves on a sincere platform to attract buyers and gather media
attention. The items displayed at the fashion show will be made accessible
for purchase via an online store and will be
collectively owned by Africa on My Sleeve and
the respective designer. Africa on My Sleeve
is about celebrating the African culture
through fashion.

The Golden Teams of Caf
12 ENCOUNTER WITH EDITOR

MONDAY | FeBruARY 10, 2014

Rwanda is one of the countries that have made tremendous progress over the last 10 years, enabling it to transform its
economy towards a service - oriented one. In an exclusive interview to Kanchi Batra, Sub-Editor, Indo Africa Times, the
High Commissioner of the Republic of Rwanda, H.E. Mr. Ernest RWAMUCYO highlighted the good performance made by
the country and the endeavors of the government to guide its economy towards the preferred path of transformation.

In your representation as the new
High Commissioner of the Republic
of Rwanda to India, how would you
comment on the development of IndoRwandan relations and what is your
vision to further develop these ties?

The bilateral relations between India
and Rwanda are excellent. There is a
lot happening in terms of corporation
between the two countries. The
Government of India is working with
the Government of Rwanda to establish
entrepreneurship incubation facilities.
We are getting substantive support
from EXIM Bank for energy generation
program and investment in other areas
of infrastructure and agriculture. The
trade and investment between the two
countries continues to grow.

Today, Rwanda is the fastest growing
economy in East Africa. How would
you propose to Indian investors to
invest in your country?
Rapid and optimistic actions taken
by the Government have effectively

steered Rwanda towards a steady
growth and positive outlook. The World
Bank foresees an affirmative outlook
for Rwanda, with growth projected at 7
percent in 2013 and 7.5 percent in 2014.
Over the last five years, Rwanda has been
consistently ranked as a top re-former by
the World Bank in doing business.
Rwanda has been ranked as one of
the country where there is least incident
of corruption, not only in Africa but also
in the rest of the world. There is a huge
potential in agriculture, infrastructure,
tourism, ICT and tele-communication
industry.
Is the Government ready to bring in
certain incentives to further attract
FDIs?

Stability of business is the foremost
incentive offered to investors. Rwanda
offers a striking environment to operate
in or to run a business from. We have
an investor friendly climate by way
of simple taxation, development of
industrial parks and free trade zone, and
creation of stock exchange. It now takes

1 day to start business compared to
45-days average on the African continent,
and 13-days for the rich countries to start
a business.
What projects is the Government
planning to come up so as to increase
employment opportunities for the
youth of Rwanda?

Establishment of entrepreneurship
incubation facilities is basically to
train new and upcoming entrepreneur,
provide them skills and technology that
will enable them to create their own
jobs. We have a target of creating at least
200,000 new farm jobs as a part of the
Rwanda’s vision 2020 and we hope that
we would be able to hit this target with
an increasing rate of economy.
There is a program called LESDEP
which is also dedicatedly focusing on
youth employment. Any collaboration
with them?
We have signed a MoU with LESDEP.
They have been to Rwanda; we have

H.E. Mr. Ernest
RWAMUCYO
High Commissioner,
High Commission of
the Republic of Rwanda,
New Delhi, India


Striking environment to operate
in or to run a business from

allocated full-fledged facilities to train
our youth to be entrepreneur and
provide them with necessary equipments
as we have trainees ready to be trained.
I hope that this will grow into a big
entrepreneurship development program
particularly for our youth.
Rwanda is most commonly dubbed
as ‘The Land of a Thousand Hills’ with
fascinating tourist attractions. How
do you take this platform to showcase
the tremendous tourism pleasure in
Rwanda?

You have made a very wide point that
tourism is one of the biggest revenue
generators of the economy. We actually
want to increase the volume of Indian
tourist to Rwanda. We make it easy for
people to visit Rwanda, we are able
to issue visa within hours of giving
applications. Connectivity to Rwanda by
air has become increasingly easy. There
are so many airlines flying to Rwanda,
so it is easy for people to connect. Along
with investment promotion, we are doing
a lot of tourism promotion.

  • 6. 06 FRANKLY SPEAKING Fulfilling the Role of Gatekeeper! By kirit sobti, editor, iat editor@indoafricatimes.com It is domineering that the continent spends considerably in media studies “A free press is at the absolute core of equitable development, if you cannot enfranchise poor people, if they do not have a right to expression, if there is no searchlight on corruption and inequitable practices, you cannot build the public consensus needed to bring about change.” These are the Golden words of James D. Wolfensohn, former President of the World Bank. The media can be an influential power for transformation in both developed and developing economies. It is competent enough to efficaciously achieve the functions of watchdog, gatekeeper and agenda setter. Without doubt it can mend governance by educating and nurturing citizen consciousness of social matters, empowering populations to hold their governments to account, curbing corruption, and forming a civic medium for discussion. But what is the scenario in Africa? What is the standing of media awareness in Africa at present when definite trends in progress towards maturity are steadily being recorded in other parts of the world? Africa is confronted with the challenge to integrate the continent into the information society. On my meeting with Dr. Richard Sezibera, Secretary General of EAC, he highlighted the critical importance of media by saying “The basis of our government being the opinion of the people, the very first objective should be to keep that right; and were it left to me to decide whether we should have a government without newspapers or newspapers without a government, I should not hesitate a moment to prefer the latter.” The world is very fast undergoing the democratization of the media scenery. This revolution is captivating diverse modes. There is, for instance, the mounting role of mobile phones fitted out with still and video cameras. These devices are ascertaining to be influential allies with the internet in transforming the global media landscape. Consequently, from Morocco, to Pakistan, Iraq, South Korea, Tibet-China and, lately Iran, tape of violent protests, clashes and even terrorist attacks are promptly captured by camera phones and uploaded onto the internet with YouTube, Face book, Myspace and Twitter internet platforms. In the African continent, as in many other parts of the world, the media acts as an important characteristic in enlightening and notifying the audience a propos the subject matter and happenings. Specifically, during the time of natural and man-made disasters the media frequently has a fortuitous twin role, together with reporting the event itself and performing as a catalyst for evoking responses. Thus, the media is a vital actor for issuing warnings of disasters; for notifying government officials, relief organizations and the public to potential dangers; for collecting and communicating material apropos affected areas; and for easing deliberations about disaster preparedness and response. This is a significant period in Africa’s history. The story of famine, war, and ailment that was its label in the media for decades has specified an approach to one of hopefulness, development and return on investment. The continent’s middle class is growing with more people predictable to live in urban areas. Industrialized and developing economies are dating the continent. There is accumulative discovery of oil, gas and other vital minerals in the continent. Africa claims of a vast coastline-the Indian Ocean rim, which has become a planned global trade gateway. How can we forget the endeavors of Government of India to strengthen the multidimensional relations prevailing between Africa and India through Africa-India Forum Summit which is envisioned to reflect the modalities to fortify the cooperation ties between the two partners in the capacities of Economic; Political; Science, Technology, Research and Development; Social Development and Capacity Building; Tourism; Infrastructure, Energy and Environment and Media and Communication. After meeting an official of AUC, who was in India to adopt the Joint Action Plan of the Enhanced Framework for cooperation of the 2nd IndiaAfrica Forum Summit, the official highlighted the importance of media in the country and expressed his desire to further enhance the level of cooperation on this subject. All the developments taking place in the continent indicate prospects and intimidations with a long-lasting influence on the public, infrastructure, culture, diet, governance and communication with other continents. It is hence domineering that the continent spends considerably in media studies to allow it to recognize and exploit developing opportunities as well as steer around threats on two levels: continentally and individual country platform. MONDAY | FeBruARY 10, 2014 African and Indian media to go hand in hand Media industry in Africa is believed to be amongst the fastest growing industries. During a meeting in Addis Ababa, Ethiopia media leaders from the African continent commended their Indian colleagues to invest in the continent’s ICT sector. India’s flourishing media business was a major topic of debate at the threeday African Media Leaders Forum (AMLF) organized by the African Media Initiative (AMI) and the Ethiopian National Organizing Committee (NOC). Experiencing remarkable growth and progress in the media business, Africa has witnessed significant investments in the imperative sector with outstanding presence of India. Roukaya Kasenally, Director of programmes and knowledge management at AMI expressed that with active participation of India in the prosperous and flourishing sector like media communications, media in mobile and media in technology amongst others in Africa will endow with great benefits to both. She added, “So I think the idea is to understand how do we get those (Indian) companies into this new energy and how do we trickle it down to our people. I also think it is all about how do we understand the partnership and how do we craft the partnership and how do we make it much more a partnership of equals”. According to her, the media becomes important for reflecting the African rebirth through its own voice. In line to this, Indian media organizations other than investing can also assist in showcasing the success story of Africa’s development. Commenting on it, she stated, “So the point is how can we, through the media, can help tell our stories through the new form of partnership and how to create an alternative understanding of the continent”. Moreover, she articulated, “We often hear talk about what Africa has to offer while if you look at the statistics on trade and export you always see that Africa is exporting a lot of its raw material but is not producing enough of its own by way of value addition. So when we look at partnerships with India, we need to be very cautious and understand how we can do it in a way that is a win-win partnership”. Enjoying the biggest newspaper market in the world, India having more than 90,000 newspapers and over 700 satellite channels, it can prove to a great platform to spotlight and highlight Africa as a promising and flourishing continent. Both India and Africa have common history, struggles and challenges. India is a hub of skilled personnel and with the help of media, technology and other ICT tools, both the countries can learn from each other. Nearly 100 journalists from Africa have visited India, in addition, another 45 young African journalists have undergone short duration training courses in India. To enhance Africa's footprint in the Indian mainstream media, we are collaborating with various organizations to have agency reporters in select African cities. M r. With the increasing recognition to the activities of LESDEP, it is enhancing competitiveness and contributing to social inclusion, decent employment, and poverty reduction in many African countries. It is generally recognized that the development of relevant skills is an important instrument for improving the productivity of any developing country. Education and skills can open doors to economically and socially rewarding jobs and can help the development of small informalsector businesses. Ultimately, developing jobrelated competencies among the youth and the vulnerable is recognized as crucial to progress in reducing poverty. The development of job-related skills is, therefore, not only part of the country’s human resource strategies but also of their economic-growth and povertyreduction strategies. The Local Enterprise and Skills Development Programme (LESDEP), is a specialized employment creation programme that seeks to provide the requisite skills, tools and training for the youth which eventually renders them self-employed. The late President of Ghana, His Excellency John Evans Atta Mills launched the LESDEP Programme on the 27th April 2011 with the aim of creating jobs and rapid sustainable national development. During the launch, the President stressed on the importance of the initiative as playing a critical role in the Government’s efforts to develop the human resource base of the country, and he was very optimistic that LESDEP would provide the needed support for the Small and Medium Scale Enterprises. Since its inception, it has received great support from the Government of Ghana. Under the auspices of the Ministry of Local Government and Rural Development and the Ministry of Finance and Economic Planning, the programme has made significant strides in creating jobs, providing the requisite training and providing tools and machineries for numerous beneficiaries across the country to kick-start their various businesses. In collaboration with the Municipal and District Assemblies, LESDEP has boosted entrepreneurial skills among the youth in alleviating the canker of unemployment in the country and instilling the urgency of selfemployment, self-sustenance and youth empowerment. LESDEP is definitely not superfluous and no mere replication of any other programme. It is a well thoughtout, well-planned, a well-equipped programme that will surely create jobs that pay, to enable people be highly skilled to be self-reliant to be able to contribute to the national economy. Since its inception, LESDEP has created a staggering number of 2 lakhs direct and indirect jobs with a good number of youth benefiting in diverse ways across Ghana from the programme. It has repositioned itself as the pathway to an exciting, new era of business development and entrepreneurship after achieving unparalleled milestones in terms of dispersal of technical and entrepreneurial skills among the youth within the country. Mr. Timothy D. Mawulawoe is in his sixties and hails from the Ve community in the Volta Region. Twenty two years ago, he suffered from a devastating fire incident which culminated in the amputation of his legs. For Timothy, all seemed lost until LESDEP opened in the Volta Region. Now he is extremely proud to be in charge of a booming business and being able to provide for his family and most importantly, provide employment for other unemployed persons. Another proud beneficiary of the programme, Alhassan Zakaria who is a 36 year old man was one of the persons who took frantic steps to register with the programme and train under a module. He went through the procedures, processes and training of LESDEP, and after a successful completion of the training, he was provided with the equipment he requested for, a minivan dumper (bola taxi) to commence his business. Mr. Zakaria is now a proud owner of a minivan dumper (bola taxi) that plies along the Madina market and its environs for refuse collection. In your representation as the new High Commissioner of the Republic of Rwanda to India, how would you comment on the development of IndoRwandan relations and what is your vision to further develop these ties? The bilateral relations between India and Rwanda are excellent. There is a lot happening in terms of corporation between the two countries. The Government of India is working with the Government of Rwanda to establish entrepreneurship incubation facilities. We are getting substantive support from EXIM Bank for energy generation program and investment in other areas of infrastructure and agriculture. The trade and investment between the two countries continues to grow. Today, Rwanda is the fastest growing economy in East Africa. How would you propose to Indian investors to invest in your country? Rapid and optimistic actions taken by the Government have effectively steered Rwanda towards a steady growth and positive outlook. The World Bank foresees an affirmative outlook for Rwanda, with growth projected at 7 percent in 2013 and 7.5 percent in 2014. Over the last five years, Rwanda has been consistently ranked as a top re-former by the World Bank in doing business. Rwanda has been ranked as one of the country where there is least incident of corruption, not only in Africa but also in the rest of the world. There is a huge potential in agriculture, infrastructure, tourism, ICT and tele-communication industry. Is the Government ready to bring in certain incentives to further attract FDIs? Stability of business is the foremost incentive offered to investors. Rwanda offers a striking environment to operate in or to run a business from. We have an investor friendly climate by way of simple taxation, development of industrial parks and free trade zone, and creation of stock exchange. It now takes 1 day to start business compared to 45-days average on the African continent, and 13-days for the rich countries to start a business. What projects is the Government planning to come up so as to increase employment opportunities for the youth of Rwanda? Establishment of entrepreneurship incubation facilities is basically to train new and upcoming entrepreneur, provide them skills and technology that will enable them to create their own jobs. We have a target of creating at least 200,000 new farm jobs as a part of the Rwanda’s vision 2020 and we hope that we would be able to hit this target with an increasing rate of economy. There is a program called LESDEP which is also dedicatedly focusing on youth employment. Any collaboration with them? We have signed a MoU with LESDEP. They have been to Rwanda; we have H.E. Mr. Ernest RWAMUCYO High Commissioner, High Commission of the Republic of Rwanda, New Delhi, India  Striking environment to operate in or to run a business from allocated full-fledged facilities to train our youth to be entrepreneur and provide them with necessary equipments as we have trainees ready to be trained. I hope that this will grow into a big entrepreneurship development program particularly for our youth. Rwanda is most commonly dubbed as ‘The Land of a Thousand Hills’ with fascinating tourist attractions. How do you take this platform to showcase the tremendous tourism pleasure in Rwanda? You have made a very wide point that tourism is one of the biggest revenue generators of the economy. We actually want to increase the volume of Indian tourist to Rwanda. We make it easy for people to visit Rwanda, we are able to issue visa within hours of giving applications. Connectivity to Rwanda by air has become increasingly easy. There are so many airlines flying to Rwanda, so it is easy for people to connect. Along with investment promotion, we are doing a lot of tourism promotion.
