Zimbabwe on seven-year
malaria research
HARARE: ZIMBABWE says it is conducting a SEVEN-year-long Malaria Research
Program in collaboration with the JOHN HOPKINS MALARIA INSTITUTE. The Ministry
of Health and Child Care Head of Epidemiology and Disease Control says the study
results will be used to address the problem of malaria in ZIMBABWE and other Southern
AFRICAN countries. PORTIA MANANGAZIRA says the selection of ZIMBABWE to conduct
the program is a result of the country’s research capacity. She says some of the issues
that will be looked into are vector behaviour of the mosquito, human behaviour towards
malaria insecticide and drug resistance patterns. ZIMBABWE has managed to reduce the
rate of malaria infection, and in 2010 achieved the ABUJA Target of a Malaria Incidence
Rate; while it is also is in the process of entering the pre-elimination phase.

Godrej's intention to take full
control of Darling's businesses
Godrej Consumer Products Ltd
(GOCP.NS), Indian personal care
products maker has revealed that
it will surge its stake in Darling
Group, an African hair-care firm
that will give it control of the
latter's Nigerian business.
They
have
successfully
come into an agreement to
upsurge its 51 percent stake
in Darling Group. The Indian
company had handpicked
a majority stake in Darling
Group in June 2011 for 5 billion
rupees ($79.8 million). The
contract was planned to permit
Godrej the chance to attain 100
percent in the African company

Nissan Motor joining the likes
of Maruti-Suzuki, Hyundai, and
Honda in the race to get a share in
the fast-growing compact sedan

of Gatekeeper!

in media
studies
“A free press is at the absolute core of equitable
development, if you cannot enfranchise poor people,
if they do not have a right to expression, if there
is no searchlight on corruption and inequitable
practices, you cannot build the public consensus
needed to bring about change.”
These are the Golden words of James D.
Wolfensohn, former President of the World Bank.
The media can be an influential power for
transformation in both developed and developing
economies. It is competent enough to efficaciously
achieve the functions of watchdog, gatekeeper and
agenda setter.
Without doubt it can mend governance by
educating and nurturing citizen consciousness of
social matters, empowering populations to hold
their governments to account, curbing corruption,
and forming a civic medium for discussion.
But what is the scenario in Africa? What is the
standing of media awareness in Africa at present
when definite trends in progress towards maturity
are steadily being recorded in other parts of the
world? Africa is confronted with the challenge to
integrate the continent into the information society.
On my meeting with Dr. Richard Sezibera,
Secretary General of EAC, he highlighted the critical
importance of media by saying “The basis of our
government being the opinion of the people, the
very first objective should be to keep that right; and
were it left to me to decide whether we should have
a government without newspapers or newspapers
without a government, I should not hesitate a
moment to prefer the latter.”
The world is very fast undergoing the
democratization of the media scenery. This
revolution is captivating diverse modes.
There is, for instance, the mounting role of
mobile phones fitted out with still and video
cameras. These devices are ascertaining to be
influential allies with the internet in transforming
the global media landscape. Consequently, from
Morocco, to Pakistan, Iraq, South Korea, Tibet-China

potential dangers; for collecting and communicating
material apropos affected areas; and for easing
deliberations about disaster preparedness and
response.
This is a significant period in Africa’s history.
The story of famine, war, and ailment that was its
label in the media for decades has specified an
approach to one of hopefulness, development and
return on investment.
The continent’s middle class is growing with
more people predictable to live in urban areas.
Industrialized and developing economies are dating
the continent. There is accumulative discovery of oil,
gas and other vital minerals in the continent. Africa
claims of a vast coastline-the Indian Ocean rim,
which has become a planned global trade gateway.
How can we forget the endeavors of Government
of India to strengthen the multidimensional
relations prevailing between Africa and India
through Africa-India Forum Summit which is
envisioned to reflect the modalities to fortify
the cooperation ties between the two partners
in the capacities of Economic; Political; Science,
Technology, Research and Development; Social
Development and Capacity Building; Tourism;
Infrastructure, Energy and Environment and Media
and Communication.
After meeting an official of AUC, who was in
India to adopt the Joint Action Plan of the Enhanced
Framework for cooperation of the 2nd IndiaAfrica Forum Summit, the official highlighted
the importance of media in the country and
expressed his desire to further enhance the level of
cooperation on this subject.
All the developments taking place in the
continent indicate prospects and intimidations with
a long-lasting influence on the public, infrastructure,
culture, diet, governance and communication with
other continents.
It is hence domineering that the continent
spends considerably in media studies to allow it
to recognize and exploit developing opportunities
as well as steer around threats on two levels:
continentally and individual country platform.

hand
Media industry in Africa is believed
to be amongst the fastest growing
industries. During a meeting in Addis
Ababa, Ethiopia media leaders from
the African continent commended
their Indian colleagues to invest in
the continent’s ICT sector. India’s
flourishing media business was a
major topic of debate at the threeday African Media Leaders Forum
(AMLF) organized by the African Media
Initiative (AMI) and the Ethiopian
National Organizing Committee (NOC).
Experiencing remarkable growth and
progress in the media business, Africa
has witnessed significant investments
in the imperative sector with
outstanding presence of India. Roukaya
Kasenally, Director of programmes
and knowledge management at
AMI expressed that with active
participation of India in the prosperous
and flourishing sector like media
communications, media in mobile and
media in technology amongst others
in Africa will endow with great benefits
to both. She added, “So I think the
idea is to understand how do we get
those (Indian) companies into this new
energy and how do we trickle it down
to our people. I also think it is all about
how do we understand the partnership
and how do we craft the partnership
and how do we make it much more a
partnership of equals”.
According to her, the media
becomes important for reflecting the
African rebirth through its own voice. In
line to this, Indian media organizations
other than investing can also assist
in showcasing the success story of
Africa’s development. Commenting
on it, she stated, “So the point is
how can we, through the media, can
help tell our stories through the new
form of partnership and how to create
an alternative understanding of the
continent”. Moreover, she articulated,
“We often hear talk about what Africa
has to offer while if you look at the
statistics on trade and export you
always see that Africa is exporting
a lot of its raw material but is not
producing enough of its own by way
of value addition. So when we look at
partnerships with India, we need to
be very cautious and understand how
we can do it in a way that is a win-win
partnership”. Enjoying the biggest
newspaper market in the world, India
having more than 90,000 newspapers
and over 700 satellite channels, it can
prove to a great platform to spotlight
and highlight Africa as a promising and
flourishing continent.
Both India and Africa have common
history, struggles and challenges. India
is a hub of skilled personnel and with
the help of media, technology and
other ICT tools, both the countries can
learn from each other.
Nearly 100 journalists from Africa have visited
India, in addition, another 45 young African
journalists have undergone short duration training
courses in India. To enhance Africa's footprint in
the Indian mainstream media, we are collaborating
with various organizations to have agency
reporters in select African cities.

increasing recognition to the activities of LESDEP, it is enhancing competitiveness and contributing
to social inclusion, decent employment, and poverty reduction in many African countries.
It is generally recognized that
the development of relevant
skills is an important instrument
for improving the productivity
of any developing country.
Education and skills can open
doors to economically and socially
rewarding jobs and can help the
development of small informalsector businesses.
Ultimately, developing jobrelated competencies among
the youth and the vulnerable
is recognized as crucial to
progress in reducing poverty.
The development of job-related
skills is, therefore, not only part
of the country’s human resource
strategies but also of their
economic-growth and povertyreduction strategies.
The Local Enterprise and
Skills Development Programme
(LESDEP), is a specialized
employment creation programme
that seeks to provide the requisite
skills, tools and training for the
youth which eventually renders
them self-employed.
The late President of Ghana, His
Excellency John Evans Atta Mills
launched the LESDEP Programme
on the 27th April 2011 with the
aim of creating jobs and rapid
sustainable national development.
During the launch, the President
stressed on the importance of the
initiative as playing a critical role
in the Government’s efforts to
develop the human resource base
of the country, and he was very
optimistic that LESDEP would
provide the needed support for
the Small and Medium Scale
Enterprises.
Since its inception, it has
received great support from the
Government of Ghana. Under
the auspices of the Ministry of
Local Government and Rural
Development and the Ministry of
Finance and Economic Planning,
the programme has made
significant strides in creating
jobs, providing the requisite
training and providing tools
and machineries for numerous
beneficiaries across the country
to kick-start their various
businesses.
In
collaboration
with the Municipal and District
Assemblies, LESDEP has boosted
entrepreneurial skills among the
youth in alleviating the canker
of unemployment in the country
and instilling the urgency of selfemployment, self-sustenance and
youth empowerment.
LESDEP is definitely not
superfluous
and
no
mere
replication
of
any
other
programme. It is a well thoughtout, well-planned, a well-equipped
programme that will surely create
jobs that pay, to enable people be
highly skilled to be self-reliant
to be able to contribute to the
national economy.
Since its inception, LESDEP
has created a staggering number
of 2 lakhs direct and indirect jobs
with a good number of youth
benefiting in diverse ways across
Ghana from the programme. It
has repositioned itself as the
pathway to an exciting, new era
of business development and
entrepreneurship after achieving
unparalleled milestones in terms
of dispersal of technical and
entrepreneurial skills among the
youth within the country.
Mr. Timothy D. Mawulawoe
is in his sixties and hails from
the Ve community in the Volta
Region. Twenty two years ago,
he suffered from a devastating
fire incident which culminated
in the amputation of his legs. For
Timothy, all seemed lost until
LESDEP opened in the Volta
Region. Now he is extremely
proud to be in charge of a booming
business and being able to
provide for his family and most
importantly, provide employment
for other unemployed persons.
Another proud beneficiary of
the programme, Alhassan Zakaria
who is a 36 year old man was one of
the persons who took frantic steps
to register with the programme
and train under a module. He
went through the procedures,
processes and training of LESDEP,
and after a successful completion
of the training, he was provided
with the equipment he requested
for, a minivan dumper (bola taxi)
to commence his business. Mr.
Zakaria is now a proud owner of
a minivan dumper (bola taxi) that
plies along the Madina market and
its environs for refuse collection.

Rwanda is one of the countries that have made tremendous progress over the last 10 years, enabling it to transform its
economy towards a service - oriented one. In an exclusive interview to Kanchi Batra, Sub-Editor, Indo Africa Times, the
High Commissioner of the Republic of Rwanda, H.E. Mr. Ernest RWAMUCYO highlighted the good performance made by
the country and the endeavors of the government to guide its economy towards the preferred path of transformation.
In your representation as the new
High Commissioner of the Republic
of Rwanda to India, how would you
comment on the development of IndoRwandan relations and what is your
vision to further develop these ties?
The bilateral relations between India
and Rwanda are excellent. There is a
lot happening in terms of corporation
between the two countries. The
Government of India is working with
the Government of Rwanda to establish
entrepreneurship incubation facilities.
We are getting substantive support
from EXIM Bank for energy generation
program and investment in other areas
of infrastructure and agriculture. The
trade and investment between the two
countries continues to grow.
Today, Rwanda is the fastest growing
economy in East Africa. How would
you propose to Indian investors to
invest in your country?
Rapid and optimistic actions taken
by the Government have effectively
steered Rwanda towards a steady
growth and positive outlook. The World
Bank foresees an affirmative outlook
for Rwanda, with growth projected at 7
percent in 2013 and 7.5 percent in 2014.
Over the last five years, Rwanda has been
consistently ranked as a top re-former by
the World Bank in doing business.
Rwanda has been ranked as one of
the country where there is least incident
of corruption, not only in Africa but also
in the rest of the world. There is a huge
potential in agriculture, infrastructure,
tourism, ICT and tele-communication
industry.
Is the Government ready to bring in
certain incentives to further attract
FDIs?
Stability of business is the foremost
incentive offered to investors. Rwanda
offers a striking environment to operate
in or to run a business from. We have
an investor friendly climate by way
of simple taxation, development of
industrial parks and free trade zone, and
creation of stock exchange. It now takes
1 day to start business compared to
45-days average on the African continent,
and 13-days for the rich countries to start
a business.
What projects is the Government
planning to come up so as to increase
employment opportunities for the
youth of Rwanda?
Establishment of entrepreneurship
incubation facilities is basically to
train new and upcoming entrepreneur,
provide them skills and technology that
will enable them to create their own
jobs. We have a target of creating at least
200,000 new farm jobs as a part of the
Rwanda’s vision 2020 and we hope that
we would be able to hit this target with
an increasing rate of economy.
There is a program called LESDEP
which is also dedicatedly focusing on
youth employment. Any collaboration
with them?
We have signed a MoU with LESDEP.

as ‘The Land of a Thousand Hills’ with
fascinating tourist attractions. How
do you take this platform to showcase
the tremendous tourism pleasure in
Rwanda?
You have made a very wide point that
tourism is one of the biggest revenue
generators of the economy. We actually
want to increase the volume of Indian
tourist to Rwanda. We make it easy for
people to visit Rwanda, we are able
to issue visa within hours of giving
applications. Connectivity to Rwanda by
air has become increasingly easy. There
are so many airlines flying to Rwanda,
so it is easy for people to connect. Along
with investment promotion, we are doing
a lot of tourism promotion.
