2. State Clean Diesel Campaign
• Promote clean air strategies to reduce
diesel emissions with
– manufacturers,
– fleet operators,
– air quality professionals,
– environmental and community organizations,
– and state and local officials
3. Why Clean Diesel
• Energy security
– Reduce imported oil
• Economic benefits
– Better mpg, cheaper fuel, American business
• Health benefits
– Asthma, allergies, cancer and lung disease reduced:
• Lower levels of particulate matter, carcinogens, toxins,
nitrogen oxides than traditional diesel
• Environmental benefits
– Emissions damage plants, animals, crops, and water
resources.
– Climate change

– Reduce fuel use
– Refuel with clean alternative fuels
– Retrofit existing vehicles to lower emissions
– Replace older vehicles

5. Clean Diesel Funding
• State Clean Diesel Grant Program
allocates funds to participating states
– Non-competitive
– Funding based on participation
– Incentive funding for matching funds
– Grant and loan programs for clean diesel
projects

• $658,586 in DERA grants
• $1,700,000 in American Reinvestment
and Recovery Act (ARRA): DERA
7. Projects
• The State of Hawaii Department of Health
Clean Air Branch projects:
– Replacing school buses - ARRA
– Replacing old dump trucks - DERA
– Replacing old utility vehicles - DERA
– Retrofitting utility vehicles - DERA

10. 2011 Funding
Estimated $180,000 for Hybrid Vehicles
• Matching funding bonus
• For diesel vehicles, GVWR must be 16,001 lbs +
• Older than 2004
• Replacements must be scrapped
• Vehicle cannot be scheduled to be replaced
11. 2011 Funding
How?
• Soliciting state or local agencies
– BWS, DOT, DOE, DPR, DLNR, TheBus and
UH.
• Whole or partial matching funds
• Submit vehicle wish list
– Electric or hybrid trucks favored
• Quick response
12. Important Dates
• May 25 2011- Statement of Work plan due
• June 6 – final Work Plan due
• October 2011- funding becomes available
• September 2012 - grant funding complete
