NATIONAL URBAN TRANSPORT POLICY (NUTP) - JN-NURM IN SUPPORT OF PUBLIC TRANSPORT
Government of India had issued policy guidelines on urban transport system under “National Urban Transport Policy (NUTP)” for
improvement of urban transport system in Indian cities. The vision and objectives of the policy derive the pathway of development to
improve urban transport system. The prime objective envisaged is to ensure safe, affordable, quick, comfortable, reliable and
sustainable access for the growing number of city resident to their places of work, education, recreation etc. within the city.
NUTP envisages popularization of public transport systems to save both fuel energy and environment. In particular, it promotes the
development of bus based public transit systems in Indian cities as a cost effective means of providing quality transit service. Under
Jawaharlal Nehru National Urban Renewal Mission (Jn-NURM) programme, many cities in India have also initiated BRTS projects.
Ministry of Urban Development, Government of India has conducted a study on Traffic and Transportation strategies and policies of
urban areas in India in 2008. One of the prime objectives was to establish a comprehensive baseline of the traffic and transport
scenario in urban areas in India, separately for all the cities with a million plus population and also for cities with 0.5 to a million
population and forecast the anticipated issues that are most likely crop up in the future. One of the key policy suggestion that has
emerged from the study is to focus on transport supply in the mass transport domain.
