Open Government – OECD definition
The transparency of government actions, the
accessibility of government services and information and
the responsiveness of government to new ideas,
demands and needs.’Three characteristics appear to be
most relevant when describing a government as open,
namely:
‣Transparency – that its actions, and the individuals
responsible for those actions, will be exposed to public
scrutiny and challenge;
‣Accessibility – that its services and information on its
activities will be readily accessible to citizens; and
‣Responsiveness – that it will be responsive to new
ideas, demands and needs.
