4. What it isn’t The value chain makes it all look neat and tidy. Which of course it isn’t.

5. What it isn’t It’s not meant to imply that these activities take place independently of each other or in a linear sequence; they are all inter-related and overlapping.

6. What it isn’t It doesn’t show who is involved or responsible for the activities. That’s because there are many different organisations and individuals, inside and outside government, who do all these things.
