  1. Was the main issue for USAHP one of dealing with worker resistance? Or was it the workers' attitudes toward resistance? Since the issues of resistance and worker attitudes toward resistance stem from cross-cultural misunderstandings, the heart of the matter is one of cross-cultural differences that were ignored.  For example, the changes enacted did not consider the values and cultural norms of the workers and their relationship with the neighboring province - another culture foreign to the workers.
