1) Batas Pambansa Blg. 232 of 1982 established an integrated system of education in the Philippines, trifurcating management of basic education, post-secondary non-degree education, and higher education between DECS, TESDA, and CHED respectively.
2) Executive Order No. 117 of 1987 reorganized the Ministry of Education, Culture and Sports, structuring it with bureaus and regional offices to formulate education policies and plans at all levels.
3) The Higher Education Act of 1994 and the Technical Education and Skills Development Authority Act of 1994 established CHED and TESDA as independent commissions responsible for higher education and technical education/skills development respectively.

3. COVERAGE
This Act shall apply to and govern
both formal and non-formal systems in
public and private schools in all levels
of the entire educational system.

POLICY
It is the policies of the state to
established and maintain a complete and
integrated system of education relevant to the
goals of national development. Toward this
end, the government shall ensure , within the
context of a free and democratic system,

system to the attainment of national

8. Mandate.
The Ministry shall be primarily responsible for
the formulation, planning, implementation and

projects in the areas of formal and non-formal
education at all levels, supervise all education
institutions, both public and private, and provide for
the establishment and maintenance of a complete,
adequate and integrated system of education
relevant to the goals of national development.

The CHED has been designed to
act as a collegial body in formulating
plans, policies and strategies relating
to higher education and the operation

and separate from the Department of

coverage shall be both public and private
institutions of higher education as well as
degree-granting programs in all post-
