2. MALAYSIAN AIR NAVIGATION ORDER
• Act 3 – Civil Aviation Act 1969
• It is the act to “make better provision in the law
relating to Civil Aviation and for matters
connected therewith and ancillary to it.”
• Consists of 10 parts that control the aviation in
Malaysia:
3. ANO PART 1
• Make provision on the power and authority of
Civil Aviation Director General..” Duties and
functions of the Director General”.
• His role is to to exercise regulatory functions in
respect of civil aviation and airport and aviation
services including the establishment of
standards and their enforcement;
4. Part 2 – Empower the Minister.
• The minister is given the power to draft
regulation to comply to Chicago Convention
1944.

5. Part 3 – Minister can establish airport.
• In the earlier days, the airports were operated by
civil servants.
• The acts authorized the minister to outsource
the building and running of the airport to a third
party.
6. Part 4 – Control and Managing the
Airports and its surroundings.
• Since the safe operation of airports require the
control of the surrounding areas, this act 3 give
the minister the power to manage and control
the surrounding areas, such as the building of
tall structure is prohibited.
• It include simple things such as the control of
live stocks and its movement into the airport
area.
7. PART 5 – LIABILITIES CAUSED BY
AIRCRAFT
• The Act gives provision for the liability on the
owner of the aircraft.
• Provision is made on the noise and vibration
may be caused by aircraft on aerodromes
