SOL BRODY
Director, Export/Import Operations
Mr. Brody works for Raytheon Missile Systems in Tucson, Arizona, where he is
responsible for export/import licensing, compliance, global trade operations, and Bureau
of Alcohol, Tobacco, Firearms and Explosives oversight. Previously, Sol worked at BAE
Systems with his last position as the Director of Export and International Compliance for
the BAE Systems Support Solutions Sector. Prior to his industry experience, he was a
contractor for the United States Air Force where he provided technical review, analysis
and independent technical reports and recommendations on industry export
authorization requests, commodity jurisdiction determinations and United States
Government advisory opinions.
HILLARY DONAU-HASTREITER DOLL
Export/Import Operations Licensing Manager, Raytheon Company
Ms. Doll is responsible for export and import compliance and strategic licensing
planning and analysis for the Naval Weapon System, Land Combat, Advanced Security
and Directed Energy Systems and Air & Missile Defense product lines which include
over twenty international programs, in Tucson, Arizona. At Raytheon, she is also
involved with supplier development of export compliance programs through the
Department of Defense Mentor-Protégé Program. Ms. Doll holds a Bachelor of Science
Degree from the University of Arizona, Eller College of Management and is a Licensed
Customs Broker. She is a member of the International Compliance Professionals
Association and Society for International Affairs.
DAVID M. (DAVE) DOZER
Chief Executive Officer (CEO), Dozor Enterprises, Inc.
Mr. Dozor is an Aerospace and Defense Executive, having led numerous programs and
four companies, exporting advanced technologies to 39 countries over the last 20+
years. Most recently as the CEO of a Tucson-based infrared imaging systems
company, Dave was responsible for overseeing the export management and
compliance program and leading government relations, which led to a jurisdiction
change from State to Commerce for an infrared imaging product, thus expanding
markets. Building companies to commercialize defense and advanced technologies, he
has negotiated and closed many international and domestic transactions, including
supplier agreements, distribution contracts, program and product sales and corporate
acquisitions, including one reviewed by the Committee on Foreign Investment in the
US. Dave is directly involved with Export Control Reform serving on the Department of
Commerce, Bureau of Industry and Security Technical Advisory Committee, and is the
Chairman, Trade Policy & Legislative Affairs for the Arizona District Export Council.

2. KAY ELLIS
Export Control Officer, University of Arizona (U of A)
Ms. Ellis was with the University of Oklahoma for ten years prior to joining Oklahoma
State University (OSU) in 2002. As the Director of University Research Programs, she
implemented OSU’s export control compliance program. In March 2008, she became
the Associate Director, Office of Sponsored Projects and University Export Controls
Officer at the University of Texas in Austin. She was an Empowered Official and the
point of contact for all export control issues. Ms. Ellis joined the U of A in January of
2011. She is an Empowered Official, provides education & training and oversees the
policies, processes and procedures to ensure compliance with federal export control
regulations. Ms. Ellis has been a speaker numerous times at various professional
organizations including the National Council of University Research Administrators and
the Association of College and University Auditors. She is also on the Board of the
Association of University Export Control Officers.
JOHN P. PRIECKO
President and Managing Partner, Trade Compliance Solutions
Trade Compliance Solutions is a network of professionals assisting the trade
compliance community providing, evaluating and recommending seasoned resources to
assist them in complying with the letter & spirit of US Government (USG) laws &
regulations. John has a 15+ year career in trade compliance as Director of International
Trade Compliance, Senior Empowered Official and Vice President of Global Trade
Compliance at J.P. Morgan. He has unique in-depth practical expertise & diverse
experience in the USG, industry, as a consultant and working with law firms dealing with
all aspects of the global integrated supply chain. John is also an accomplished author
of trade compliance and related articles--a speaker at many conferences, seminars,
workshops and other events. Among various affiliations he is a member of the
International Compliance Professionals Association, Society for International Affairs and
the Virginia/Washington DC District Export Council.
MELISSA MILLER PROCTOR
Partner; Sandler, Travis and Rosenberg, P.A.
Based in Scottsdale, Arizona, Ms. Proctor has more than 16 years' experience advising
manufacturers, exporters, importers, online retailers, brokers and forwarders on a wide
range of key issues involving compliance with US trade laws and regulations, as well as
the export and import laws of other countries. She is the Export Practice Leader for the
firm, and provides advice on exports and reexports applicable to defense articles and
services subject to the International Traffic in Arms Regulations, as well as to dual-use
goods, technology and software (including encryption items) under the Export
Administration Regulations. She counsels clients on US antiboycott requirements, US
embargoes and sanctions programs administered by the Treasury Department's Office
of Foreign Assets Control. Ms. Proctor provides guidance on the strategic design and
implementation of export compliance policies, processes and procedures. She assists
clients with voluntary disclosures and represents them during all stages of USG
enforcement actions. She is admitted to practice in Arizona and Illinois.

3. KELLY ROEMER
Manager International Trade Compliance, Northrop Grumman Technical Services
A native Arizonan, Kelly Roemer is also the Empowered Official for the International
Trade Compliance, Integrated Logistics and Modernization Division which includes
approximately 25 programs across the US. Prior to joining Northrop Grumman, she
was the Export Compliance Manager for Raytheon Missile Systems in Tucson. During
her 12 years there, Ms. Roemer gained the hands-on experience and skills to develop,
manage and integrate effective trade strategies for multinational integrated defense
systems programs. She also increased her understanding of their impact on
compliance, schedules and budgets. She has diverse Fortune 500 experience in
manufacturing and development. Kelly has a wealth of experience with wide-ranging
federal trade regulations. She has a Bachelor’s degree from the University of Arizona,
majoring in Spanish with a Business minor. Ms. Roemer also has a Master’s of
Business Administration in International Management. She is a member of the
International Compliance Professionals Association and Society for International Affairs.
RICHARD (RICK) B. WEIR
Assistant Special Agent in Charge, Los Angeles Office of Export Enforcement,
US Department of Commerce
Special Agent Rick Weir has been the Assistant Special Agent in Charge (ASAC) of the
Los Angeles (LA) Field Office since 2007. As a first line supervisor he oversees all
investigations in the office’s area of responsibility covering four states including a large
portion of Southern California, Southern Nevada and all of Arizona and New Mexico.
Prior to becoming the ASAC, Rick served as a field agent for six years in Los Angeles.
Rick also served four years as a U.S. Customs Inspector at the Port of LA/Long Beach
on the Outbound Enforcement Team. Rick spent ten years in the United States Navy
followed by three years in the California Army National Guard. During Rick's military
career he served in both a law enforcement and military intelligence capacity. Rick’s
diverse background and first-hand military experience provide him additional insight
regarding the protection of our Nation’s most sensitive technologies.
MONICA A. WHITE
Director of Export Compliance, Sandler Travis Trade Advisory Services.
With more than 13 years in the export arena and formerly with Raytheon’s Corporate
Export/Import Operations office in Arlington, Virginia, where she supported various
business units and provided guidance for various export related matters to ensure
regulatory requirements were met. As part of the Raytheon Corporate team, acting as
the focal point for supporting export licensing efforts throughout the company, Ms. White
provided counsel and interpretation of the International Traffic in Arms Regulations and
Export Administration Regulations and assisted with training programs to educate
personnel on developing procedures and processes for managing successful export
licensing and compliance programs. Prior to joining Raytheon, Ms. White held Senior
Export Positions at the consulting firm FD Associates, Harris Corporation and SAIC,
responsible for providing export compliance guidance and training. In addition, Ms.
White has extensive experience with SAIC’s Future Combat Systems Program. She
has a 2001 Bachelor’s degree in Computer Networking from Strayer University.
