1 1. Title: Project Title: Assessing the Impact of the Family and Medical Leave Act on Single Parent Families 2. Main research question: To what extent does the FMLA serve the needs of single parent families? 3. Background and Literature Review Leave is an important right of employees. Leave provides employees with time to solve various urgent issues. FMLA gives employees the right to access leave. FMLA enables women to obtain leave from work after giving birth. In addition, it enables women to obtain leave to take care of family members who have chronic illnesses. FMLA ensures that employees do not use the leave to discriminate the employees or fail to hire them. In addition, FMLA ensures there is a continuation of the health insurance of the individual who has taken leave from work. However, one of the major limitation of FMLA is that individuals do not receive pay when they take time off work (Murphy, 2011). This may have a negative impact on the financial stability of certain families. The U.S. does not have any federal law on maternity leave. FMLA and Pregnancy Discrimination Act are the only laws that protect the welfare of expectant women. This is despite the fact that the laws do not deal directly with maternity. However, various states may have laws on maternity. In addition, a company may have regulations that give its employees additional benefits over and above the FMLA. FMLA protects the job of any employee who has to obtain leave due to the serious ailment or to take care of a sick family member. In addition, it protects the job of an employee who has to take leave to care for a newborn, adopted, or foster child. An employee may obtain unpaid leave from the place of work for up to 12 weeks (Repa, 2010). An employee must meet several requirements to qualify for FMLA. The employee must have worked in the workplace for at least 12 months. In addition, the employee must have worked for at least 1,250 hours within the last 12 months. Finally, the employee must either work for the government or a private company that 50 or more employees. The acceptable number of employees of the company (50) must be within a 75 mile radius. These conditions make it easy for the employees of most permanent employees of private companies to quality for FMLA (Guerin & England, 2012). The societal definitions of the word ‘family’ has undergone changes. Traditionally, family referred to the ‘nuclear’ family of an individual. However, the current definition of family encompasses single parents, grandparents, same-sex couples. In addition, it also includes unrelated and unmarried people who are living together and blended families. However, despite the drastic changes in the societal definitions of family, the workplace definition of the family has continued to lag behind. This may limit the ability of certain employees to obtain FMLA leave to take care of members of their families. There has been a steady increase in the number of single parent famil.

Compare the U.S. government’s family leave policies with those in the rest of the developed world. Gender and Work Over the past couple of generations, one of the most salient topics in the Sociology of Work has been the the issues that arise as an increasing number of women are choosing to go to college to prepare for a career, and then working after they finish school. One important ramification of this has been that women are postponing marriage and having children, which has shifted the demographics in places where this pattern is prevalent. When women delay marriage and childbearing, they will inevitably have fewer children over their lifetimes, across a population, simply because the closer they get to menopause without having their first child, the less time they have to have more children. But, as women work, they also tend to choose to have fewer children, due to the time constraints imposed by both work and raising a family. One of the demographic outcomes of this phenomenon has been declining populations in many countries around the world. By declining populations, I mean not only have the rates of population growth been declining, but many parts of the world actually are experiencing shrinking populations, as women on average are having fewer than 2 children. When the total fertility rate (TFR) declines below about 2.1 children per family, the population eventually begins to decline. This may be delayed for some years due to a phenomenon known as population momentum, which ensures that a growing population will continue to grow for about one generation after the TFR goes below 2.1, but eventually, if the birthrate remains below replacement level, the population will begin to shrink. As demographers have taken to saying, female empowerment makes a good form of birth control. Another ramification has been changes in workplaces, as both men and women have had to adjust to more women in important positions in companies. In the past, women commonly worked until they married, and then stayed at home to have children and care for their family. So, many of the women in offices were young, and carried out clerical duties. Virtually all of the management positions were held by men, and the culture of workplaces represented a male-driven power structure. Because they held some of the lowest positions in the company's hierarchy, women often were disregarded, and sexist attitudes were commonly expressed and often accepted as part of the culture. This study analyzes the effect of fathers’ parental leave-taking on the time fathers spend with their children and on mothers’ and fathers’ labor supply. Fathers’ leave-taking is highly selective and the identification of causal effects relies on within-father differences in leave-taking for first and higher order children that were triggered by a policy reform promoting more gender equality in leave-taking. Results show that even short periods of fathers’ parental leave may have long-lasting effects on fathers’ involvement in childcare and housework. Effects on maternal labor supply are also significantly positive but do not persist over time. Introduction There is extensive evidence that women have lower rates of employment than men and lower wages if employed (OECD 2017). These differences are much larger for mothers than for childless women and it has been argued that it is the birth of children and specifically the birth of the first child which is one of the main triggers for the divergence of labor market outcomes of men and women (e.g. Waldfogel 1998a, 1998b, Bertrand et al. 2010, Angelov et al. 2016). At the same time it is well known that within families it is mainly mothers who leave the labor market for the first couple of months after childbirth and who take care of the child. Even several years after childbirth mothers continue to dedicate more time to childcare and housework than fathers (e.g. Bianchi 2000, Bianchi et al. 2000). Several studies document that time out of the labor market for childcare has long lasting effects on employment, earnings and wages of women (e.g. Shapiro and Mott 1994, Lundberg and Rose 2000). In order to achieve a more equal division of childcare, housework and employment between mothers and fathers, several countries introduced father quotas for parental leave, e.g. Norway, Sweden, Iceland, Germany and France. These quotas or daddy months are intended to incentivize fathers to take leave and to engage more in childcare and housework. The literature discusses several mechanisms how fathers’ leave-taking might affect the involvement in childcare and the sharing of household duties afterwards. Based on Becker (1991), parents acquire caring skills while on leave. These result in comparative advantages in caring for the child later on and respective relative disadvantages in labor market skills due to reduced labor market experience resulting from leave. Other mechanisms may be based on changes in resource-bargaining within couples (e.g. Lundberg and Pollak 1996) that are due to reduced labor market e.
