2. What is the Challenge?
Aim of both, CCA and DRR:
n reduce negative impacts of climate change and disasters,
on the natural environment, human society and economies
by anticipating risks and uncertainties and addressing
vulnerabilities
But each field does so through different:
n actors and institutions
n time horizons
n research methodologies
n policy frameworks

4. Why do we need CCA and DRR
cooperation?
n Fragmentation between CCA and
DRR at diverse levels:
n Research; Policy; Data and Knowledge
n Responsibilities; Languages
n Consequences:
n duplication of initiatives; Inefficient use of resources
n Incoherence in mainstream policy and practice
n Missed opportunities for learning and cooperation
n Conflicts and barriers between CCA and DRR (prevention)
n Miscommunication between domains
n Complex landscape of “players”

5. Why link CCA and DRR?
n Considerable overlaps between CCA and DRR
communities
n But also differences….
n Recognition of the need to:
n Realise the mutual benefits of improved connectivity
n Minimise fragmentation of effort and reduce inefficiencies
n To date there has been little discussion of how to
make this happen
n PLACARD - PLAtform for Climate Adaptation and Risk
reDuction - seeks to fill this gap and provide some
answers

7. Advances in CCA & DRR cooperation
n Policy frameworks have widely recognised the need
for better coordination between both areas
n Funding frameworks considering the integration of
both areas
n At the national level, many countries have realised the
need for this integration
n Adaptation tools have progressively started to use
what has been learned from DRR tools
n Humanitarian organisations have started to integrate
climate information in their operations

8. What is needed to improve the
coordination of CCA and DRR?
n Common “space” for CCA and DRR communities
n Improve communication and exchange knowledge
especially at the science-policy-practice interface
n Enhance coordination and coherence of CCA and
DRR research, policy and practices
n Build upon, and enhance connections between,
existing CCA and DRR networks and organisations

9. How can we achieve this?
n Create a facilitated space for dialogue and
consultation
n Build on existing networks
n Design effective science and policy dialogues
n Support institutional strengthening and agenda
setting
n Dissemination and communication

enhancing CCA and DRR synergies
n Understanding policy effectiveness
n Sharing approaches and methods
n Appreciating differences and overlaps
n Need to establish a ‘space’ for dialogue which:
n Addresses relevant themes
n Breaks down traditional silos
n Brings together the ‘right’ people, at the right time on the right
themes
n Allows an honest exchange regarding problems as well as
successes
n Challenges the status quo and forges new agendas

PLACARD is distilling, integrating and sharing
relevant information
n Create a forum for innovation and new
perspectives
n Provide a space where themes from other WPs
can be explored
